HomeMy WebLinkAbout2010-09-28 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL TUESDAY, SEPTEMBER 28, 2010 A regular meeting of the Euless City Council was called to order by Mayor Pro Tem Linda Martin at 4:00 p.m. on Tuesday, September 28, 2010, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included: Mayor Pro Tem Linda Martin, Council Members Leon Hogg, Donna Mickan, Glenn Porterfield, and Perry Bynum. Mayor Mary Lib Saleh and Council Member Tim Stinneford were not in attendance. During the Precouncil meeting: ➢ Mayor Pro Tern Martin advised that Mayor Mary Lib Saleh was out of town and unable to attend the meeting. Additionally, she congratulated Library Administrator Kate Lyon in regards to the "Love Letters" play hosted by the library on September 27, 2010. She added that she will attend a tour of the Tarrant County jail as part of the Tarrant County Mayor's Council meeting. ➢ City Manager Gary McKamie advised the City Council of the upcoming Police and Fire Department open houses to be held on Saturday, October 2, 2010, and the Employee Burger Bash scheduled for October 15, 2010. ➢ Public Works Director Ron Young updated the City Council on the status of the repair of the Fuller and North Main water wells. ➢ Planning and Development Director Chris Barker presented the proposed Glade Parks Planned Development Ordinance revision. ➢ Planning and Development Director Barker presented a development update, including that status of new development and redevelopment as well as an update on gas well drilling activity. Additionally, he reviewed code enforcement activities to date. ➢ Finance Director Vicki Rodriquez presented the financial report for the period ending August 31, 2010. She presented a consolidated fund balance summary and a consolidated statement of revenues and expenses in addition to the basic operating funds. ➢ City Manager McKamie updated the City Council with regard to a meeting held with the residents affected by the flooding of homes in the Trailwood subdivision. Public Works Director Ron Young presented and reviewed a report from Teague Nall and Perkins related to the recent flooding of September 8, 2010, and in relation to the 1994 Master Drainage Plan. ➢ City Manager McKamie reviewed the regular agenda items. Council Minutes Page 2 of 5 September 28, 2010 CLOSED SESSION The City Council convened into closed session at 6:32 p.m. for deliberation regarding real property related to 206 Shenandoah Drive (Trailwood), and an easement — Kitty House Survey, Abstract 678, as authorized by authorized by Sections 551.072 of the Texas Government Code; personnel matters related to City Council board appointments as authorized by Section 551.074 of the Texas Government Code; and economic development incentives related to Glade Parks as authorized by Section 551.087 of the Texas Government Code. The City Council reconvened into open session at 6:57 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS—COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. INVOCATION Council Member Perry Bynum gave the invocation. PLEDGE OF ALLEGIANCE Council Member Glenn Porterfield led the Pledge of Allegiance. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER Information Services Administrator Dan McLain introduced Jake Dilliplane, Computer Support Specialist II, Information Services. Jake was accompanied by his wife, Terri Dilliplane, and his mother-in-law, Bobbie Sanders. Mayor Pro Tern Martin presented Jake with a plaque and certificate commemorating his selection as Employee of the Month. ITEM NO. 2. PRESENTATION OF QUARTERLY POLICE DEPARTMENT UPDATE Police Chief Mike Brown presented the quarterly Police Department update, and advised the Council of the average response times for priority one, two, three, and four calls, as well as statistics related to crimes against persons, property crimes, officer patrol time and the special crimes unit. REGULAR AGENDA ITEM NO. 3. APPROVED SITE PLAN NO. 10-07-SP Planning and Development Director Barker introduced the item to the City Council and stated that the applicant/owner intends to renovate and expand the existing convenience store located at the southwest corner of Raider Drive and West Euless Boulevard (SH 10) and re-brand the store to a national branded retailer. He added that the property is zoned TX-10 (Texas 10 Zoning District) and the existing use is a permitted use within the district. The property has never been platted and recorded with Tarrant County, and as part of the