HomeMy WebLinkAbout2007-10-02 .� PLANNING AND ZONING October 2, 2007 MINUTES The regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:33 p.m. for consideration of scheduled items in the Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese stated there was a quorum of members of the Planning and Zoning Commission present. ITEM 1 APPROVAL OF MINUTES for called meeting of September 18, 2007 Commissioner Bearden made a motion to approve the minutes for called meeting of September 18, 2007. Commissioner Huffman seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Huffman, Portugal, Bearden Nays: None Abstention: None The motion carried (5-0-0) Planning and Zoning Commission Minutes Page 2 October 2, 2007 .— ITEM 2 CASE #07-10-SUP – HOLD PUBLIC HEARING REGARDING A SPECIFIC USE PERMIT AND CONSIDER A RECOMMENDATION FOR AN ORDINANCE Receive public input regarding a request for a Specific Use Permit on Heritage Towne Crossing Addition, Block B, Lot 1 for a Dry Cleaning Plant in TX-121 (The 121 Gateway District) zoning, and consider a recommendation regarding an Ordinance. This property is located on 1301 W. Glade Road #120. Chairman McNeese opened the public hearing. Mike Collins, Director of Planning and Development, gave a brief description of the case. The applicant, 4 Angels, Inc., represented by Nader Daryapayma, is seeking renewal of a Specific Use Permit for Dapper Dry Cleaners. The previous SUP (#02-04- SUP) was originally approved in September of 2002. The store is located in the Heritage Towne Crossing Shopping Center and is operating under a new five (5) year lease that expires in 2012. Mike Collins stated the applicant, Nader Daryapayma, was available for any questions. Nader Daryapayma, 4561 Royal Lane, Dallas, Texas, stated nothing has changed since —" the last time he was before the Commission. They use a closed loop system so there is no spillage on the ground. On average they only use four (4) gallons of solvent a month. Chairman McNeese asked the applicant if the used solvent is stored in a container and then hauled off. Nader Daryapayma stated yes. Chairman McNeese asked for any proponents/opponents to come forward for any comments. Seeing none the public hearing was closed. Chairman McNeese asked the applicant since the five (5) years that he has been there has he had any problems or spillage. Nader Daryapayma stated no. Vice Chairman May made a motion to approve case #07-10-SUP with the following conditions: 1) Valid for a period of five (5) years consistent with the business's lease period; and 2) Tied to the current owner, 4 Angels, Inc. Commissioner Bearden seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Huffman, Portugal, Bearden Planning and Zoning Commission Minutes Page 3 October 2, 2007 Nays: None Abstention: None The motion carried (5-0-0) ITEM 3 CASE #07-06-SP — CONSIDER A RECOMMENDATION FOR A SITE PLAN Consider a recommendation regarding a request for a Site Plan for Commercial Development proposed to be located at Cresthaven Addition, Block 2, Lot 27, 1010 Highland Drive. Chris Barker, Planning and Development Manager, gave a brief description of the case. The applicant, Ronparco Ronzani, Inc, represented by the owner, Mr. Flavio Ronzani, is requesting approval of a site plan for a commercial office and warehouse development on a 1/3 acre lot zoned "C-2" community business district. The location of the proposed project is 1010 Highland Drive. The project consists of renovating an existing 1,435 square foot structure, construction of parking, and the installation of landscaping and lighting to satisfy current site development standards. The applicant is also seeking approval for an additional future 1,933 Sq. Ft. warehouse addition to the property. The exterior façade of all buildings, including the existing structure, will be clad in true stucco accented with a masonry wainscoting to meet the 100% masonry requirement. The applicant would use the new facility as an office and warehouse for his general contracting construction business, a permitted use by right in C-2 zoning. Chris Barker stated the applicant, Flavio Ronzani, was available for any questions. Commissioner Bearden asked the applicant if there would be any work trucks parked on site. Flavio Ronzani, 3329 Circlewood Court, Grapevine, Texas, stated the trucks are always on job sites. Chairman McNeese asked the applicant how many full time employees he has. Flavio Ronzani stated there are roughly twenty (20) full time employees and around sixty (60) sub contractors. Chairman McNeese asked if they typically do general contracting. Flavio Ronzani stated they mainly do masonry and plastering. Commissioner Portugal thanked the applicant for all his hard work. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman May, Commissioners Huffman, Portugal, Bearden Nays: None Abstention: None The motion carried (5-0-0) ITEM 4 REPORTS There were no reports. ITEM 5 DIRECTOR'S REPORT Mike Collins went over the involvement the departments have in the process of a new business coming forth. Ron Young went over future road development.
