HomeMy WebLinkAbout2010-03-09 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL TUESDAY, MARCH 9, 2010 A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:07 p.m. on Tuesday, March 9, 2010, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Tim Stinneford, Council Members Leon Hogg, Linda Martin, Donna Mickan, Glenn Porterfield, and Perry Bynum. During the Precouncil meeting: ➢ Mayor Mary Lib Saleh advised that she recently attended several meetings related to transportation. ➢ Council Member Leon Hogg advised that he attended the ribbon cuttings held for LaQuinta Inn and Comfort Suites. Additionally, he stated that the performance of "3 Fools on 3 Stools"at the library was a good show with great attendance. ➢ Deputy City Manager Loretta Getchell reported that the hotels that were previously delinquent in their payment of hotel occupancy taxes are now current with the exception of an amount equal to the penalty and interest. She added that Kenneth Jacobs, Jr., a student at the University of Texas at Arlington, has volunteered to assist the Finance department with updating the Capital Improvement Plan program. Additionally, she extended condolences to Council Member Donna Mickan and her family in the recent loss of her mother-in-law. ➢ Texas Star General Manager Glenda Hartsell-Shelton announced that a Dallas Morning News article ranked Texas Star Golf Course number 20 among the top 50 courses open for public play, and number 16 of the 25 most expensive courses to play. ➢ Fire Inspector Ken Rawlinson updated the City Council on the status of the Euless Revitalization Blitz scheduled for March 12 and 13, 2010. He advised that over 500 volunteers have registered to participate in the rehabilitation of 15 homes. Of the 500 volunteers, ten (10) are previous beneficiaries of the program. Additionally, various vendors have donated food, and supplies and materials have been donated or purchased at discounted prices for the two-day blitz. ➢ Marketing and Communications Manager Betsy Deck advised the City Council of the steps taken to educate residents on the upcoming Census. She stated that census surveys will arrive in mailboxes within the next one to two weeks. Respondents will be advised to return the forms on April 1 in recognition of "Be Counted Day". Additionally, Census workers will begin to conduct door-to-door surveys in May for those households who have not returned the forms. ➢ Economic Development and Administrative Services Director Mike Collins advised the City Council that a hazardous material collection day has been scheduled for Council Minutes Page 2 of 6 March 9, 2010 Saturday, March 20, 2010, 9:00 a.m. to 11:00 a.m. in the Euless Public Library parking lot. ➢ Deputy City Manager Loretta Getchell advised that there was some concern with regard to the impact of student participation at the annual Arbor Daze event due to the scheduling of a weather make-up day. She stated that the Hurst-Euless-Bedford (H-E-B) Independent School District will hold classes on Saturday, April 24, and that students will be released at 12:30 p.m., 12:50 p.m., and 1:30 p.m., and that a majority of the student groups will be allowed to participate in Arbor Daze, utilizing a community service day. She advised that staff is recommending moving forward with holding the event. ➢ Director of Public Works Ron Young addressed the City Council regarding a request by the Trinity River Authority (TRA) for cities to adopt the Tarrant Regional Water District (TRWD) Drought Contingency Plan. Mr. Young compared and outlined the differences in the current plan versus the TRWD plan, and explained that the differences are related to terminology and trigger points for the various stages; however, the course of action for each stage is similar. He advised that with no objections, an updated drought contingency plan will be presented to the City Council for adoption within the next few weeks. ➢ Director of Public Works Young addressed the City Council regarding the traffic control signals on Mid-Cities Boulevard. He advised that a faulty pedestrian walk button has been replaced and is expected to be the cause of the traffic signal timing issues. He stated that staff is currently evaluating the traffic signal timing with regard to the signals along Mid-Cities Boulevard. ➢ Director of Public Works Young addressed the City Council regarding the North Tarrant Express utility relocation and the impact to the city's water and wastewater lines. ➢ Economic Development and Administrative Services Director Collins addressed the City Council regarding the aesthetics of the North Tarrant Express project and the desire for a consistent appearance across city boundaries. ➢ Deputy City Manager Getchell reviewed the Regular Agenda items. ➢ Director of Public Works Young addressed the City Council regarding the Baze Road and Ash Lane paving and drainage improvements and reviewed the cost and options to place the utilities underground for each roadway. CLOSED SESSION The City Council convened into closed session at 6:40 p.m. for deliberation regarding real property related to right-of-way (Baze Road/Ash Lane) as authorized by Section 551.072 of the Texas Government Code. PRESENTATION OF EMPLOYEE SERVICE PINS FOR MARCH Police Chief Mike Brown introduced Senior Police Office Justin Coffee. Justin was accompanied by Assistant Police Chief Bob Freeman, Lieutenant Steve Eskew, and Sergeant Ron Williamson. Justin has completed 5 years of service with the city. Director of Finance Vicki Rodriquez introduced Accountant Diana Ayala. Diana was accompanied by Assistant Finance Director Jackie Theriot. Diana has completed 10 years of service with the city. Director of Finance Vicki Rodriquez introduced Purchasing Manager Mike Lowry. Mike was accompanied by his wife, Darla, and daughters, Amber and April, as well as Facilities Attendant Jerald Lively. Mike has completed 5 years of service with the city. Fire Training Officer Dale Skinner introduced Firefighter Kenneth "Kenny" Wroblski. Kenny has completed 15 years of service with the city. Fire Training Officer Dale Skinner introduced Firefighter Tom Tyre. Tom was accompanied by his wife, Regina, daughter-in-law, Kayla, son, Zach, and grandson, Austin. Tom has completed 20 years of service with the city. Mayor Saleh presented each employee with a service pin commemorating their years of service with the City. ITEM NO. 2 ANNUAL RECYCLING REPORT Greg Roemer, President, Community Waste Disposal (CWD), presented the annual recycling report. He reported that CWD collected 1,037 tons of recyclables within the city in 2009, compared to 980 tons in 2008. Additionally, he acknowledged the City of Euless' recycling milestones with the presentation of a plaque, constructed of 100% recycled plastics, recognizing the recycling of 1,037 tons in 2009, which saved 14,110 trees, 315,400 gallons of oil, and 5,810,000 gallons of water. REGULAR AGENDA ITEM NO. 3. APPROVED RENEWAL OF PURCHASE THROUGH A JOINT PURCHASE AGREEMENT WITH THE CITY OF HURST Mayor Pro Tem Stinneford motioned to approve the renewal of a joint purchasing agreement with the City of Hurst for electrical installation and repair services with Ed's Electrical Service, Inc., 7160 Baker Boulevard, Fort Worth, Texas, 76118. Council Member Hogg seconded the motion. The estimated annual expenditure is $90,000.00. Ayes: Mayor Saleh, Mayor Pro Tem Stinneford, Council Members Hogg, Martin, Mickan, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 4 APPROVED CITY COUNCIL MINUTES Council Member Porterfield motioned to approve the City Council minutes of February 23, 2010. Council Member Bynum seconded the motion.
