HomeMy WebLinkAbout2004-11-02 PLANNING AND ZONING November 2, 2004 MINUTES The regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:35 p.m. for consideration of scheduled items in the Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese stated there was a quorum of members of the Planning and Zoning Commission present. ITEM 1 APPROVAL OF MINUTES for called meeting of October 19, 2004 Commissioner May made a motion to approve minutes for called meeting of October 19, 2004 as presented. Commissioner Zahn seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Zahn, Huffman, Portugal and May Nays: N one Abstention: None The motion carried (6-0-0). ITEM 2 CASE #04-05-PD — HOLD PUBLIC HEARING REGARDING A PLANNED DEVELOPMENT AND CONSIDER A RECOMMENDATION REGARDING AN ORDINANCE Receive public input regarding a request for a PLANNED DEVELOPMENT of Raider Place Addition, Block A, Lots 1 -4 from R-1L (Single Family Limited Dwelling District) zoning to PD (Planned Planning and Zoning Commission Draft Minutes Page 2 November 2, 2004 Development) based on R-1 L zoning and consider a recommendation regarding an Ordinance. This property is located at 1100-1106 David Drive. Chairman McNeese opened the public hearing. Mike Collins, Director of Planning and Development, gave a brief overview of the case. The applicant, C&N Group, d.b.a. Colonnade Homes, and represented by Bill Pasteur. They are proposing to develop four lots on a little over a half acre in the 1100 blk. of David Dr. This proposal is before the commission having had the City Council and Planning and Zoning Commission previously considered the creation and approval of a R-1 L zoning change for these four lots. Since the time the original zoning on this property was granted the applicant has now come forward and is requesting that consideration be given to allow them to construct homes that would be below the minimum dwelling unit size of 1700 s.f. as required in R-1 L subdivision. Included in the packet of information is a letter from the President of Colonnade Homes that identifies what their position is in requesting this exception. Chairman McNeese asked if the applicant or applicant representative would come forward for comments. Bill Pasteur, 1900 Trailwood, Euless, representative for Colonnade Homes, stated the letter included in the packet from Colonnade Homes explains the logic and reasoning behind the request for this variance from the zoning ordinance. He stated he did come before the commission to ask for the zoning, plating, which was granted, and installed all the utilities, and was ready to build when Colonnade found out 1700 s.f. was the new minimum in the City of Euless and had anticipated 1500 s.f. Mr. Pasteur stated Colonnade Homes feels it would be more practical to get closer to the neighborhood that exists which has homes 40 years in age and $75,000-$80,000 appraisals. Some of the residents have enclosed their garages which has made the home larger. He stated that the 1500 s.f. had been the required minimum for years in Euless and worked reasonable well, but times have changed and this recent enlargement of the minimum is now in effect. Chairman McNeese asked for any proponents to come forward for comments. Seeing none Chairman McNeese read from a written response received by the city from Lindsey Moon, 1108 Paula Ln, which stated the property owner, did not see any problem with the 1500 s.f. homes being built on David Dr. Chairman McNeese asked for any opponents to come forward for comments. Seeing none the public hearing was closed. Commissioner Huffman asked Mr. Pasteur what the selling price of the 1500 s.f. home will be they are proposing to build. Mr. Pasteur stated he was not the builder but would expect Colonnade's price would be around $75.00 s.f. to perhaps as much as $80.00 s.f. Commissioner Portugal asked why they felt a 1700 s.f. h ome would not work in the market. Mr. Pasteur stated the homes in the area are mostly around 1100 s.f. and if Planning and Zoning Commission Draft Minutes Page 3 November 2, 2004 you build 1700 s.f. you would be about 60-70% larger that the rest of the homes in the neighborhood and the price range would be a large difference that it would be difficult selling and the rest of the neighborhood would bring the appraisal value