' � eautif y Euless Everyday t tow*. 1 ,.:,,,e '44 .�I f REGULAR MEETING ,&- i{,. v It ,�00 BEs COMMITTEE 1*t1 Trt�FJ June 17, 1991 CALL TO ORDER: The regular meeting of the "BEE" Committee was called to order at 7:00 P.M. at Simmons Recreation Center by Chairperson, Dee Heilman. ATTENDEES: Dee Heilman Jay Heilman Leon Hogg Rick Herold Helen Lightbody Althea Staks Louise Griffin Randy Marsh Tom Kindinger Irene Rosecrans INTRODUCTION OF GUESTS/NEW MEMBERS: Louise Griffin joined the group as a new member. MINUTES OF THE LAST MEETING: Minutes of the last meeting were approved as read. TREASURERS REPORT: In the absence of Louise Webb, Dee Heilman gave the treasurer's report. In the Recycling Account there is a balance of $7,589.47 The Beautification account balance is $2,809.70. Dee reported Jim Hickerson will audit this account and give an up to date report as soon as possible. VOLUNTEER HOURS: 'Chairperson, Dee Heilman requested that members turn in volunteer hours to be recorded. OLD BUSINESS: Recycling was discussed and all residents are encouraged to take recyclables to the City ,Garbage dumpster sights. Leon Hogg" stated that City Council is working on the curbside recycling, but are not ready to announce a program at this time. Dee reported that she checked with Keep Texas Beautiful and that the trash cans that were ordered will soon be ready. The Keep Texas Beautiful logo will be on it as well as "sponsored by Beautiful Euless Everyday Committee" and there will be five of them. Dee reported that the Job Program for Disadvantaged Youths was not approved by the Council. Althea Staks reported it was her understanding that it was turned down because it had not been budgeted. It appears that there was some misunderstanding regarding the money and that what was requested from Council was $3,000.00 from the City to be matched with $3,000.00 from the BEE Committee's recycling funds. Dee stressed to the Committee that the funds to be used were not to be taken out of the Beautification funds, but rather from the Recycling account, as it was her understanding when Marge ',... Crow introduced Recycling for the BEE Committee funds generated from 6. atecia "We're Building a Beautiful Tomorrow" • the bins would be used to pay for the Disadvantaged Youths, and other projects the committee might have. Helen Lightbody asked what the Summer Youth's program would accomplish and Jay Heilman explained the program. Helen Lightbody was not in favor of the Summer Youth Program aiding Senior Citizens in any of their clean up as it would interfere with the Senior program as set up by the Recreation Department. She stated it would be against the City Policy for the BEE Committee to aid the Senior Citizens in this manner and Tom Kindinger said that the City could not be expected to solve all of the problems of the people and what better project could the Beautification Committee have than to aid the seniors in a beautification effort. Helen suggested that the BEE Committee should not get involved in helping individuals, but rather stay within beautifying only City property. Rick reported that in discussing the Summer Youth Program with the the City Manager that he and the City would support $3,000.00 for the program. Helen Lightbody reported that the committee had not followed through on the objectives of the committee, such as Education, Waste in Place, and other programs she heard about from the KTB meeting last year in El Paso. Jay Heilman told the committee of the Education programs, Arbor Day and other programs the committee had accomplished and the reason the Committee had not entered the KTB contest was because some of the committee members had expressed the desire to withdraw from coming to meetings as they had other commitments, and there would not be enough BEE members available to follow through on some of the projects. Helen also said the committee also did not follow through with Law Enforcement programs nor the Spring Cleanup and Irene reported to her that when volunteers in the committee were asked for to do the program only three people (Jay, Dee and Irene) offered to work on that program. Helen also said if the committee was going to spend money it should have a budget, and Jay said in all the years he had been with the committee he had never seen a "budget", and if she had any copies of previous years budgets it should be brought to the committee for the records. COMMITTEE REPORTS: RECYCLING: Marge Crow was absent so no report was given MEDIA/PUBLICITY: Irene had nothing to report EDUCATION: Althea Staks reported that many of the area schools were proceeding with beautification and landscaping projects around their schools, but had no specific information at this time. GOV. ACHIEVEMENT AWARDS PROGRAM: As the committee had decided earlier in the year that due to absences of several members it would not be possible to enter the awards program for this year. LANDSCAPING: Rick Herold gave a report that included some information on Bear Creek, Highway 360 and Highway 10. ADOPT MAIN STREET AND HWY 10 BEAUTIFICATION: Nothing was reported at this time. BEAUTIFICATION - Tom Kindinger reported getting signs made and is making progress toward the business beautification awards. Tom mentioned the recognition of the First United Methodist Church regarding the BEE Committee award to them. He also requested information on how to contact Beth Earle when he was making the awards so that she would be aware for publicity for the City. There was a discussion also of awarding apartment complexes for beautification awards and the committee decided to make Apartment Complexes beautification a special category, and call it Outstanding Beautification Award, and Tom will order the signs. Rick Herold mentioned seeing a home for sale and it was listed as receiving a Yard of the Month award. A motion was made and seconded for the business award sign and the outstanding beautification award sign. HISTORIAN/SCRAPBOOK: Marge Crow was not at the meeting so no report was given. LAW ENFORCEMENT: Jay Heilman said he had no information to report. YARD OF THE MONTH: No report was given as Debra Maxwell was not at the meeting. Leon Hogg gave a report from the Parks Board and invited and suggested that at least one representative from the BEE Committee should attend their meeting. He offered the Boards help in any projects the BEE Committee should want to undertake. Their meetings are the first Monday of every month. Dee Heilman served refreshments and the meeting was adjourned.
