EULESS CITY COUNCIL
TUESDAY, MAY 25, 2010
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at
4:00 p.m. on Tuesday, May 25, 2010, in the Precouncil Conference Room of City Hall, 201
North Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Tim
Stinneford, Council Members Leon Hogg, Linda Martin, Donna Mickan, Glenn Porterfield,
and Perry Bynum.
During the Precouncil meeting:
➢ Mayor Mary Lib Saleh stated that staff of the Texas Health Harris Methodist Hospital
H-E-B expressed their appreciation to the Euless Fire Department, specifically
Division Chief Jeff Morris, for his time and support as the hospital sought a Chest
Pain Center accreditation issued by the Society of Chest Pain Centers. She reported
that several Harmony Science Academy students participated in the Fort Worth
Regional Science Fair, the ExxonMobil Texas State Science Fair, and the I-SWEEP
International Science Fair and won several awards, as well as the Best School
Award. Additionally, she stated that she attended an award presentation for Terry
Robe, Euless resident, as he was presented with the Charles Taylor Master Mechanic
award, an award given to airline mechanics with over 50 years of experience.
➢ Council Member Linda Martin reported on the International Council of Shopping
Centers (ICSC) conference held in Las Vegas, Nevada. She stated that the
conference attendance was up by approximately 6,000 attendees from last year.
➢ City Manager Gary McKamie reported that staff has begun moving back into the
Midway Park Recreation Center following the recent renovations, and the pool is
scheduled to open on Friday, May 28, 2010. Additionally, he announced that the
National Sheriffs' Association has ranked Morrisdale Estates Neighborhood
Association as fifth in the nation for their crime watch prevention programs. He
reported that the cities of Hurst, Euless, and Bedford have been selected to
participate in an emergency management course at the National Fire Academy in
Emmitsburg, Maryland, August 15-19, 2010.
➢ Parks and Community Services Director Ray McDonald and Fleet and Facility
Administrator Kyle McAdams provided an update and presented pictures related to
the reopening of the Midway Recreation Center following the recent renovations.
➢ Public Works and Engineering Director Ron Young addressed the City Council
regarding the proposed changes to the animal ordinance. He stated that the
proposed amendments will bring the city's code closer in line with the state law with
regard to dangerous animals, and will also include the addition of a section related to
bees.

➢ Director of Planning and Development Chris Barker reviewed the current residential
and commercial development that is occurring in the city.
City Manager McKamie added that staff is working with a developer regarding a
proposed residential development at Mid Cities Boulevard and Main Street, and that
the goal of the development is tree preservation. He added that the City Council will
have to consider variances in order to preserve as many trees as possible.
➢ Planning and Development Director Chris Barker and Public Works and Engineering
Director Ron Young presented a video depicting an aerial view of the proposed North
Tarrant Express.
➢ Finance Director Vicki Rodriquez presented the financial report for the period ending
April 30, 2010. She reviewed the revenue and expenditures by fund type, including
sales tax and property tax revenues.
➢ City Manager McKamie reviewed the Regular Agenda items.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE
Public Works and Engineering Director Ron Young introduced Equipment Operator Andy
Conner. Andy was joined by this wife, Rhonda, son, Christopher, and mother-in-law, Lucy
Dennis.
Mayor Saleh presented Andy with a plaque and certificate commemorating his selection as
Employee of the Month.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PIN
Planning and Development Director Chris Barker introduced Administrative Secretary Holly
Houston. Holly was joined by Inspection Services Supervisor Richard Ross, Inspector Rene

Rodriguez, Building Official Kurt Kasson, Senior Planner Stephen Cook, and Computer
Programmer Tommy Christopherson.
Mayor Saleh presented Holly with a service pin commemorating her 10 years of service with
the City.
ITEM NO. 3. PRESENTATION OF AWARD
Mayor Saleh read a letter from Congressman Kenny Marchant in recognition of receipt of the
Seventh Gold Award presented to the Euless Citizens Police Academy Alumni Association
(ECPAAA) in recognition of the many volunteer hours served by the alumni members.
Lou Baum, Second Vice President of the ECPAAA, expressed his appreciation to the City
Council and staff for their support of the volunteer programs, and introduced the following
individuals in recognition of their volunteer hours served in 2009.

