EULESS CITY COUNCIL
Tuesday, April 10, 2018
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:33 p.m. on Tuesday, April 10, 2018, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Eddie Price, Council Members Jeremy Tompkins, Linda Eilenfeldt, and Harry Zimmer.
Council Member Perry Bynum arrived at 4:40 p.m. Council Member Tim Stinneford
arrived at 4:53 p.m.
During the Precouncil meeting:
➢ Council Member Linda Eilenfeldt advised that she attended the "Rock Around the
Park" Concert featuring the Vegas Stars at Texas Star on April 6, 2018, and it was
a wonderful and well done event.
➢ Council Member Harry Zimmer advised that he attended a 6Stones briefing where
they discussed joining the Texas Care Portal, which makes the needs of local
children and families in crisis known to local churches.
➢ City Manager Loretta Getchell made the following announcements:
• Donald Beasley has been hired as the new Human Resources/Risk
Administrator and will start the week of April 16, 2018;
• Staff met with insurance representatives;
• Former Director of Economic Development Bill Ridgway is scheduled to be
released from a hospital in Houston following treatment.
➢ Assistant to the City Manager Betsy Deck introduced Jeri Harwell, Municipal
Services Manager, Republic Waste Services.
Ms. Harwell presented the 2017 annual report and reviewed the contractual
services to the City. She advised that a new contract went into effect on March 1,
2018. Additionally, she presented statistical information related to residential,
commercial, and industrial tonnage and mentioned free services offered to the City
including curbside Christmas tree collections and landfill access.
➢ City Manager Getchell reviewed the regular agenda.
➢ Police Chief Mike Brown introduced Shellie McMillon, Director of Community
Engagement, Alliance for Children.
Ms. McMillon provided a brief description of the mission and work done by the
Alliance for Children as well as the various agencies the organization works with
including the Euless Police Department.
➢ Assistant City Manager Chris Barker provided the Oncor Distribution Cost
Recovery Factor (DCRF) case filing update and advised that a resolution to deny

a proposed increase to distribution rates will be presented for City Council
consideration at the April 24, 2018 City Council meeting. The denial will then allow
the Oncor cities steering committee additional time to review and evaluate the
filing.
➢ Director of Public Works and Engineering Hal Cranor presented the quarterly
Public Works update, including the status of commercial project utility and
concrete inspections and new employees.
➢ Finance Director Janina Jewell provided the Financial update for the month ending
February 28, 2018, and advised that car rental tax collection is up five percent
over the same period last year and up six percent year to date.
➢ Assistant City Manager Barker provided the Transportation/Midtown Express
update and advised that the traffic pattern along Industrial Boulevard (FM 157)
underneath State Highway (SH) 183 has been changed.
CLOSED SESSION
The City Council convened into closed session at 5:55 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to pending or contemplated litigation:
• Sarah H. Pengelly and Ashley Pengelly vs City of Euless
• City of San Antonio v. Hotels.com
The purchase, exchange, lease or value of real property as authorized by Section
551.072 of the Texas Government Code related to:
• Cresthaven Addition
• Villages of Bear Creek Addition
The City Council recessed closed session at 6:23 p.m.

INVOCATION
Council Member Linda Eilenfeldt gave the invocation.
PLEDGE OF ALLEGIANCE
Council Member Perry Bynum led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Fire Chief Wes Rhodes introduced Firefighter II/Paramedic Tony Crabb. Tony was
accompanied by his wife, Dara, and members of the Fire Department. Mayor Martin
presented Tony with a service pin commemorating his 5 years of service with the City.
Director of Planning and Economic Development Mike Collins introduced Senior
Inspector Jim Moy. Jim was accompanied by his daughter, Kimberly Edwards, son-in-
law, Mont Edwards, grandson, Seth McDaniel, granddaughter, Chelsea Goldfish,
grandson-in-law, Cori Goldfish, great-grandson, Baze Goldfish, great-granddaughter,
Devin Goldfish, and members of the Planning and Economic Development Department.
Mayor Martin presented Jim with a service pin commemorating his 35 years of service
with the City.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Mayor Pro Tern Price presented a proclamation to Shellie McMillan, Director of
Community Engagement, Alliance for Children, proclaiming the month of April 2018 as
Child Abuse Prevention Month.
Ms. McMillan thanked the City Council for their support and briefly explained the mission
of Alliance for Children.

ITEM NO. 3. PRESENTATION OF AWARD
Mayor Martin presented the 2017 Excellence in Libraries Award to Library Administrator
Sherry Knight. Joining Ms. Knight for the presentation were Library Board members Carol
Kveck, and Magen Brown and Chairman Barney Snitz, as well as Library Aides Adam
Cameron and Susan Leshinski, Librarian Donna Gooch, and Senior Librarian Eric Terry.
Additionally, Ms. Knight advised that today, April 10, 2018, is National Library Workers
Day and acknowledged the staff of the library.

Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 6.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 4. APPROVED A JOB ORDER CONTRACT
Approved a job order contract with GFC Contracting, 3816 Binz-Engleman Road #B125,
San Antonio, Texas, for general construction, remodel, and maintenance services
through the BuyBoard Cooperative Purchasing Program. The estimated expenditure is
$85,000.
ITEM NO. 5. APPROVED RENEWAL OF BID NO. 011-14
Renewed Bid No. 011-14 for the annual contract for concrete repairs to TJ Concrete,
3325 Panola Avenue, Fort Worth, Texas. The contract provides for various types of
concrete work including flat work, curb and gutter, Americans with Disabilities Act (ADA)
ramps, driveways and drive approaches. The original contract was awarded in June 2014
with an initial term of one year with an option for four one year renewals. This is the fourth
and final renewal and there is no price increase for this renewal. The estimated annual
expenditure is $250,000.

REGULAR AGENDA
ITEM NO. 7. APPROVED REQUEST FOR TEMPORARY USE PERMIT NO. 18-
02-CC
Director of Planning and Economic Development Collins presented the item to the City
Council. He explained that the Pride of Texas Music Festival is partnering with iT'Z for
the fifth year in a row and this year, they will hold two events on separate weekends. For
the two events, a 40 foot by 80 foot tent will be erected on Saturday, April 21, 2018, and
then again on Saturday, May 19, 2018 behind iT'Z for a daily rotating schedule of bands,
choirs, and orchestras from elementary, middle schools, and high schools from 9:00 a.m.
to 6:40 p.m. during the festival. The first event will be held Monday, April 23 through
Friday, April 27, 2018, and the second event will be held Monday, May 21 through
Thursday, May 23, 2018. For the first event, the tent will be removed on Saturday April
28, 2018, and for the second event, the tent will be removed on Thursday, May 24, 2018.
Participants will have use of iT'Z food and facilities during the event.
Council Member Tompkins motioned to approve the Temporary Use Permit No. 18-02-
CC for the Pride of Texas Music Festival to be held on Euless Towne Center property,
1201 West Airport Freeway, Euless, Texas, Monday, April 23 through Friday, April 27,
2018, and a three day period, Monday, May 21 through Thursday, May 23, 2618.
Council Member Eilenfeldt seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 8. PUBLIC COMMENTS
Pam Cheema, 200 East Euless Boulevard, Euless, expressed her appreciation to City
staff for their assistance during construction of the Sikh Temple at 200 East Euless
Boulevard. She advised that a Grand Opening would be held on Saturday, April 21, 2018,
and everyone is welcome to attend.

Mayor Martin announced that early voting for the May 5, 2018 City of Euless General
Election will begin Monday, April 23, 2018, and continue through Tuesday, May 1, 2018,
and announced the candidates as they will be listed on the ballot:
