MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:32 p.m. for consideration of scheduled items in the Council
Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese stated there
was a quorum of members of the Planning and Zoning Commission present.

by Commissioner Bearden and Invocation was given by Commissioner Portugal.
ITEM 1 APPROVAL OF MINUTES for called meeting of September 1, 2009
Commissioner Bearden made a motion to approve the minutes for called meeting of
September 1, 2009. Commissioner Portugal seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Portugal, Bearden,
Mennis
Nays: None
Abstention: None
The motion carried (6-0-0)
ITEM 2 CASE #08-02-PP — CONSIDER A PRELIMINARY PLAT
Consider a request for a Preliminary Plat changing John A Groves Survey, A-
599, Tracts 3G and 3G1 to Ferguson Addition, Block 1, Lot 2. This property is
located at 2622 S. Pipeline Road W.

Stephen Cook, Senior Planner, gave a brief description of the case. The applicant, C. Miller
LLC, is requesting approval of a Preliminary Plat for a single lot industrial development on
3.08 acres out of the John A. Groves Survey, A-599 tracts 3G and 3G01. The parcel is
intended to be developed as leasable warehouse space. The property is located off of South
Pipeline Road West, west of Westpark Way. A site plan (Case #08-13-SP) has also been
submitted for consideration. The preliminary plat lays out the emergency access, drainage
and utility easements and other site specific elements consistent with the "I-1" industrial
district development standards.
There were no questions among the Commission.
Commissioner Mennis made a motion to approve case #08-02-PP. Commissioner Bearden
seconded the motion. The vote was as follows:

ITEM 3 CASE #08-13-SP — CONSIDER A RECOMMENDATION FOR A SITE PLAN
Consider a recommendation regarding a request for a Site Plan for Commercial
Development proposed to be located at John A Groves Survey, A-599, Tracts
3G and 3G1, 2622 S. Pipeline Road W.
Stephen Cook, Senior Planner, gave a brief description of the case. C. Miller LLC is the
applicant for a site plan on a 3.08 acre parcel located on S Pipeline Road West, west of
Westpark Way. The parcel is zoned I-1 industrial zoning district. The applicant intends to
develop four structures to be used as leasable warehouse space. The parcel is currently
undeveloped. The parcel to the east is developed with an industrial use (Ferguson
Enterprises). The parcel to the west of the subject property remains undeveloped. The
applicant intends to develop the parcel in a phased construction, building the leasable
warehouse space in stages beginning with the building closest to the frontage along S.
Pipeline Road West. Subsequent buildings will be built in-line with the first structure. Approval
of the site plan will encompass all four intended buildings.
The applicant has provided adequate landscaping, parking, accessibility, and emergency and
utility easements to accommodate the ultimate build out of the site as represented on the site
plan. Proposed utility construction will adequately service the intended use of the property.
-- The applicant has applied for a preliminary plat (Case No. 08-02-PP) for the property
concurrently with the site plan submittal. Once the public infrastructure has been installed and
accepted by the City, a final plat will be required to be applied for and approved, finalizing the
subdivision.

Vice Chairman May asked if the phase 1 construction will resolve the drainage.
Stephen Cook stated in phase 1 the drainage will be built underneath the emergency access
on the rear side of the property.
Commissioner Bearden asked how the number of parking spaces is determined because with
1,200 square foot buildings and only 16 parking spaces, this ratio seems relatively small.
Chris Barker stated the parking calculation is determined by first determining the use of the
property as it relates to Chapter 84, Section 84, the Permitted Uses Table, which then
corresponds to a parking group number as well as any special conditions for that use. The
parking group number given is used to determine the minimum number of from Table 5-A
Parking Group Schedule. The applicant has met the requirements listed in the Unified
Development Code.
Vice Chairman May made a motion to approve case #08-13-SP. Commissioner Mennis
seconded the motion. The vote was as follows:
