EULESS CITY COUNCIL
TUESDAY, MARCH 23, 2010
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at
4:08 p.m. on Tuesday, March 23, 2010, in the Precouncil Conference Room of City Hall, 201
North Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Tim
Stinneford, Council Members Leon Hogg, Linda Martin, Donna Mickan, Glenn Porterfield,
and Perry Bynum.
During the Precouncil meeting:
➢ Council Member Donna Mickan announced that the Police Awards banquet was held
recently and the event was nice.
➢ City Manager Gary McKamie introduced Gary Yakesh, who returned to the City of
Euless after working in another city for three years. Gary has recently joined the
Finance department and will assist Texas Star General Manager Glenda Hartsell-
Shelton and Parks and Community Services Director Ray McDonald with their
operations from a financial perspective.
➢ Marketing and Communications Manager Betsy Deck provided a recap regarding the
,... recent Euless Revitalization Blitz, which included repairs to 16 Euless homes. She
stated that a total of 622 volunteers participated in the two-day blitz, which included
the assistance of 6 Stones, Diane and Wes Higdon, as well as elected officials from
the local, county, state, and federal levels.
➢ Planning and Development Director Chris Barker presented the residential growth
and commercial development update. He stated that current new residential
development continues to outpace the 2009 numbers. Additionally, Chesapeake has
secured a demolition permit for the property at the corner of Westpark Way and State
Highway 183 (Gator's and Ramada Inn), and the city-owned residence at 2301
Marlene Drive has been demolished as well as the fire damaged residence at 101
Oak Lane.
➢ Finance Director Vicki Rodriquez presented a financial update for month ending
February 28, 2010. She stated that operating revenues are down in almost all
categories, but that operating expenditures have been held down in all but two
categories for a net savings of 6.3 percent.
➢ City Manager McKamie and Public Works Director Ron Young provided the Capital
Projects Update, including the evaluation of older fire hydrants for replacement, the
senior center, and the Midway Recreation Center renovations, including the new
fitness center. Mr. McKamie stated that the recreation center is scheduled to reopen
in May, followed by the fitness center in the fall.
➢ Administrative Services and Economic Development Director Mike Collins advised
the City Council of a meeting of the North Tarrant Express Aesthetics committee, and

stated that the meeting was informative and productive and he expects to have
information to share with the Council in the next two weeks.
➢ Administrative Services and Economic Development Director Mike Collins advised
that due to the inclement weather, Crud Day was cancelled and will be rescheduled.
➢ City Manager McKamie reviewed the Regular Agenda items.
➢ City Manager McKamie introduced Partners John Palmer and Craig Willian of Redico
(Real Estate Development and Investment Company). Mr. Palmer and Mr. Willian
described the background of Redico and the services they provide related to
redevelopment opportunities.
CLOSED SESSION
The City Council convened into closed session at 6:23 p.m. for deliberation regarding real
property adjacent to Texas Golf Course, J. W. Haynes Survey, and 300 Block of S. Industrial
Boulevard (East Side) as authorized by Section 551.072 of the Texas Government Code
and economic development incentives related to 1363 W. Euless Boulevard as authorized
by Section 551.087 of the Texas Government Code. The City Council recessed the closed
session at 6:45 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL
Police Chief Mike Brown introduced Police Sergeant David S. Chaney. David was joined
standing by members of the Citizen's Police Academy Alumni Association, Mayor Saleh,
Council Member Martin, Mayor Pro Tern Stinneford, Don Martin, Faye Stinneford, Helen
Voss, Jerrie Keller, and Susan Vest, and Senior Police Officer Pam Byers, and Lieutenant
John Williams
Mayor Saleh presented David with a plaque and certificate commemorating his selection as
Employee of the Month.
ITEM NO. 2. PRESENTATION OF AWARD
Mayor Saleh presented the Excellence in Libraries Award for 2009 to Library Administrator
Kate Lyon, Administrative Secretary Karan Jasper, Library Board Member Barney Snitz, and
Euless Library Foundation President Sandra Crowley.
REGULAR AGENDA
ITEM NO. 3. APPROVED RENEWAL OF RFP NO. 012-07
Mayor Pro Tern Stinneford motioned to approve the renewal of RFP No. 012-07, approving a
one (1) year extension for depository services with Frost National Bank per the terms of the
original bid with all fees remaining unchanged.

ITEM NO. 4. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 1869
Council Member Martin motioned to approve Ordinance No. 1869, extending traffic rules to
roads in "The Hideaway Addition" as petitioned by the Hideaway Homeowner's Association
(HOA) as permitted by Section 542.008 of the Texas Transportation Code.
Council Member Hogg seconded the motion.

Mayor Saleh announced that the City will conduct a general election on May 8, 2010, for the
purpose of electing city officials. She advised that Place 1 candidates include Lorren Britton
and Tim Stinneford, and Linda Martin is running unopposed for Place 3.

Following the reports, Mayor Saleh recessed the regular meeting of the Euless City Council
and reconvened the Precouncil discussion in the Precouncil conference room at 7:25 p.m.
Partner John Palmer, and Craig Willian of Redico (Real Estate Development and Investment
Company) continued the discussion regarding redevelopment and specifically their vision for
a Triangle Redevelopment District.
