OF THE
EULESS CITY COUNCIL
TUESDAY, DECEMBER 8, 2009
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at
3:35 p.m. on Tuesday, December 8, 2009, at the Redi-Mix building located at 331 North
Main Street. A tour of the facility led by Fleet and Facility Administrator Kyle McAdams.
Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Stinneford, Council
Members Leon Hogg, Linda Martin, and Donna Mickan. Mayor Saleh recessed the meeting
at 4:10 p.m.
Joined by Council Members Glenn Porterfield, and Perry Bynum, Mayor Saleh reconvened
the regular meeting at 4:30 p.m. in the Precouncil Conference Room of City Hall, 201 North
Ector Drive.
During the Precouncil meeting:
➢ Mayor Mary Lib Saleh advised that she and Council Member Mickan attended the
Tarrant County Mayor's Council Banquet the previous night.
➢ City Manager Gary McKamie reported that he attended and enjoyed the performance
by Flutasia, a flute choir, at the Euless Public Library on December 7, 2009.
➢ Council Member Donna Mickan advised that she recently attended a Teen Court
meeting, and reported that the total number of community services hours recorded for
2009 is 18,187.
➢ Mayor Pro Tern Tim Stinneford reported that he had the pleasure of calling the game
for the 8th Annual Border Bowl, a football game between the Euless and Bedford Fire
Departments. The Euless Fire Department came away victorious with a score of 48
to zero. Chief Isbell presented the game ball to Mayor Saleh.
➢ Council Member Perry Bynum, Vice-Chair of the North Central Texas Council of
Governments Emergency Preparedness Planning Council, reported that he recently
attended a meeting and will provide a report to the Council.
City Secretary Susan Crim reviewed the calendar of future city activities and events.
➢ City Manager Gary McKamie reported that the City will not receive the requested
H1 N1 vaccine, and advised that the vaccine is available at the County health clinic.
The Christmas employee luncheon will be held on December 18, 2009, admission is
one can food item, and the City is once again collecting Toys for Tots. Additionally,
Mr. McKamie commended the city employees for donating to the Six Stones "Night of

Wonder", and added that city employees provided gifts for 72 children this Christmas

season through the program.
Mr. McKamie reported that staff will meet with Tarrant County Commissioner Gary
Fickes, as well as staff from North Richland Hills, Watauga, and Haltom City to
discuss how their cities can establish an assistance program similar to Euless
Revitalization.
Mr. McKamie reported that the Senior Center construction project has been sent out
for bid and the bid open date is December 22, 2009.
• Director of Parks and Community Services Ray McDonald provided an update
regarding the Recreation Center schedule during the construction project.
➢ Director of Public Works Ron Young provided the water system update to the City
Council, and reviewed the efficiency levels related to the amount of water purchased
and billed as well as well water usage for 2009 compared to 2008. Mr. Young stated
that the city's billing efficiency is 92.5% (industry standard is 90%).
➢ Director of Economic Development and Administrative Services Mike Collins advised
the City Council of the holiday solid waste and recycling schedule. Additionally, Mr.
Collins advised that, staff will submit an ordinance at a future meeting clarifying the
',taw time of day that trash and recycling can be set out and the time the containers must
be removed.
➢ Director of Economic Development and Administrative Services Mike Collins
addressed the City Council regarding proposed Economic Development Incentives.
Mr. Collins stated that proposed guidelines and criteria will be submitted for
discussion and consideration by the City Council at an upcoming meeting.
• Deputy City Manager Loretta Getchell addressed the City Council regarding the
Tarrant County Housing Finance Corporation 2009 Single Family Mortgage Bond
Program. She stated that in order for Euless residents to be eligible for down
payment assistance through the program, the City Council is required to a adopt a
resolution for each of the funding years (2009, 2010, and 2011), and she added that
the City assumes no liability for making this program available to its residents.
➢ City Manager McKamie reviewed the Regular Agenda Items.
➢ City Manager McKamie advised the City Council that City staff is serving on various
committees associated with the North Tarrant Express project. Director of Economic
Development and Administrative Services Mike Collins is serving on the Aesthetics
Committee, Police Chief Mike Brown is serving on the Traffic Committee; and Public
Works Director Ron Young is a member of the Utility Relocation Committee. Mr.
McKamie asked each staff member to provide an update on their respective

