HomeMy WebLinkAbout2007-02-20 PLANNING AND ZONING February 20, 2007 MINUTES The regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:33 p.m. for consideration of scheduled items in the Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese stated there was a quorum of members of the Planning and Zoning Commission present. ITEM 1 APPROVAL OF MINUTES for called meeting of February 6, 2007 Commissioner Huffman made a motion to approve the minutes for called meeting of February 6, 2007. Commissioner Bynum seconded the motion. ITEM 2 CASE #06-04-PD - HOLD PUBLIC HEARING REGARDING A PLANNED DEVELOPMENT AND CONSIDER A RECOMMENDATION REGARDING AN ORDINANCE Receive public input regarding a request for a Planned Development of Levi Franklin Survey, A-513, Tract 4A, from TX-121 (The 121 Gateway District) zoning to PD (Planned Development) based on R-1 zoning and consider a recommendation regarding an Ordinance. This property is located on the northeast corner of N. Industrial Boulevard and Mid-Cities Boulevard. Chairman McNeese opened the public hearing. Chris Barker, Planning and Development Manager, gave a brief description of the case. The applicant, The James R. Harris Company, represented by Mr. Justin Welborn, is requesting consideration to change the zoning of a 15.385 acre parcel from TX-121 (The 121 Gateway District) to Planned Development (PD) based on R-1 (Single-Family Detached Dwelling District) zoning. This property is located on the northeast corner of N. Industrial Boulevard and Mid-Cities Boulevard. Chris went over the variances and the enhancement standards. Chris Barker stated the applicant's representative, Justin Welborn, was available for any questions. Justin Welborn, 2929 W. 5th Street, Fort Worth, Texas, went over the lot widths, the hiking trail, the masonry wall, and some of the Homeowners Association responsibilities. Justin asked Chris Barker if he had addressed the interest they had for the easement to the east of the property. Chris Barker stated this easement was owned by the City of Euless and would not be able to be added to the Planned Development. Justin Welborn stated that you cannot build anything on this easement because of the TXU lines therefore they feel that this development and The City of Euless would benefit because they would use it for landscaping. Chairman McNeese asked for any proponents/opponents to come forward for any comments. Seeing none the public hearing was closed. Several of the Commissioners stated they felt this was a great development. There was discussion that the masonry wall easement located along the western side of Block B Lot 8 and the eastern side of Block B Lot 1 should be located within the ._.. adjacent HOA lots. Planning and Zoning Commission Minutes Page 3 February 20, 2007 Mike Collins stated this would be reflected on the final exhibit, this would ensure that these lots would not be encumbered by the masonry wall. Justin Welborn agreed. Commissioner Bynum asked Justin Welborn if there was a reason why a fence around Block B, Lot 9 was not shown. Justin Welborn stated the western portion of the rear fence will be masonry and depending on what the homeowner wants there might not be a fence for the remaining section. Vice Chairman asked Justin Welborn if there was a need for the residential use. Justin Welborn stated there is. Commissioner Zahn made a motion to approve case #06-04-PD. Commissioner Huffman seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman, Portugal, Bynum "� Nays: None Abstention: Commissioner Bearden The motion carried (6-0-1) ITEM 3 REPORTS There were no reports.
