MINUTES
The Pre-Commission meeting of the Planning and Zoning Commission was called to order
by Acting Chairman McNeese at 5:30 p.m. in the Building "C" Conference Room. Four
members of the Planning and Zoning Commission were in attendance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS -
COUNCIL CHAMBERS
Acting Chairman McNeese called the Planning and Zoning Commission meeting to order
at 7:00 p.m. for the consideration of scheduled items. He stated there were four members
of the Planning and Zoning Commission present.

PLEDGE OF ALLEGIANCE AND INVOCATION: Members of the Commission led the
Pledge of Allegiance and gave the Invocation.
APPROVAL OF MINUTES
Acting Chairman McNeese asked if there were any corrections or additions to the
proposed minutes of the last meeting.
Commissioner Tarin moved to approve the minutes of January 18, 2000, as presented.
Commissioner Grove seconded the motion.
The vote was as follows:
Ayes: Acting Chairman McNeese, Commissioners Tarin, Sloan, Grove
Nays: None
The motion carried.

REGULAR AGENDA
ITEM 1 CASE #00-01-PZ—CONSIDERATION OF A PLAT VACATION
Consider the property owner's request to vacate Villages of Bear Creek,
First Installment, Block 1, Lot 1 as filed of record in Volume 888-191, Page
63 of the Plat Records of Tarrant County, Texas.
Bo Bass, Director of Planning and Development, stated that this property was originally
platted some time ago in the City of Euless as Block 1, Lot 1 of the Villages of Bear
Creek, First Installment. Mr. Bass stated the property went through a degree of
construction and stopped. Mr. Bass stated a few years ago a company purchased the
property and successfully completed an outstanding multi-family project, and he stated
that as standard procedure they have to final plat the project at its completion. Mr. Bass
stated because the original platted lot had fire lanes configured for the original design
and the new design had to alter the fire lanes for the new construction, the original plat
should be vacated.
Commissioner Grove made a motion to approve the Plat Vacation.
Commissioner Tarin seconded the motion.
The vote was as follows:
Ayes: Acting Chairman McNeese, Commissioners Tarin, Sloan, Grove
Nays: None
The motion carried.
ITEM 2 CASE #99-03-RP — PUBLIC HEARING REGARDING A REPLAT
Receive public input regarding a request for a Replat of Villages of Bear
Creek Addition, Block 1, Lots 1, 1A, 1B, 1C, 1D, 1F to Villages of Bear
Creek Addition, Block 1, Lot 1R in order to record a final plat of a
completed apartment project. This property is located in the southeast
quadrant of Mid-Cities Boulevard at Fuller-Wiser Road.
Acting Chairman McNeese gave the rules for a Public Hearing.
Bo Bass, Director of Planning and Development, stated that in the case file is a letter
from the City Engineer addressed to the Director of Planning that states all the public
improvements have been installed, were satisfactory, and had been accepted.

Acting Chairman McNeese opened the Public Hearing to the audience for anyone who
would like to speak in favor or in opposition to the case. Seeing none, he closed the
Public Hearing and opened the case for discussion among the Commissioners.
ITEM 3 CASE #99-03-RP —CONSIDERATION OF A REPLAT
Consider a request for a Replat of Villages of Bear Creek Addition, Block
1, Lots 1, 1A, 1B, 1C, 1D, 1F to Villages of Bear Creek Addition, Block 1,
lot 1R in order to record a final plat of a completed apartment project. This
property is located in the southeast quadrant of Mid-Cities Boulevard at
Fuller-Wiser Road.
Commissioner Grove made a motion to approve the Replat based upon staffs research
and recommendation.
Commissioner Sloan seconded the motion.
The vote was as follows:
Ayes: Acting Chairman McNeese, Commissioners Tarin, Sloan, Grove
Nays: None
The motion carried.
ITEM 4 CASE #99-09-FP —CONSIDERATION OF A FINAL PLAT
Consider a request for a Final Plat changing R. Crowley Survey, Ab. 312,
Tr, 2D, and S. Tucker Survey, Ab. 1512, Tr. 4E, 6 to Villages of Bear
Creek Addition, Block 1, Lot 2. This property is located in the southwest
quadrant of Mid-Cities Boulevard at Bear Creek Parkway.
Bo Bass, Director of Planning and Development, stated the case meets all the
submission requirements for compliance. He stated that in the case file is a letter from
the City Engineer addressed to the Director of Planning that states all the public
improvements have been installed, were satisfactory, and had been accepted.
Commissioner Sloan made a motion to approve the Final Plat .
Commissioner Grove seconded the motion.
The vote was as follows:
Ayes: Acting Chairman McNeese, Commissioners Tarin, Sloan, Grove
Nays: None
The motion carried.
