MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:33 p.m. for consideration of scheduled items in the
Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

THE PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was
given by Chairman McNeese and Invocation was given by Commissioner Bearden.
ITEM 1 APPROVAL OF MINUTES for called meeting of May 1, 2007
Vice Chairman May made a motion to approve the minutes for called meeting of May 1,
2007. Commissioner Bearden seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman,
Portugal, Bearden, Bynum
Nays: None
Abstention: None
The motion carried (7-0-0)

_ ITEM 2 CASE #07-03-SUP — HOLD PUBLIC HEARING REGARDING A
SPECIFIC USE PERMIT AND CONSIDER A RECOMMENDATION FOR
AN ORDINANCE
Receive public input regarding a request for a Specific Use Permit on
Oakwood Terrace North Addition, Block 16, Lot A1A1 for a Non-Profit
Assembly in TX-10 (Texas Highway 10 Multi-Use District) zoning, and
consider a recommendation regarding an Ordinance. This property is
located on 820 Wilshire Drive #B.
Chairman McNeese opened the public hearing.
Chris Barker, Planning and Development Manager, gave a brief description of the case.
The applicant, The Celestial Group, represented by Mr. Henry Fakunle, is requesting a
Specific Use Permit (S.U.P.) for a Non-Profit Assembly Use. Texas-10 zoning
standards require a SUP for assembly use. The applicant would propose to hold
weekly evening meetings where local members of the Nigerian community would meet
to discuss issues of interest to the group. The gathering would typically draw no more
than a dozen attendees.
Chris Barker stated the applicant's representative, Henry Fakunle, was available for any
questions.
Henry Fakunle, 820 Wilshire Drive #B, stated this group is to help and educate the
Nigerian community. They teach them how to make a difference in their community by
advancing their business and to be responsible. They have meetings in Dallas, Fort
Worth, Arlington, and Mid-Cities.
Chairman McNeese asked for any proponents/opponents to come forward for any
comments. Seeing none the public hearing was closed.
Commissioner Bearden thanked Henry Fakunle for the work they do.
Commissioner Bynum asked if the group grew would it create a parking issue.
Henry stated that they meet after the other businesses in the building close and they
usually meet only on Fridays and Sundays so parking would not be an issue.
Chairman McNeese asked how long their term of lease was for.
Henry stated it was for one year and hopefully after that they would build a permanent
space.
_ Vice Chairman May made a motion to approve case #07-03-SUP with the following
conditions: 1) Tied to the groups representative, Mr. Henry Fakunle; 2) Tied to The
Planning and Zoning Commission Minutes Page 3
May 15, 2007
Celestial Group; and 3) Valid for one (1) year. Commissioner Huffman seconded the
motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman May, Commissioners Zahn, Huffman,
Portugal, Bearden, Bynum
Nays: None
Abstention: None
The motion carried (7-0-0)

There being no further business the meeting was adjourned at 6:47 p.m.