proposed expansion and renovation, the property will be required to be platted. The plat will include the dedication of right-of-way along Raider Drive, consistent with the right-of-way intended for future expansion of the road. Variances to the zoning regulations were granted by the Zoning Board of Adjustment. The variances include encroachment of the existing fuel island and fuel island canopy into the front building line, the total size of the lot and the width of the lot. These variances were determined by staff not to be a self-induced hardship as they were created through the requirement of the dedication of right-of-way for State Highway 10 and Raider Drive. The Development Review Committee reviewed the site plan and voted to certify the application. Staff recommends approval of the site plan, and the Planning and Zoning Commission voted 5-0 to recommend approval of the Site Plan. Mr. Laila Bharwani, applicant/owner, was present to address questions from the City Council. Council Minutes Page 4 of 5 September 28, 2010 Council Member Mickan motioned to approve Site Plan No. 10-07-SP for Commercial Development (Let's Stop Chevron) located on Hinson McCoy Survey, Abstract 1073, Tract 1D2A, 3101 West Euless Boulevard. Council Member Hogg seconded the motion. Ayes: Mayor Pro Tern Martin, Council Members Hogg, Mickan, Porterfield, and Bynum Nays: None Mayor Pro Tern Martin declared the motion carried. ITEM NO. 4. APPROVED TEMPORARY USE PERMIT NO. 10-13-CC Planning and Development Director Barker introduced the request to the City Council and advised that residents concerns related to emergency access have been addressed by the City. Additionally, he stated that the City will install temporary signs delineating "No Parking" areas along various residential streets, giving the Police Department the authority to enforce any violations. Council Member Hogg motioned to approve Temporary Use Permit No. 10-13-CC for a Greek Food Festival to be located on Alexander and Cullum Subdivision, Lot 6R and Lot 7R, 303 Cullum Drive, for three (3) consecutive days beginning October 8, 2010, from 11:00 a.m. to 10:00 p.m. continuing on October 9, 2010, from 11:00 a.m. to 10:00 p.m. and concluding on October 10, 2010, from 11:00 a.m. to 4:00 p.m., with the stipulation that parking violations be enforced by the City. Council Member Mickan seconded the motion. At the request of Council Member Bynum, Planning and Development Director Barker clarified that parking would not be permitted along both sides of East Alexander Lane from South Main Street to Cullum Drive and designated "No Parking" areas along Cullum Drive. Ayes: Mayor Pro Tern Martin, Council Members Hogg, Mickan, Porterfield, and Bynum Nays: None Mayor Pro Tern Martin declared the motion carried. ITEM NO. 5. CONSIDER APPROVAL OF CITY COUNCIL MINUTES Council Member Bynum motioned to approve the minutes of the regular City Council meeting of September 14, 2010. Council Member Hogg seconded the motion. Ayes: Mayor Pro Tern Martin, Council Members Hogg, Mickan, Porterfield, and Bynum Council Minutes Page 5 of 5 September 28, 2010 Nays: None Mayor Pro Tern Martin declared the motion carried. ITEM NO. 6. PUBLIC COMMENTS Darl Easton, 1005 Fayette Drive, addressed the City Council regarding the recent City Council budget worksession held in Kaufman, Texas. ITEM NO. 7. REPORTS Director of Public Works Ron Young presented an overview of the current public works projects, including the Bob Eden Trail connection, the effluent water line, Little Bear Creek bank protection, Marlene Drive/Live Oak Court drainage, and various street overlays, wastewater, street light and sidewalk projects. CITY ATTORNEY No report given. CITY MANAGER City Manager McKamie commended Director of Public Works Ron Young on his overview of the Public Works projects, and stated that the County projects are joint projects with Tarrant County and are authorized at the full discretion of County Commissioner Gary Fickes, Precinct 3. CITY COUNCIL Council Member Bynum commended city staff for the amazing response in regard to the September 8, 2010, flooding. He added that he was very proud of staff for going above and beyond the call of duty and letting the residents know that the city was available to provide assistance. Mayor Pro Tern Martin reminded those in attendance of the upcoming Police and Fire Departments Open Houses to be held on Saturday, October 2, 2010, from 10:00 a.m. to 2:00 p.m., and also announced National Night Out on October 5, 2010.
