HomeMy WebLinkAbout2008-01-29 -- PLANNING AND ZONING January 29, 2008 MINUTES The regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:32 p.m. for consideration of scheduled items in the Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese stated there was a quorum of members of the Planning and Zoning Commission present. ITEM 1 APPROVAL OF MINUTES for called meeting of January 15, 2008 Commissioner Portugal made a motion to approve the minutes for called meeting of January 15, 2008. Commissioner Bearden seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman, Portugal, Bearden, Mennis Nays: None Abstention: None The motion carried (7-0-0) Planning and Zoning Commission Minutes January 29, 2008 ITEM 2 CASE #07-19-SP — CONSIDER A RECOMMENDATION FOR A SITE PLAN Consider a recommendation regarding a request for a Site Plan for Commercial Development proposed to be located at James M Cummings Survey, A-302, Tract 5C and 5B and QuikTrip Addition, Block A, Lot 1, 1100 block of N. Industrial Boulevard. Mike Collins, Director of Planning and Development, gave a brief description of the case. The applicant, Mr. JD Dudley, was available for any questions. The applicant, The QuikTrip Corporation, represented by Mr. J.D. Dudley, is seeking approval of a Site Plan for an Office Building on a 2.45 acre site located at the 1100 block of N. Industrial Boulevard, on the James M Cummings Survey, A-302, Tract 5C and 5B and QuikTrip Addition, Block A, Lot 1. The 2.45 acre site is zoned "C-1" neighborhood business district with the proposed land use being permitted by right. Mike Collins stated the applicant's representative, JD Dudley, was available for any questions. Commissioner Zahn asked the applicant's representative what procedure will be done to protect the traffic when the fuel truck is unloading. JD Dudley, 14450 Trinity Boulevard #300, Fort Worth, Texas, stated the trucks usually unload at night and the truck acts as a barrier because it pulls in front of the trash enclosure. The customers cannot drive between the truck and dumpster enclosure. The orange cones are on the inside of the truck with the hoses on the right. Along with the orange cones there will be a stop sign and striping installed as part of its construction of the new connecting road. Commissioner Zahn asked if there is room for another vehicle to pass when a truck is unloading. JD Dudley stated yes there is because the curve has been widened. Commissioner Bearden asked what direction the truck would be coming in from. JD Dudley stated the truck would enter from the Industrial (F.M. 157) entrance and exit thru the new connecting road to Harwood Road. Commissioner Portugal asked if the building was going to be strictly for administrative. JD Dudley stated it will be split into development and operations. There will be TABC classes and orientation classes for part time and full time hires. Vice Chairman May made a motion to approve case #07-19-SP. Commissioner Bearden seconded the motion. The vote was as follows: Page 2 of 4 Planning and Zoning Commission Minutes January 29, 2008 Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman, Portugal, Bearden, Mennis Nays: None Abstention: None The motion carried (7-0-0) ITEM 3 CASE #07-03-FP — CONSIDER A FINAL PLAT Consider a request for a Final Plat changing James M Matson Survey, A- 1080, Tract 1C2; Allen M Downen Survey, A-415, Tract 2C; and portion of T Davis Subdivision, Lot 2A to The Villas at Texas Star, Phase 1, Block A, Lots 1-8; Block B, Lots 1-6; Block C, Lots 1-5; Block D, Lots 1-4; Block E, Lot 1; Block F, Lots 1-30; and Block J, Lots 1 and 2. This property is located along W. Euless Boulevard. Mike Collins, Director of Planning and Development, gave a brief description of the case. The applicant, TS Development, LLC, represented by Mr. Justin Welborn, is requesting approval of a Final Plat for fifty-six (56) lots located on 17.723 acres of land, zoned "R-1L" single family limited dwelling district, out of the Allen M Downen Survey, ._ ABS. No. 415. The subject property, known as The Villas at Texas Star Phase I, is located on the north side of W. Euless Blvd., east of Westpark Way, with Debra Drive as its east boundary, directly across from Texas Star Parkway. Mike Collin stated the applicant's representative, Justin Welborn, was available for any questions. Commissioner Mennis asked if there will be a service drive at Highway 10 and W. Pipeline Road. Ron Young, Director of Public Works, stated the City Council has been briefed to modify that intersection to create a more traditional intersection instead of a free right turn off Highway 10. The plans will be prepared to be submitted to TXDot and after the plans have been approved the work will be done. Commissioner Zahn made a motion to approve case #07-03-FP. Commissioner Bearden seconded the motion.
