HomeMy WebLinkAbout2017-08-05 WorksessionMINUTES OF A WORK SESSION OF THE EULESS CITY COUNCIL August 5, 2017 A work session of the Euless City Council was called to order at 8:00 a.m. on Saturday, August 5, 2017, at the Texas Star Golf Course and Conference Centre, 1400 Texas Star Parkway, Euless, Texas, for the purpose of discussing the proposed annual budget and related items for Fiscal Year 2017-2018. Those attending included: Mayor Linda Martin Mayor Pro Tem Eddie Price, Place 3 Council Member Tim Stinneford, Place 1 Council Member Jeremy Tompkins, Place 2 Council Member Linda Eilenfeldt, Place 4 Council Member Harry Zimmer, Place 5 Council Member Perry Bynum, Place 6 City Manager Loretta Getchell Deputy City Manager Bob Freeman Assistant City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell Mayor Martin opened the meeting and welcomed everyone in attendance. City Manager Getchell opened the floor for any discussion or questions related to the budget presented at the August 3, 2017 worksession, and reminded the City Council of the budget adoption schedule, including meetings of the Euless Development Corporation and a special called City Council meeting. Assistant City Manager Barker presented and highlighted a few of the Capital and Supplemental request items, including the remodel of the library, Glade Parks trail, water wells replacement, and the proposed expansion of Fire Station No. 2. Additionally, he presented an update related to the solid waste and recycling franchise agreements, and the impact of the small cell node legislation approved by the Texas Legislature. Discussion ensued regarding long-range planning for the replacement of aging waterlines. City Manager Getchell provided an update related to the construction of the John Peter Smith Clinic to be located in Euless (Euless Boulevard) as well as considerations to utilize the clinic as an employee clinic. Deputy City Manager Bob Freeman advised the City Council of the status of the Crime Control and Prevention District (CCPD) renewal (2020) as well as the requirement for an election to authorize the continued collection of the tax. Budget Worksession Minutes Page 2 of 2 August 5, 2017 Assistant City Manager Barker advised the Council of an increase in cost associated with the use of the environmental collection center ($47 to $50), as well as the ability for residents to apply/renew alarm permits and submit fees online. The new service is expected to be available the first quarter of 2018. City Manager Getchell advised the Council of an update to the Trinity Railway Express (TRE) billing methodology. Additionally, staff and the City Council discussed the following items: o Development update o Service animals o Trap, neuter, and release (TNR) program o Code compliance The City Council convened into closed session at 12:06 p.m. for deliberation regarding the following: - The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code: o S. Pipeline Road The City Council recessed closed session at 1:08 p.m. Discussion ensured regarding the volunteer board and commission application and appointment process.
