HomeMy WebLinkAbout2000-04-04 PLANNING AND ZONING COMMISSION April 4, 2000 MINUTES PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS Vice Chairman McNeese called the Planning and Zoning Commission meeting to order at 7:00 p.m. for the consideration of scheduled items. He stated there were four members of the Planning and Zoning Commission present. MEMBERS AND STAFF PRESENT MEMBERS ABSENT Vice Chairman McNeese Chairman Robert McMillon Ron Hughes Mike Grove John Deithloff Gene Sloan Bill Tarin Bo Bass, Director of Planning and Development Ron Young, Assistant Director of Public Works and City Engineer Donna Brown, Administrative Secretary VISITORS PRESENT David Hiles C PLEDGE OF ALLEGIANCE AND INVOCATION: Commissioner Hughes gave the Pledge of Allegiance and Vice Chairman McNeese gave the Invocation. APPROVAL OF MINUTES Vice Chairman McNeese asked that a correction be made to the minutes on Page 8 of 9 striking his last sentence of paragraph three. Commissioner Hughes stated that on page 4 of 9, last paragraph, the word "bases" should be "basis". Commissioner Hughes moved to approve the minutes of March 21, 2000, as corrected. Commissioner Tarin seconded the motion. The vote was as follows: Ayes: Vice Chairman McNeese, Commissioners Tarin, Hughes, Deithloff Nays: None The motion carried. C Planning and Zoning Commission Page 2 of 3 Minutes—April 4,2000 C REGULAR AGENDA ITEM 1 CASE #00-02-PD — PUBLIC HEARING REGARDING A PLANNED DEVELOPMENT Receive public input regarding a request for a Planned Development changing the zoning of Levi Franklin Survey, Abstract 513, Tract 3. This request is for changing the zoning from TX-121 (The 121 Gateway District) zoning to PD (Planned Development based on TX-121 Development Standards) zoning. This property is located north of Mid-Cities Boulevard and east of S.H 121. Vice Chairman McNeese opened the Public Hearing and stated that the applicant had requested the tabling of this case until April 18, 2000, due to his absence. He asked if there were any opponents or proponents in the audience who would like to speak. There being none, Commissioner Deithloff made the motion to table Case#00-02-PD until April 18, 2000. Commissioner Hughes seconded the motion. The vote was as follows: Ayes: Vice Chairman McNeese, Commissioners Tarin, Hughes, Deithloff Nays: None CThe motion carried. ITEM 2 CASE #00-02-PD — RECOMMENDATION REGARDING A PLANNED DEVELOPMENT Consider a recommendation regarding a request for a Planned Development changing the zoning of Levi Franklin Survey, Abstract 513, Tract 3. This request is for changing the zoning from TX-121 (The 121 Gateway District) zoning to PD (Planned Development based on TX-121 Development Standards) zoning. This property is located north of Mid-Cities Boulevard and east of S.H 121. There was no discussion due to the tabling of Item 1. ITEM 3 CASE #00-07-SUP — PUBLIC HEARING REGARDING A SPECIFIC USE PERMIT Receive public input regarding a request for a Specific Use Permit on Levi Franklin Survey, A-513, Tract 3, for a private street gated commmunity in TX-121 (The 121 Gateway District) zoning. This property is located north of Mid-Cities Boulevard and east of S.H.121. C Planning and Zoning Commission Page 3 of 3 Minutes—April 4,2000 ® Bo Bass, Director of Planning and Development, gave a brief overview of this case, saying that it was in conjunction with the previous case. He stated the applicant requested it be tabled as well until April 18, 2000. Vice Chairman McNeese opened the Public Hearing. There being no speakers, Commissioner Hughes made the motion to table Case #00-07-SUP as requested by the applicant, and Commissioner Tarin seconded the motion. The vote was as follows: Ayes: Vice Chairman McNeese, Commissioners Tarin, Hughes, Deithioff Nays: None The motion carried.
