MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:35 p.m. for consideration of scheduled items in the
Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

THE PLEDGE OF ALLEGIANCE AND INVOCATION: The Invocation was given by
Commissioner Huffman and the Pledge of Allegiance was given by Commissioner .
ITEM 1 APPROVAL OF MINUTES for called meeting of April 6, 2010
Commissioner Mennis made a motion to approve the minutes for called meeting of April
6, 2010 with the following correction on page 2, third paragraph the word "any" to "no".
Commissioner Huffman seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Bearden, Commissioners Huffman,
Portugal, Mennis, and Brown
Nays: None
Abstention: None

ITEM 2 CASE #10-01-UDC — CONSIDER A RECOMMENDATION TO THE
UNIFIED DEVELOPMENT CODE AND A RECOMMENDATION FOR AN
ORDINANCE
Consider a recommendation regarding a request by the City of Euless for
a change to Code of Ordinances Chapter 84 "Unified Development Code"
in order to add Section 84-447 "Construction Erosion and Sediment
Control".
Ron Young, Director of Public Works, gave a brief description of the case. The Texas
Commission on Environmental Quality (TCEQ) required the City of Euless and all other
small municipalities in Texas to execute a Notice of Intent (NOI) for storm water
discharges under the State of Texas General Permit TXR040000. This Permit was
required by and issued by the USEPA. The NOI was accompanied by a required Storm
Water Management Program (SWMP) developed for the City of Euless. The SWMP
contains a requirement for the City of Euless to develop and adopt a "Construction
Erosion and Sediment Control" ordinance. The proposed ordinance formalizes
practices and procedures that are currently in place.
Commissioner Mennis made a motion to approve case #10-01-UDC. Commissioner
Brown seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Bearden, Commissioners Huffman,
Portugal, Mennis, and Brown
Nays: None
Abstention: None
The motion carried (6-0-0)
ITEM 3 CASE #10-02-UDC — CONSIDER A RECOMMENDATION TO THE

Portugal, Mennis, and Brown
Nays: None