On behalf of the ECPAAA, President Pete Jones accepted the Gold Award for the 7th year.
Chief Brown expressed his heartfelt appreciation to the recipients for the many "minutes"
they have given in support of the Police Department.
ITEM NO. 4. ADMINISTERED OATHS OF OFFICE AND PRESENTATION OF
CERTIFICATES OF ELECTION
City Attorney Bob McFarland administered the Oaths of Office to Tim Stinneford, Place 1,
and Linda Martin, Place 3. Mayor Saleh presented each with a Certificate of Election.
ITEM NO. 5. SELECTION OF MAYOR PRO TEM
Mayor Pro Tern Stinneford motioned to elect Council Member Linda Martin to serve as
mayor pro tern. Council Member Mickan seconded the motion.

Mickan, Porterfield, and Bynum

CONSENT AGENDA (items 6 through 9)
Council Member Bynum motioned to approve Consent Agenda items number 6 through 9.
Council Member Hogg seconded the motion.

ITEM NO. 6. APPROVED AWARD OF BID NO. 007-10
Approved award of Bid No. 007-10 for a construction contract with William J. Schultz, Inc.,
dba Circle C Construction, Fort Worth, Texas, for the effluent water main project adjacent to
the Texas Star Golf Course.
The effluent water main will tie into the City of Fort Worth's effluent water supply main at
Mosier Valley Road, and will provide reclaimed water for irrigation purposes for city property.
The estimated expenditure is $1,157,625.00.
ITEM NO. 7. APPROVED AWARD OF BID NO. 009-10
Approved award of Bid No. 009-10 for asphalt street repairs annual contract to Reliable
Paving, 1903 Peyco Drive N., Arlington, Texas, 76001, and authorized the City Manager to
enter into a contract with Reliable Paving for an initial one (1) year term with an option of two
(2), one (1) year renewals.
The City will utilize the services on an as needed basis, and the maximum estimated annual
expenditure is $72,500.00.
ITEM NO. 8. AUTHORIZED PURCHASE OF FITNESS EQUIPMENT FOR MIDWAY
PARK FAMILY LIFE CENTER
Authorized the purchase of fitness equipment for the Midway Park Family Life Center from
FITCO, 2101 Midway Road, Carrollton, Texas, 75006, through the Texas Local Government
Purchasing Cooperative.
The estimated expenditure is $132,064.00.
ITEM NO. 9. APPROVED CITY COUNCIL MINUTES
Approved the minutes of the regular City Council Meeting of May 11, 2010, and of the
special called City Council meeting of May 18, 2010.

REGULAR AGENDA
ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 1877
Council Member Stinneford motioned to approve Ordinance No. 1877, amending Chapter
30, "Fees" of the Code of Ordinances.
Council Member Hogg seconded the motion.
Darl Easton, 1005 Fayette Drive, Euless, addressed the City Council regarding the item, and
expressed his opposition to increasing fees for the cost of permits associated with home
maintenance items, including water heaters and replacement windows.
City Manager McKamie responded that fees are charged in an effort to recover the city's
cost associated with required inspections. He added that the city has eliminated the
residential roofing permit fee as the city does not inspect roof replacements.

There were no public comments.
ITEM NO. 12. REPORTS
Helen Voss, 1201 Hillcrest Drive, Euless, stated that she felt the City Council does a good
job and she is very proud of the Euless City Council.

CITY MANAGER
City Manager McKamie, on behalf of City staff, congratulated Council Member Stinneford
and Mayor Pro Tern Martin on their successful reelections.
CITY COUNCIL
Following Council Member Stinneford's year as Mayor Pro Tem, Mayor Saleh expressed her
appreciation to him for his service. Additionally, she congratulated Mayor Pro Tern Martin
and Council Member Stinneford on their successful reelections.
