MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:34 p.m. for consideration of scheduled items in the
Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

THE PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was
given by Commissioner Portugal and Invocation was given by Chairman McNeese.
ITEM 1 APPROVAL OF MINUTES for called meeting of December 19, 2006
Vice Chairman May made a motion to approve the minutes for called meeting of
December 19, 2006. Commissioner Bynum seconded the motion. The vote was as
follows:
Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman,
Portugal, Bynum
Nays: None

ITEM 2 CASE #06-03-PD — HOLD PUBLIC HEARING REGARDING A
PLANNED DEVELOPMENT AND CONSIDER A RECOMMENDATION
REGARDING AN ORDINANCE
Receive public input regarding a request for a Planned Development of
Oakwood Terrace West Addition, Lot A2, from C-2 (Community Business
District) zoning to PD (Planned Development District) based on R-1 L
zoning and consider a recommendation regarding an Ordinance. This
property is located at S. Pipeline Road W.
Commissioner Zahn made a motion to remove from the table case #06-03-PD from the
previous meeting of December 19, 2006. Commissioner Bearden seconded the motion.
The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman,
Portugal, Bearden, Bynum
Nays: None
Abstention: None

Chairman McNeese opened the public hearing.
Chris Barker, Planning and Development Manager, gave a brief description of the case.
The applicant, Integer Development, LP, represented by Mr. Charles Dibrell, is
requesting consideration to change the zoning of a 4.692 acre parcel from C-2
(Community Business District) to Planned Development (PD) based on R-1L (Single-
Family Limited Dwelling District) zoning. This property is located on S. Pipeline Road
W., west of Simmons Drive.
Chris Barker stated the applicant's representative, Charles Dibrell, was available for any
questions.
Charles Dibrell, 2403 Cales Drive, Arlington, Texas, stated he requests the
commissions support and would stand by for any questions.
Chairman McNeese asked for any proponents/opponents to come forward for any
comments.
Gary Garretson, 703 W. Mills Drive, Euless, Texas, restated his concerns from the
previous meeting that he would lose his privacy if there were all two story houses built
behind his property and that the City of Euless would reclaim his utility easement in his
backyard.

Charles Dibrell stated he would like to propose that all north facing second story
windows on homes located within Block A Lots 4-15 shall have opaque glass only. In
addition to this have some single story homes. He explained further that because of the
empty nester market for these homes, the future homeowners would not want to go up
and down stairs therefore he didn't expect many of these homes to have a second
story.
Chris Barker stated there will be no easements required from the existing residents to
the north. The new development will be underground utilities in the rear of the yards.
Olander Barker, 612 W. Mills Drive, Euless, Texas, restated his previous concern with
the possibility this gated community would block traffic on S. Pipeline Road W.
Chris Barker stated that this will not be a gated subdivision but will be a private street
subdivision. There will be a gate on the secondary access point that is an emergency
access.
Mike Collins asked Charles Dibrell if the opaque glass would restrict them in any way by
limiting them to this opaque glass only.
Charles Dibrell stated this was the only solution they could come up with for the privacy
'— of the current residents.
Gary Garretson asked if the fence that was going to be installed was an eight foot
fence to the north.
Chris Barker stated the eight foot fence would be on the east side of the property and a
six foot privacy fence on the north side of the property.
Chairman McNeese closed the public hearing.
Commissioner Zahn asked Charles Dibrell if the opaque glass would affect the value of
the property or the ability to sell the houses.
Charles Dibrell stated he did not believe it would.
Commissioner Bynum made a motion to approve case #06-03-PD with the following
additional note: All north facing second story windows on homes located within Block A
Lots 4-15 shall have opaque glass only. Vice Chairman May seconded the motion. The
vote was as follows:
Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman,
Portugal, Bearden, Bynum
