HomeMy WebLinkAbout2011-02-15 PLANNING AND ZONING February 15, 2011 MINUTES The regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:30 p.m. for consideration of scheduled items in the Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese stated there was a quorum of members of the Planning and Zoning Commission present. ITEM 1 APPROVAL OF MINUTES for called meeting of January 18, 2011 Commissioner Tompkins made a motion to approve the minutes for called meeting of January 18, 2011. Commissioner Huffman seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Commissioners Huffman, Portugal, Tompkins, and Brown Nays: None Abstention: Vice Chairman Mennis and Commissioner Zahn The motion carried (5-0-2) Planning and Zoning Commission Minutes February 15, 2011 ITEM 2 CASE #10-02-PD — OPEN PUBLIC HEARING REGARDING A PLANNED DEVELOPMENT AND CONTINUE TO NEXT SCHEDULED MEETING Open public hearing and motion to continue the public hearing to the next scheduled meeting regarding a request for a Planned Development of A Barnard Survey, A-107, Tract 1A and 10; Adam Bradford Survey, A-152, Tracts 1, 1A2, 1A3, 1A4, 1A07, 1B, 4, 4B, 4B1, 4B1A, 4B1A2, 4B2, 4B2A, 4C, 4C1, 4C2, 4D, 4D1, 4D2, 4E, 5, 5A, 5A1, 5A1 A, and 5B from C-2 (Community Business District) zoning to Planned Development (PD) zoning. This property is located at the northwest corner of Airport Freeway and Highway 360 extending north to Harwood Road. Chairman McNeese opened the public hearing. Mike Collins, Director of Planning and Economic Development, gave a brief description of the case. The applicant, Realty Capital Corporation, is requesting a Planned Development of approximately 200 acres for mixed-use of commercial and residential development to be known as Riverwalk at Euless. The location of the proposed development is at the northwest corner of Airport Freeway and Highway 360 extending north to Harwood Road. This is a Form Based Code that gives entitlement to street widths, lot types, setbacks, ingress/egress interaction, etc. The case has been advertised in the Star-Telegram for a public hearing on February 15, 2011. Staff recommends that the Planning and Zoning Commission open the public hearing for case #10-02-PD and continue the case to the next scheduled meeting, March 1, 2011. Chairman McNeese asked for any proponents/opponents to come forward for any comments. Harvey Holden, Noise Compatibility Planner for Dallas/Fort Worth International Airport, 1110 Oak Trail, Roanoke, Texas, stated they are in opposition of the development because of the residential component. The eastern boundary of the proposed site is located beneath the primary southwest departure corridor. Approximately 400 jet departures will pass within one mile of the center of the proposed development daily during south flow. South flow occurs about 70% of the time and is characterized by aircraft taking off and landing to the south. (A copy of the letter provided to the Commission is available in the case file) Vice Chairman Mennis asked Mr. Holden roughly how long is the time frame for the Noise Level Reduction study, pertaining to item #2 for a 25dB being mandated and confirmed. Harvey Holden stated a structural engineer or architect would be able to establish if it can meet the 25dB. The time constraints would consist of a set of simple tests such as a man standing inside and outside the structure and measure an event going by. Commissioner Brown seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Mennis, Commissioners Zahn, Huffman, Portugal, Tompkins, and Brown Nays: None Abstention: None The motion carried (7-0-0) ITEM 3 REPORTS There were no reports.
