MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:30 p.m. for consideration of scheduled items in the
Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

ITEM 1 APPROVAL OF MINUTES for called meeting of January 20, 2004
Commissioner Zahn made a motion to approve minutes from January 20, 2004.
Commissioner Huffman seconded the motion. The vote was as follows:

ITEM 2 CASE #03-10-FP — CONSIDER A FINAL PLAT
Consider a request for a FINAL PLAT changing Solomon Huitt Survey, A-
705, Tract 1B02 and Midway Square Addition, Block C, Lot 1 to Midway
Square, Block A, Lots 1-29; Block B, Lots 1-9; Block C, Lots 1-9; Block D,
Lots 1-21; Block E, Lots 1-25; Block F, Lots 1-20; Lots A & B. This
property is located at Fuller-Wiser Rd and E Midway Dr.
Mike Collins, Director of Planning and Development, gave a brief overview of the case.
The applicant, Dr. Lieven Van Riet, is requesting approval of a Final Plat for a 23.552
acre tract located at the southwest corner of Fuller-Wiser Road and Midway Drive.
Ordinance #1566, granting a zone change from C-2 (Community Business District) to
PD, based on R-1 L (Single Family Limited Dwelling District), was recommended for
approval by the Planning and Zoning Commission on 12-3-02 and approved by the City
Council on 12-10-02. The development will consist of 113 lots. A Preliminary Plat (#02-
09-PP) was approved by the Planning and Zoning Commission on January 7, 2003.
The homeowners of Hideaway Court Addition were concerned with having access to
complete the necessary maintenance on their retaining walls which is comprised of
railroad ties on the rear property line. Access to these areas will be addressed on the
plat as well as in the HOA documents to establish a 7.5 utility and retaining wall
maintenance easement.
The City Engineer has issued a Letter of Acceptable Public Improvements. The
Development Review Committee has determined that the Final Plat is in substantial
compliance with the application requirements and recommends approval.
Chairman McNeese asked for the applicant or representative to come forward for
comments.
Sue Blankenship, KB Homes, Dallas, TX, stated the plat will be amended to include the
7.5 utility and retaining wall maintenance easement. The HOA documents will also be
amended to establish that access will be provided by the Midway Square property
owners allowing retaining wall maintenance to be performed by the Hideaway Court
property owners.
There was no discussion among the commissioners.
Vice Chairman Grove made a motion to approve case #03-10-FP. Commissioner May
seconded the motion. The vote was as follows:

ITEM 3 CASE #04-01-SUP — HOLD PUBLIC HEARING REGARDING A
SPECIFIC USE PERMIT AND CONSIDER A RECOMMENDATION FOR
AN ORDINANCE
Receive public input regarding a request for a SPECIFIC USE PERMIT on
Ross Cannon Addition, Lots 7 & 8, for a GOVERNMENT USE in R-1
(Single Family Detached Dwelling District) zoning, and consider a
recommendation regarding an Ordinance. This property is located on
202 S. Main St. and 105 Ross Ave.
Chairman McNeese opened the public hearing.
Mike Collins, Director of Planning and Development, gave a brief overview of the case.
The action requested is to receive public input regarding the request for a Specific Use
Permit on Ross Cannon Addition, Lots 7 & 8, for Government Use in R-1 (Single Family
Detached Dwelling District) zoning on 202 S. Main St. and 105 Ross Ave. and consider
recommendation for an Ordinance. The applicant, the City of Euless, is requesting
consideration of a Specific Use Permit (SUP) for the operation of a fire station. Any
governmental use requires a (SUP) in any zoning district. The proposed 1.3 acre site,
located on the southwest corner of Ross Ave. and S. Main St., is zoned R-1 (Single
Family Dwelling District). The zoning of the adjacent properties includes TX-10 to the
north, R-1 to the west and south, and C-2 and R-1L to the east across S. Euless Main
St.
If the SUP is approved, the city plans to construct a 13, 694 s.f. fire station with four (4)
apparatus bays. T he new station would replace the existing Station N o. 3 , which i s
located to the northwest of the proposed site on Euless Blvd. As the traffic counts and
vehicle speeds have increased on Euless Blvd. operating the apparatus in and out of
the current station has become increasingly difficult and dangerous. In addition, it is not
economically feasible or cost effective to renovate or complete expensive repairs to an
outdated facility that can no longer accommodate the city's fire apparatus.
The proposed site meets the Fire Departments operational needs and enables
response time coverage requirements to be met for this area of the City. Ingress and
egress in the new facility will be greatly improved. Apparatus can more safely and
efficiently access Main Street for responses to calls for service. Signal pre-emption or
turning the traffic signals re, will be activated to stop the northbound and southbound
traffic through the Euless Blvd. /Main St. intersection. In addition, flashing lights will be

placed on Main St. to the north of the station on the west side and to the south of the
station on the eastside. They will flash yellow and will change to red when the
emergency vehicles are responding to calls for service.
The site layout of the facility is designed to be a good neighbor to the surrounding
properties and to lesson the noises inherent to the operations of a Fire Station. The
facility will contain no outside radio speakers, and noisy outdoor activities will be
controlled. Site lighting has been designed to eliminate light trespass onto adjacent
residential properties. Serving as a sound buffer, eight-foot (8') masonry screening will
be provided on the west and south perimeters and a portion of the north. The front of
the building faces S. Euless Main St. The apparatus bays are located on the facility's
north side, with bay door openings on the east and west sides. Apparatus would enter
the station site from Ross Ave., enter the bays from the west side, and be positioned
facing east to exit the bays onto S. Euless Main St. All federal and state laws will be
adhered to regarding the use of vehicle sirens.
The majority of the noise associated with a station occurs during the daytime hours
between 7:00 A.M. and 7:00 P.M. The projected number of calls in CY 2005 from the
proposed location would be approximately 1600 to 1700 calls. If a third ambulance
were put into service from Station No. 3 in the future, calls for service would increase.
Consideration of Site Plan (#04-01-SP) will run concurrently with Specific Use Permit
(#04-01-SUP). This site currently is comprised of two platted lots that will be re-platted
as a single lot.
Staff has determined that the Specific Use Permit application is in substantial
compliance with all city requirements, and therefore, recommends approval.
Chairman McNeese asked for any proponents/opponents to come forward for
comments. Seeing none the public hearing was closed.
There was no discussion among the commissioners.

Consider a recommendation regarding a request for a SITE PLAN for
GOVERNMENT USE proposed to be I ocated a t Ross Cannon Addition,
Lots 7 and 8, 202 S. Main St. and 105 Ross Ave.
Mike Collins, Director of Planning and Development, stated the information regarding
this case was the same as the previous.
There was no discussion among the commissioners.
Commissioner May made a motion to approve case #04-01-SP. Commissioner
Portugal seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Zahn, Huffman,
Portugal, Bynum and May
Nays: N one
Abstention: None
The motion carried (7-0-0).
ITEM 5 PRESENTATION
Mr. Alex Horton, Euless Wine Sales Committee, stated he was there to inform the
commissioners of their activities and to ask for any citizen support.
