OCTOBER 3, 2000
MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Robert McMillon at 7:00 p.m. for consideration of scheduled items in the
Council Chambers in Building "B" of the Municipal Building. Chairman Robert McMillon
stated all seven members of the Planning and Zoning Commission are present.

THE PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance
was given by Commissioner Tarin, and Invocation was given by Chairman McMillon.
APPROVAL OF MINUTES
Commissioner Deithloff made the motion to approve the minutes of September 19,
2000, as presented with a correction to Page 3, Item 3, and first paragraph from "and
regret the letter was generated" to "and regrets the letter was not generated".
Commissioner Tarin seconded the motion. The vote was as follows:
Ayes: Chairman McMillon, Commissioners McNeese, Deithloff, Tarin, Hughes, Grove,
Sloan
Nays: None
The motion carried.

ITEM 1 CASE #00-08-PP— CONSIDER A PRELIMINARY PLAT
Consider a request for a Preliminary Plat changing J. Haven Survey
Abstract#685, Tract #1, 1D1, 1 E, 1E1, 1 E1A, and 1 E2 to Heritage Towne
Crossing, Block A, Lot 1 and Block B, Lots 1, 2, and 3. This property is
located at the intersection of Heritage Drive and Glade Road.
Mr. Bo Bass, Director of Planning and Development, gave a brief overview of the
preliminary plat and stated it was a 27.463 acre site, and that it's predominate land use
will be the Super Target in the near future. He stated there would be out parcels toward
the eastern portion adjacent to Glade and Hwy. 121. He stated the preliminary plat
meets all the necessary requirements and staff recommended approval. Mr. Bass
asked the City Engineer to address the plans and consistency of the plat. Mr. Ron
Young, City Engineer, stated the engineering plans are in for review and are
substantially complete. He stated there are some items that would not be fully
completed in order to get this plat to a preliminary approval. He stated the applicant is
dealing with TRA to relocate a sanitary sewer line that goes through Lot 1 and needs to
go to the TRA Board and would be presented twice. He stated there is also an existing
line that is abandoned and needs to be reflected on this plat. He stated the
construction would not begin until these existing corrections are addressed and
engineering plans are approved. Mr. Bass informed the commissioners that they would
also see a final plat on this site and staff recommended approval.
Commissioner McNeese made the motion to approve preliminary plat Case #00-08-PP
as presented. Commissioner Grove seconded the motion. The vote was as follows:
Ayes: Chairman McMillon, Commissioners McNeese, Deithloff, Tarin, Hughes, Grove,
Sloan
Nays: None
The motion carried.
