MINUTES
The regular meeting of the Planning and Zoning Commission was called to order
by Chairman McNeese at 6:30 p.m. for consideration of scheduled items in the
Council Chambers in Building "B" of the Municipal Building. Chairman McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

THE PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance
was given by Commissioner Tarin and Invocation was given by Commissioner
Huffman.
ITEM 1 APPROVAL OF MINUTES
Commissioner Hughes made a motion to approve minutes from September 3,
2002 as written. Commissioner Huffman seconded the motion. The vote was as
follows:
Ayes: Chairman McNeese, Commissioners Huffman, Hughes and Deithloff
Nays: None
Abstention: Commissioners Tarin and May
The motion carried (4-0-2)
ITEM 2 CASE #02-06-SUP — HOLD PUBLIC HEARING REGARDING A
SPECIFIC USE PERMIT AND CONSIDER A
RECOMMENDATION FOR AN ORDINANCE

Receive public input regarding a request for a Specific Use Permit
on Airport Business Park, Block 1, Portion Lot 1R, for a Motor
Vehicle Dealership in 1-2 (Heavy Industrial District) zoning, and
consider a recommendation regarding an Ordinance. This
property is located on 1205 Texas Star Pkwy., Suite 110.
Mike Collins, Director of Planning and Development, gave a brief overview of the
case. The applicant Auto Options, Inc. DBA/Just Jeeps of Texas, is requesting a
Specific Use Permit for the operation of a motor vehicle dealership using internet
based sales. The UDC requires a minimum acreage of five acres for any type of
pre-owned or new car sales which triggers the SUP process. The location for the
proposed car sales would be at the Texas Star Business Center. The use of the
space is intended to be a showcase for up to fifteen vehicle at any one time.
Included in the information provided are the hours of operation and additional
information that establishes there will be no outdoor display or storage of the
vehicles and the nature of their business sales is through Internet. Individuals
wanting to view the vehicles would typically call and schedule an appointment.
Chairman McNeese opened the public hearing.
Chairman McNeese asked if the applicant or representative was present and to
come forward for any comments.
Larry Loyd, 1013 Harrison Ln., Hurst, stated he is a retired new car salesman
working with Mercedes and currently has his business located in Dallas on Harry
Hines and is looking for a facility that will allow him to continue his business with
the ability to store his vehicles in an enclosed environment. The Texas Star
Business Center was extremely appealing to him because of the clean and well
kept grounds. This business is a family owned business by himself and his wife.
David Hagar, Manager of Texas Star Business Center, stated that he has made
many improvements to the Business Center and is extremely particular about
how business is operated out of the center. He does not allow any trash outside
of the facility except what goes into the dumpsters and no overnight parking.
After looking over this proposal and seeing the inventory he was impressed with
the operation of this business and would like to see this type of business in his
center.
Chairman McNeese asked for any proponents/opponents. Seeing none the
public hearing was closed.
Commissioner May asked Mr. Loyd the name the lease was in, how long his
lease was for and what was the percentage of his sales from the internet. Mr.
Loyd stated the lease is for three years and under the name of the corporation.
His internet sales is approximately at 90% plus. He does receive business from

word of mouth, as well as, repeat customers. Commissioner May asked Mr.
Loyd how he advertises for his business. Mr. Loyd stated that 100% of his
advertising is done on AutoTrader.com. The cost of the vehicles are $7,000 and
under. Commissioner May asked what age are the vehicles. Mr. Loyd stated the
vehicles are over five years old. Normally they will range from eight to ten years
old.
Commissioner Deithloff asked if the proposed business was located at 1205
Texas Star Pkwy., Suite 110. Mr. Loyd stated that was correct.
Commissioner Hughes asked Mr. Loyd how the vehicles were going to be
brought into the facility. Mr. Loyd stated they purchase the majority of the
vehicles from CarMax in Irving and Fort Worth. They send them to a detail shop
to be cleaned and polished and they will go and pick them up to bring them into
the facility. Commissioner Hughes asked if there would be any type of
maintenance or repair done on-site. Mr. Loyd stated that the only thing they
would possibly do would be to top off fluid, otherwise all repairs and clean up is
done elsewhere.
Commissioner Huffman asked Mr. Loyd if these vehicles are being sold to
dealers or to individuals. Mr. Loyd stated they are selling the vehicles to
individuals. Only a small percentage of dealers will purchase from them.
Commissioner Tarin asked Mr. Loyd if the lease would be under the name of
Auto Options Inc. and for three years. Mr. Loyd stated it will be under the name
of Auto Options Inc. DBA/Just Jeeps of Texas and the lease was for three years.
Commissioner Tarin asked Mr. Loyd for the definition of a classic. Mr. Loyd
stated classic could be misinterpreted. A classic is a twenty-five year old car or
older that shows special interest or classic pricing. These are special interest
older jeeps that are the cream of the crop that people are looking for. The
customers range in age from 16 to 60 for these types of vehicles.
Chairman McNeese asked Mr. Loyd if he owned 100% of Auto Options Inc.,
DBA/Just Jeeps of Texas. Mr. Loyd stated that he and his wife own the
business. Chairman McNeese asked if this was a joint ownership and Mr. Loyd
stated they are one in the same due to Texas law. Chairman McNeese asked
where his business in Dallas was located. Mr. Loyd stated the business is
located at 11460 Harry Hines Blvd. which is directly across from Sam Moon
which is driving a majority of the business out of the area because of the traffic.
Chairman McNeese asked Mr. Loyd if his business in Dallas has inside storage.
Mr. Loyd stated that the business is outside sales just as any normal car lot. He
stated that he pays $75-$100 for each car to be detailed and that will only last for
a couple of days with all the dust from the road. Chairman McNeese asked Mr.
Loyd what size of lot this was and how many vehicles does he store. Mr. Loyd
stated he shows approximately 15 and can store approximately 25. Chairman

McNeese asked how long he has been at that location. Mr. Loyd stated the
business has been at that location for six years.
Commissioner May made a motion to approve case #02-06-SUP with the
following conditions: 1) tied to the term of the lease which is 3 years, and 2) tied
to Auto Options Inc., DBA/Just Jeeps of Texas, and Mr. Loyd. Commissioner
Tarin seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Commissioners Tarin, Huffman, Hughes, Deithloff
and May
Nays: None
Abstention: None
The motion carried (6-0-0)