CLOSED SESSION
The City Council convened into closed session at 6:18 p.m. for deliberation regarding real
property adjacent to Texas Star Golf Course, J. W. Haynes Survey as authorized by Section
551.072 of the Texas Government Code; and deliberation regarding the status of current
pending litigation as authorized by Section 551.071 of the Texas Government Code. The
City Council reconvened into open session at 6:45 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JANUARY
Fire Chief Robert Isbell introduced James Rowell, Driver/Engineer, Paramedic, Fire
*411. Department. Mr. Rowell was accompanied by his wife, Susan, daughter, Kendall, and
Kendall's friend, Brooke.
Mayor Saleh presented James Rowell with a certificate and plaque commemorating his
selection as employee of the month for January 2010.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PIN
Texas Star General Manager Glenda Hartsell-Shelton introduced Scott Boven, Golf
Superintendent, Texas Star. Mr. Boven was accompanied by his wife, Kristin, and Assistant
Golf Superintendent Patrick Voss.
Mayor Saleh presented Scott with a service pin commemorating his ten years of service with
the city.
CONSENT AGENDA (Items 3 through 7)
Council Member Porterfield motioned to approve Consent Agenda items numbered 3
through 7.
Council Member Martin seconded the motion.

ITEM NO. 3. APPROVED AWARD OF BID NO. 001-10
Approved award of Bid No. 001-10 for the purchase of Type-D Hot Mix Asphalt to Austin
Asphalt, LP, Irving, Texas. Reynolds Asphalt and Construction Company, APAC-Texas,
Inc., and JBL Contracting will be used as secondary suppliers.
The estimated annual expenditure is $362,500.
ITEM NO. 4. APPROVED ENTERING INTO A COOPERATIVE PURCHASING
AGREEMENT
Approved entering into a cooperative purchasing agreement with the National
Intergovernmental Purchasing Alliance (National IPA).
ITEM NO. 5. APPROVED ENTERING INTO A JOINT PURCHASE AGREEMENT
Approved entering into a joint purchase agreement with the City of Fort Worth in partnership
with the National Intergovernmental Purchasing Alliance (National IPA) for the purchase of
bulk gasoline and diesel fuels. The supplier under this contract is Martin-Eagle Oil
Company, Denton, Texas, and the agreement is for one year with an option to renew for four
.. additional one year terms.
The estimated annual expenditure is $398,400.
ITEM NO. 6. APPROVED CONTRACT FOR THE PURCHASE OF AN
INTERACTIVE VOICE RESPONSE SYSTEM
Approved contract for the purchase of an interactive voice response system for the Euless
Municipal Court and authorized the City Manager to enter into an agreement with Selection
Technologies, Inc. to provide the VoiceCourt system and related professional services,
software license, and maintenance and support for municipal court.
The estimated expenditure is $52,400.
ITEM NO. 7. APPROVED CITY COUNCIL MINUTES
Approved the minutes of the regular City Council Meeting of November 24, 2009.
REGULAR AGENDA
ITEM NO. 8. APPROVED RESOLUTION NO. 09-1323
Council Member Mickan motioned to approve Resolution No. 09-1323, reappointing Lacy
Britten as the Municipal Court of Record Judge for a two (2) year term to expire December
31, 2011.

ITEM NO. 9. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL COURT
JUDGE
Council Member Hogg motioned to approve the extension of contract for Lacy Britten,
Municipal Court Judge, for a one-year term to expire December 31, 2010.
Council Member Mickan seconded the motion.

Mickan, Porterfield, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
.. ITEM NO. 10. APPROVED RESOLUTION NO. 09-1326
Council Member Martin motioned to approve Resolution No. 09-1326, authorizing the
acceptance of an approximate 0.25-acre tract of land described as Block 15, Lot A10,
Oakwood Terrace Addition, and authorizing the Mayor to execute the necessary conveyance
documents.
Council Member Hogg seconded the motion.

4*6*' City Manager McKamie advised that Frank Douglass, a long-time resident and former
Council Member of the City of Euless, donated the property described in Item No. 10 to the
City.
CITY COUNCIL
Mayor Saleh reminded everyone about the Heritage Park Christmas Celebration to be held
on Saturday, December 12, from 1:00 p.m. to 5:00 p.m. at Heritage Park, 201 Cullum Drive.
