HomeMy WebLinkAbout2003-03-04 PLANNING AND ZONING March 4, 2003 MINUTES The regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:30 p.m. for consideration of scheduled items in the Council Chambers in Building "B" of the Municipal Building. Chairman Richard McNeese stated there was a quorum of members of the Planning and Zoning Commission present. MEMBERS AND STAFF PRESENT: MEMBERS ABSENT: Chairman Richard McNeese Perry Bynum Vice Chairman Mike Grove Bill Tarin Monty Huffman Ron Hughes Tony May Mike Collins, Director of Planning and Development Eric Wilhite, Planning and Development Manager Ron Young, Director of Public Works Robert Barker, City Engineer Paul Smith, Fire Marshal Karla Allen, Administrative Secretary VISITORS: Matt Robinson, Carter& Burgess; Mark DuPont, San Marino Villas LLP THE PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was given by Commissioner Chairman McNeese and Invocation was given by Vice Chairman Grove. ITEM 1 APPROVAL OF MINUTES Vice Chairman Grove made a motion to approve minutes from called meeting February 18, 2003. Commissioner Hughes seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Tarin and Hughes Nays: None Abstention: Commissioners Huffman and May The motion carried (4-2-0). Planning and Zoning Commission Minutes Page 2 March 4, 2003 ITEM 2 CASE #02-06-FP — CONSIDER A FINAL PLAT Consider a request for a FINAL PLAT changing Edward Taylor Survey, A- 1550, Tracts 1C, 1C1, 1C2 & portion 1B to Glade Manor, Phase 2, Block A, Lots 1-10; Block D, Lots 1-45; Block E, Lots 1-17; Block F, Lots 1-18; Block G, Lots 1-16. This property is located at SE corner of N. Main St. and E. Glade Rd. Mike Collins, Director of Planning and Development, gave a brief overview of the case. The action requested is to approve a final plat changing the Edward Taylor Survey, A- 1550, Tracts 1C, 1C1, 1C2 & portion of 1B to Glade Manor, Phase 2, Block 1, lots 1-10; Block D, Lots 1-45; Block E, Lots 1-17; Block F, Lots 1-18; Block G, Lots 1-16. The applicant, Pulte Homes, Inc. of Texas, is requesting approval of a final plat for a 21 acre tract located at the southeast corner of Glade Road and Main St. A Certificate of Acceptable Public Improvements Plan has been issued by the City Engineer and the Development Review Committee recommends approval. Commissioner Hughes made a motion to approve case #02-06-FP. Commissioner Tarin seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Tarin, Huffman, Hughes and May Nays: None Abstention: None The motion carried (6-0-0). ITEM 3 CASE #02-10-PP — CONSIDER A PRELIMINARY PLAT Consider a request for a PRELIMINARY PLAT changing S. Tucker Survey, A-1512, Tract 3A3A to San Marino Villas, Block A, Lots 1-15; Block B, Lots 1-15. This property is located 2740 FULLER-WISER RD. Mike Collins, Director of Planning and Development, gave a brief overview of the case. The action requested is to approve a preliminary plat changing the S. Tucker Survey, A- 1512, Tract 3A3A. The applicant, San Marino Villas LLP, Mark DuPont owner, is requesting approval for a 3.6 acre tract for a project that had previously been approved for a 31 lot townhome development. This property is located at 2740 Fuller-Wiser Rd. Staff recommends approval. Commissioner Tarin made a motion to approve case #02-10-PP. Commissioner Huffman seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Tarin, Huffman, Hughes and May Planning and Zoning Commission Minutes Page 3 March 4, 2003 Nays: None Abstention: None The motion carried (6-0-0).
