Perry Bynum,45, received the Excellence in Emergency Manage- ment Award last week during the state conference in San Antonio. Bynum was honored for his work in guiding the city ' through three disaster declarations this year. The declarations came after a tornado hit the city in April, flooding caused major damage in June and heavy rain caused more flooding in July.