down. Vice Chairman Grove stated he could not understand how they could say that these homes would be 60% overbuilt when they are only asking for an 11% reduction. Mr. Pasteur stated the city had a 1500 s.f. minimum for many years and it was satisfactory. The construction cost would be a $12,000 reduction in the price of the house based on $60 per s.f. which would be closer to what the neighborhood has there than it would be if it were a 1700 s.f. home. If they had known about the 1700 s.f. minimum they probably would not have proposed this development. They do not feel there would be any detriment by building at 1500 s.f. home in this neighborhood. Commissioner May asked staff when the minimum square footage requirements changed from 1500 to 1700. Mike Collins, Director of Planning and Development, stated he did not have the exact date, but thought it was around June of 2001. Commissioner Zahn stated there was an R-1 development that went in just off Main St. across from South Euless in a neighborhood that has houses that are smaller and probably older than the neighborhood we are talking about and all of those homes built out and the values fit the mortgage companies because they filled up very quickly. Commissioner Zahn stated that if City Council set the 1700 minimum square footage dwelling size for R-1 L and that this property is currently zoned R-1 L he did not see any reason to approve this request. Chairman McNeese stated that due to his experience in the Banking Industry he did not see any problems with developers or applicants receiving financing for new homes being built in older neighborhoods. Chairman McNeese stated he felt that a 1700 s.f. home would not have a problem selling in this neighborhood. Commission Zahn made a motion to deny case #04-05-PD. Commissioner May seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Zahn, Huffman, Portugal and May Nays: N one Abstention: None The motion carried (6-0-0). ITEM 3 CASE #04-03-ZC — PUBLIC HEARING REGARDING A ZONING CHANGE AND CONSIDER A RECOMMENDATION REGARDING AN ORDINANCE Receive public input regarding a request for a ZONING CHANGE of Century Plaza Addition, portion of Block 1, Lot 4 from C-1 (Neighborhood Business District) zoning to C-2 (Community Business District) zoning and Planning and Zoning Commission Draft Minutes Page 4 November 2, 2004 consider a recommendation regarding an Ordinance. This property is located on Century Plaza Addition, portion of Block 1, Lot 4. Chairman McNeese opened the public hearing. Mike Collins, Director of Planning and Development, stated this case has been asked to be tabled until the next regularly scheduled meeting. Commissioner Zahn made a motion to continue public hearing and table case #04-03- ZC until the next regularly scheduled meeting. Vice Chairman Grove seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Zahn, Huffman, Portugal and May Nays: N one Abstention: None The motion carried (6-0-0). ITEM 4 CASE #04-13-SUP — HOLD PUBLIC HEARING REGARDING A SPECIFIC USE PERMIT AND CONSIDER A RECOMMENDATION FOR AN ORDINANCE Receive public input regarding a request for a SPECIFIC USE PERMIT on Century Plaza Addition, portion of Block A, Lot 4, for a COMMERCIAL DEVELOPMENT in C-2 (Community Business District) zoning, and consider a recommendation regarding an Ordinance. This property is located on 1200 blk. N. Main Street. Chairman McNeese opened the public hearing. Mike Collins, Director of Planning and Development, stated this case has been asked to be tabled until the next regularly scheduled meeting. Vice Chairman Grove made a motion to continue public hearing and table case #04-13- SUP until the next regularly scheduled meeting. Commissioner Portugal seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Zahn, Huffman, Portugal and May Nays: N one Abstention: None The motion carried (6-0-0). Planning and Zoning Commission Draft Minutes Page 5 November 2, 2004 ITEM 5 CASE #04-06-SP — CONSIDER A RECOMMENDATION FOR A SITE PLAN Consider a recommendation regarding a request for a Site Plan for Commercial Development proposed to be located at Century Plaza Addition, portion of Block A, Lot 4. No action taken until the next regularly scheduled meeting. ITEM 6 REPORTS There were no reports. ITEM 7 DIRECTOR'S REPORT There were no reports.
