HomeMy WebLinkAbout2017-11-15 FINAL MINUTES OF A REGULAR MEETING OF THE EULESS ANIMAL SHELTER ADVISORY BOARD November 15, 2017 ITEM 1 — CALL TO ORDER A regular meeting of the Euless Animal Shelter Advisory Board was called to order by Director of Public Works and Engineering Hal Cranor at 11:29 A.M. at the City of Euless Public Works Facility, 1513 Westpark Way, Euless, Texas 76040. The following members were in attendance: Dr. Susan Read Director of Public Works and Engineering Hal Cranor Bedford Animal Control Officer Scott Cepak Staff Members Present: Assistant City Manager Chris Barker Assistant Director of Public Works James Whitt Facilities Foreman Kenny Spargur Animal Control Supervisor Larry Atkinson Administrative Secretary Debbie Latour ITEM 2 — REVIEW & APPROVE MEETING MINUTES FROM JULY 26, 2016 Director Cranor asked if there were any comments or questions regarding the minutes of July 26, 2017. With no questions or comments, the minutes were accepted as written. ITEM 3 — UPDATE ON GAP Supervisor Atkinson reported the following GAP activities: Pet Fair was held where over $5,276 were raised. TCAPS saw over 176 animals and vaccinated 137. Great Dane Rescue participated and microchipped and registered 34 dogs for GAP. Mayor& Council have requested that Director Cranor present an update on GAP and the Animal Shelter at their next meeting. ITEM 4— SHELTER FACILITY UPDATE Supervisor Atkinson reported that Clear The Shelter was a success. They were able to adopt out 9 cats and 8 dogs. Additionally, they were able to adopt out 2 GAP foster cats and 1 GAP foster dog. He reported that twin sister collected donations for their birthday and brought those to the shelter. Supervisor Atkinson shared that all the improvements to the shelter; the concrete pad, water service, and landscaping, are complete and shared photos of the improvements to the Board. He shared the nomination of Ms. Jesica King, Page 1 of 2 Meeting Minutes July 26, 2017 who has been nominated for Volunteer of the Year for all of her dedication and work done with and for the Animal Shelter. Director Cranor is to present the nomination to Mayor & Council. ITEM 5 — QUARTERLY REPORT Composite of quarterly calls for service were distributed along with case statistics per species. These are district patrols which include any complaints about barking dogs. Intakes and euthanasias were down for cat. Supervisor Atkinson attributed this, in part, to the assistance of MidCities Community Cats. Supervisor Atkinson report that the intake of dogs has increased from the same time last year. 16 dogs were euthanized; 11 were owner release for euthanasia, 1 as a result of injury, and 4 due to temperament issues / unadoptable status. ITEM 6 — FOLLOW-UP ON BARKING DOG BROCHURES Supervisor Atkins reported that 23 letters have been sent to owners since the Barking Dog Brochures has been utilized. Of those, 1 has been prosecuted and has had a fine assessed. The second case was reviewed by the Prosecutor, who determined that there was not enough back-up documentation to prosecute. ITEM 7 — QUESTIONS / COMMENTS Director Cranor asked for a proposed dates for the 2018 meetings. Asst. City Manager Barker suggested scheduling a meeting each quarter to ensure the Board is easily able to fulfill the requirements of meeting times per calendar year. Tentative dates will be selected and submitted to the Board for their review. Mr. Barker introduced a draft for City Policy as it pertains to "priority reservations" of shelter animals. It will exclude prohibited or vicious animals. Adoption or Rescue Groups must meet 3 criteria; 1) Be an actual 501 C3 Group, 2) Be recognized by Animal Services to be actively engaged, and 3) Be in good standing with City of Euless Animal Services. Policy is awaiting City Manger's signature. ITEM 9 —ADJOURN The meeting was adjourned at 12:02 P.M.
