MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:34 p.m. for consideration of scheduled items in the
Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

THE PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was
given by Commissioner Zahn and Invocation was given by Commissioner Huffman.
ITEM 1 APPROVAL OF MINUTES for the called meeting of March 4, 2008
Vice Chairman May made a motion to approve the minutes for the called meeting of
March 4, 2008 with the following correction on page 2 in the fourth paragraph from the
bottom: change stimulation to stipulation. Commissioner Bearden seconded the motion.
The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman May, Commissioners Huffman, Portugal,
Bearden, Mennis
Nays: None
Abstention: Commissioner Zahn
The motion carried (6-0-1)

ITEM 2 CASE #07-02-PD — HOLD PUBLIC HEARING REGARDING A
PLANNED DEVELOPMENT AND CONSIDER A RECOMMENDATION
REGARDING AN ORDINANCE
Receive public input regarding a request for a Planned Development of
BBB & C RR Survey, A-204, Tracts 5 and 5D; J. Doss Survey, A-441,
Tracts 3C, 4A1, 4A1 A, 4B, 4B1, 4B2, 4C, 5, 6, 6A, 6A1, 6A2, 6B, 6B1,
6B1A, and 6B2; and J. Havins Survey, A-685, Tracts 2A and 3 from TX-
121 (The 121 Gateway District) zoning to PD (Planned Development)
zoning and consider a recommendation regarding an Ordinance. This
property is located on the west side of Highway 121, between Glade Road
and Mid-Cities Boulevard.
Chairman McNeese opened the public hearing.
Mike Collins, Director of Planning and Development, gave a brief description on the
case. Notice of Public Hearing to be held on April 1, 2008 for consideration of the PD
was published in anticipation of the PD being certified by the DRC. However, there is
one last component that is not quite ready. All of the components have been completed
with the exception of the section governing the Townhome development. Specifically,
the developer is being asked to provide a conceptual layout based on the product mix
and lot size that they believe will satisfy their desired market. The development
standards governing the overall quality of the architectural design of the structure
elevation and the streetscape and landscape elements have already been established
and have been presented to the Planning and Zoning Commission. We anticipate
having this last element regarding the lot mix and dimensions submitted by the applicant
that would enable formal consideration of the PD on April 15, 2008. Staff would intend
to provide a detailed presentation on the PD during the meeting on April 1, 2008. The
applicant, Glade 121 LP, is requesting approval of a Planned Development for an
approximately one hundred ninety-three (193.322) acre mixed use
commercial/residential development to be known as Glade Parks. The location of the
proposed development is commonly known as the former Harrington property and is
situated on the west side of State Highway (S.H.) 121. The project is generally located
between Cheek Sparger Road (south), S.H. 121 (east), Heritage Avenue (west) and the
Heritage Towne Crossing Development (north), on property that is currently zoned "TX-
121" the 121 Gateway district.
Chairman McNeese asked for any proponents/opponents to come forward for any
comments. None came forward.
There were no questions or comments among the Commission.
Commissioner Zahn made a motion to continue the public hearing for case #07-02-PD
until the next scheduled meeting of April 15, 2008. Commissioner Bearden seconded
the motion. The vote was as follows:

There were no reports.
ITEM 4 DIRECTOR'S REPORT
Mike Collins stated there will be a Gas Lease Forum on April 17, 2008, 7:00 pm, at First
Baptist Church Euless in the Worship Center.
There being no further business the meeting was adjourned at 6:45 p.m.
