HomeMy WebLinkAbout2009-05-12 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL TUESDAY, MAY 12, 2009 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:07 p.m. on Tuesday, May 12, 2009, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Linda Martin, Council Members Tim Stinneford, Leon Hogg, Donna Mickan, Glenn Porterfield and Perry Bynum. During the precouncil meeting: v Mayor Saleh reported that she attended a Super Bowl Media Event at the new Cowboys stadium involving all mayors of North Texas where they heard plans for events leading up to the 2011 Super Bowl. She also gave an update from a recent meeting of the Tarrant Regional Transportation Coalition and the transportation bill moving forward in the legislature. • City Secretary Susan Crim announced upcoming city activities and events. • City Manager Gary McKamie discussed the potential of a gas drill site at the northeastern corner of West Pipeline Road and Westpark Way. He said no formal application has been made. y City Manager Gary McKamie and Director of Planning and Development Mike Collins reviewed the changes being proposed to the current gas drilling ordinance. y Director of Planning and Development Mike Collins and Assistant Director of Planning and Development Chris Barker discussed the apartment inspection program and the proposed fee structure for apartment inspections. • Director of Public Works Ron Young reported that the City of Colleyville has requested an amendment to the current interlocal agreement related to Heritage Road in Glade Parks, and asked that the completion date be changed to August 31, 2010. He said the amendment to the agreement would be placed on a future agenda for the city council's consideration. y Director of Finance Vicki Rodriquez gave a financial update on the sales tax revenue received in the month of May. The City Council convened into closed session at 6:18 p.m. for deliberation regarding contemplated litigation concerning 714 Shelmar Drive, as authorized by Section 551.071 of the Texas Government Code; deliberation regarding real property concerning the lease of city property in the Kitty House Survey located on South City Council Minutes Page 2 of 7 May 12, 2009 Pipeline Road, as authorized by Section 551.072 of the Texas Government Code; and deliberation regarding economic development incentives related to the Dallas/Fort Worth International Airport, as authorized by Section 551.087 of the Texas Government Code. They reconvened into open session at 6:45 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. INVOCATION Larry Nunley, Minister, Airport Freeway Church of Christ, gave the invocation. PLEDGE OF ALLEGIANCE Council Member Stinneford led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS FOR MAY Police Chief Mike Brown introduced Public Service Officer Kevin Daniel and Kevin introduced his wife, Robin. City Secretary Susan Crim introduced Deputy City Secretary Becky Null and reviewed her 35 years of service to the city stating that Becky has not only given excellent service to the city, but has been a loyal supporter of the City of Euless, it's Council and staff. City Manager Gary McKamie expressed his appreciation for her service and her dedication and skills that she has given to the city City Council Minutes Page 3 of 7 May 12, 2009 over the past 35 years. Mayor Saleh presented Kevin with a 15-year service pin and r- Becky with a 35-year service pin. ITEM NO. 2 PRESENTATION OF PROCLAMATION Council Member Stinneford presented a proclamation to Police Chief Mike Brown proclaiming May 10 through 16, 2009, as National Police Week. ITEM NO. 3 PRESENTATION OF PROCLAMATION Council Member Bynum presented a proclamation to Public Works Director Ron Young and Public Works Manager J. T. Ackerman proclaiming May 17 through 23, 2009, as National Public Works Week. ITEM NO. 4 APPROVED RESOLUTION NO. 09-1311 Council Member Hogg motioned to approve Resolution No. 09-1311, canvassing the returns and declaring the results of the May 9, 2009, City Council General Election as follows: TOTAL Place 5 Glenn Porterfield 470 Eddie Price 447 Place 6 Perry Bynum 736 Lorren Britton 154 TOTAL VOTERS: 938 Council Member Stinneford seconded the motion Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg, Mickan, Porterfield and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 ADMINISTERED OATHS OF OFFICE AND PRESENTED CERTIFICATES OF ELECTION Associate City Attorney Paul Wieneskie administered the Oath of Office to Glenn Porterfield, elected Council Member Place 5, and Perry Bynum, elected Council Member Place 6. ITEM NO. 6 SELECTION OF MAYOR PRO TEM Council Member Bynum motioned to elect Council Member Tim Stinneford as mayor pro tem. REGULAR AGENDA ITEM NO. 7 AWARDED BID NO. 013-08 Council Member Bynum motioned to award Bid No. 013-08 to N.A.E. Enterprises, Inc., for drainage improvements to Lamar Drive and Rockwall Drive in the amount of $269,359.75, and authorized the city manager to enter into a contract. ITEM NO. 8 AWARDED BID NO. 015-08 Council Member Hogg motioned to award Bid No. 015-08 to McClendon Construction for the construction of street improvements to Fuller-Wiser Road from Anice Lane to Sage Lane in the amount of $390,810.10, and authorized the city manager to enter into a contract. ITEM NO. 9 APPROVED RESOLUTION NO. 09-1310 Council Member Martin motioned to approve Resolution No. 09-1310 endorsing certain legislative changes to enhance the competitive electric market supported by Cities r.. Aggregation Power Project, Inc., (CAPP) and urging support of HB 2780 and SB 1481. Ne . ITEM NO. 11 APPROVED CITY COUNCIL MINUTES Council Member Bynum motioned to approve the minutes of the Regular City Council Meeting of April 28, 2009. Mayor Pro Tern Stinneford seconded the motion Ayes: Mayor Saleh, Mayor Pro Tern Stinneford, Council Members Hogg, Martin, Mickan, Porterfield and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 12 PUBLIC COMMENTS There were no public comments. ITEM NO. 13 REPORTS STAFF REPORT Texas Star General Manager Glenda Hartsell-Shelton gave an update on the Texas Star Golf Course and Conference Centre for the last six months. She stated they have completed construction of the extension of the Conference Centre and remodeled the existing part. She reported that they have added new menu items in the Ravens Grille City Council Minutes Page 6 of 7 May 12, 2009 and have increased the capacity in the conference space from 180 to 320 people. She No- stated that the Sinclair Golf Facility has been a great addition that has received local and state recognition and has brought many out-of-town clients who have generated sales in the pro shop. She reported that the golf maintenance division has been busy rebuilding all of the bunkers, sprucing up the landscape, and a water feature has been added to Hole 15. She said the key to their success is the ownership the managers have taken in the remodeling project, and they have done an outstanding job. CITY MANAGER City Manager Gary McKamie stated that Texas Star General Manager Glenda Hartsell- Shelton was the real key to success at Texas Star. He stated he is proud of all the Texas Star staff and what they do. On behalf of staff, he congratulated Council Member Porterfield and Council Member Bynum on being re-elected, and Mayor Pro Tem Stinneford on being elected mayor pro tem. He stated that in addition to National Police Week, it is also Police Memorial Week. He reminded everyone that in 1982, Euless Police Officer Michael Williamson, who was the dad of six children and brother of Police Sgt. Ron Williamson, lost his life while serving the citizens of Euless. He stated that Michael Williamson was a good officer and great friend. He noted that Michael's son, Chris, is now a Euless firefighter. He asked everyone to remember the Williamson family and express their appreciation to our police officers and also to the public works staff who are celebrating Public Works Week. CITY ATTORNEY Associate City Attorney Paul Wieneskie had no report. CITY COUNCIL Council Member Bynum thanked the citizens for giving their support to him this year in the election. He introduced his wife of almost 28 years, Lisa, who was present in the meeting, and stated that he owes a lot to her. He stated Euless has a great staff and great leadership including City Manager Gary McKamie, who spoke at the First Baptist Church luncheon on National Prayer Day and did a great job. Council Member Porterfield also expressed appreciation for his supporters in the election, and stated it is humbling to know he was re-elected by a very small margin. He stated he will serve the city for three more years doing the best he can, and the council will continue to work as a united council in efforts to make Euless a better place. Council Member Mickan congratulated Deputy City Secretary Becky Null and Public Service Officer Kevin Daniel on receiving their service pins. She wished the police staff a Happy National Police Week and the public works employees a Happy National Public Works Week. She congratulated Council Members Porterfield and Bynum, stating it is a pleasure to continue to serve with them. She thanked Glenda Hartsell-Shelton for a beautiful facility and wonderful open house held for Texas Star Conference Centre. She thanked Library Administrator Kate Lyon for the music program at the library last night. She stated it is a pleasure to serve the City of Euless, and that the council is harmonious, which makes it even more pleasurable to serve. City Council Minutes Page 7 of 7 May 12, 2009 `r- Council Member Martin congratulated Becky Null on her service, noting that she has spent so much of her life serving the citizens of Euless. She also congratulated Council Members Porterfield and Bynum on their re-election and Council Member Stinneford on being selected Mayor Pro Tem. Council Member Hogg congratulated the employees for all they do. He stated the "3 Fools on 3 Stools" musical group was enjoyable at the MasterWorks presentation at the library. He congratulated Council Members Porterfield and Bynum on their re-election. He commented that Dog Daze was a great success with over 300 dogs participating. He stated he looks forward to a great year. Mayor Pro Tern Stinneford congratulated Kevin Daniel and Becky Null, stating working somewhere 35 years is amazing and thanked her for all she does. He thanked the police and public works employees, who are part of what makes Euless great. He thanked Glenda Hartsell-Shelton for everything that goes on at Texas Star, which is a "Shining Star" with great service and great food. He congratulated Council Members Porterfield and Bynum on being re-elected. He thanked the council for electing him mayor pro tern. Mayor Saleh thanked Council Member Martin for acting as mayor pro tem last year, and stated she looked forward to working with Council Member Stinneford as mayor pro tern this year. She thanked Glenda Hartsell-Shelton, agreeing that Texas Star is a "Shining Star". She noted that she hears so many compliments from citizens regarding the flowers and plants around the city. She thanked everyone on staff and the council.
