HomeMy WebLinkAbout2007-03-20 PLANNING AND ZONING March 20, 2007 MINUTES The regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:31 p.m. for consideration of scheduled items in the Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese stated there was a quorum of members of the Planning and Zoning Commission present. ITEM 1 APPROVAL OF MINUTES for called meeting of March 6, 2007 Vice Chairman May made a motion to approve the minutes for called meeting of March 6, 2007. Commissioner Bearden seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman, Bearden Nays: None Abstention: Commissioner Bynum The motion carried ( 5-0-1) Planning and Zoning Commission Minutes Page 2 March 20, 2007 .- ITEM 2 CASE #07-02-SP - CONSIDER A RECOMMENDATION FOR A SITE PLAN Consider a recommendation regarding a request for a Site Plan for Commercial Development proposed to be located at Airport Business Park, Block 2, Lot 16R2, 1801 W. Euless Boulevard. Chris Barker, Planning and Development Manager, gave a brief description of the case. The applicant, Life Outreach International, is requesting approval of a Site Plan for an addition to their current facility, Building "C". The proposed use is located on property zoned TX-10, located at 1801 W. Euless Boulevard, south of Highway 10. Chris Barker stated the applicant's representative, Randy Seiler, was available for questions. Chairman McNeese thanked the applicant's representative and stated the property appears to be maintained well. Commissioner Zahn made a motion to approve case #07-02-SP. Commissioner Huffman seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman, - Bearden, Bynum Nays: None Abstention: None The motion carried (6-0-0) ITEM 3 CASE #06-01-LP - CONSIDER A LAND PLAN Consider a request for a Land Plan changing BBB & C RR Survey, A-204, Tracts 5 and 5D; J. Doss Survey, A-441, Tracts 3C, 4A1, 4A1A, 4B, 4B1, 4B2, 4C, 5, 6, 6A, 6A1, 6A2, 6B, 6B1, 6B1A, and 6B2; and J. Havins Survey, A-685, Tracts 2 and 3 to Glade Parks Block 1, Lot 1; Block 2, Lot 1; Block 3, Lot 1; Block 4, Lot 1; Block 5, Lots 1-4; Block 6, Lots 1-2; Block 7, Lot 1; and Block 8, Lots 1-7.. This property is located on the west side of Highway 121 between Glade Road and Mid-Cities Boulevard. Mike Collins, Director of Planning and Development, gave a brief description of the case. The applicant, Glade 121 LP, represented by Mr. Kent Donahue, is requesting approval of a Land Plan for approximately one hundred and ninety-three (193.322) acres for mixed use of commercial and residential development to be known as Glade _ Parks. The location of the proposed development is commonly known as the former Harrington property and is situated on the west side of State Highway 121. The project is generally located north of Cheek Sparger Road, west of State Highway 121, east of Planning and Zoning Commission Minutes Page 3 March 20, 2007 Heritage Avenue, and south of the Heritage Towne Crossing Development. This property is currently zoned "TX-121" the 121 Gateway District. Mike stated the applicants representatives, Kent Donahue and Terry Belcher, were available for any questions. Terry Belcher, 200 E. Abrams Street, Arlington, Texas, stated this is a great development for the City of Euless and would stand by for any questions. Chairman McNeese asked Mike Collins to explain the process that would follow the Land Plan for this development. Mike Collins stated if the Land Plan gets approved tonight then this gives authorization to the applicant to proceed with a Planned Development Zone Change for the land use and lot layout. Concurrently a Preliminary Plat would be proposed involving the entire site and then move for a Final Plat for Phase I. Commissioner Bearden asked Mike Collins what a Planned Development does for this project that they can not get thru the TX-121 zoning. Mike Collins stated rather than going forward for the commercial development, which is permitted by right, the Planned Development would specifically establish the land uses, densities, as well as the specific development standards for the project, and establish the phasing for the development. Commissioner Bearden asked is Phase I residential necessarily part of Phase I commercial. Terry Belcher stated not necessarily Mike Collins stated the City Council has provided policy direction to the applicant that the commercial would be substantially completed before the residential would be developed. The Planned Development would allow some details to be done to the residential development. Chairman McNeese stated he was excited about this development and looks forward to the next phase in the process. Commissioner Bynum made a motion to approve case #06-01-LP. Vice Chairman May seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman, Bearden, Bynum Nays: None Abstention: None Planning and Zoning Commission Minutes Page 4 March 20, 2007 The vote carried (6-0-0) ITEM 4 REPORTS There were no reports. ITEM 5 DIRECTOR'S REPORT Mike Collins went over some of the cases that would be presented at the next scheduled meeting of April 3, 2007.
