The pilots, who were the only people on board, had reported ' an emergency and were trying to return to the airport,authorities said. Recovery efforts were sus- pended for the night about 7:30 ' p.m. without the bodies being recovered, a spokesman for the Yarmouth Fire Department said. The pilots were identified by ' their company, Colgan Air, as Capt.Scott Knabe,39,of Cincin- nati and First Officer Steven ' Dean,38,of Euless.The Federal Aviation Administration said the men declared an emergency shortly after takeoff and were re- ' turning to land when the crash occurred about 250 yards from shore in 14 to 23 feet of water. The plane was a 19-seat Beech- ' craft 1900D,the FAA said.
