SPECIAL MEETING
"BEE" COMMITTEE ,

CALL TO ORDER: A special meeting called by the City Manager, Tom Hart
was held at 5:30 P.M. in the Pre-Council meeting room of Building A,
Administration Complex, City of Euless.

PURPOSE: The purpose of the meeting was to discuss the use of BEE
Committee funds to employ disadvantage youths from the H-E-B Special
Education Program in a summer work program with the Parks Department.
.4.0.. Tom Hart opened the meeting saying that the issue of legality of
calling the special meeting was raised, but it was important to hold a
discussion to "hold the group together".
The issue brought up for discussion had been taken to the City Council
who had discussed liability and insurance and they tabled the proposal
for more information. When the issue was again presented the Council
votes not to support the program due to funding toncerns.
Tom Hart said that primarily he thought thereasonfor the Council's
rejection of the program was due to the fact that this had not been a
"budgeted" item. He, Tom Hart, had discussions with Randy Marsh and
once it was determined that insurance and liability to the City of
Euless was not an issue that he would support the committee in using
funds collected through the BEE Committee's recycling program, but
only up to $3,000.00.
Tom Hart mentioned that some members of the BEE Committee had
discussed with him that they did not support this summer youth program
and that this meeting was being held to clarify the vote for this
program.
The meeting was opened for discussion by Mr. Hart and Randy Marsh said
that when he addressed the Committee several weeks ago that it was the
consensus that they were in agreement with continuing this program as
they had in the past. He said that the money raised over the last few
+..... years when the committee began the recycling effort, those proceeds

were going to be channeled back into beautification but also used in a
" way that we could beautify and also enhance the lives of some
handicapped students as well. Three years ago when the recycling
program began funds received from that program were going to be used
for this purpose.
Tom Hart mentioned that he had talked with Gary Terry of Southwestern
Bell and that Mr. Terry thought when Southwestern Bell gave the
committee $3,000.00 it was earmarked for the special education
program. Alice Ernest clarified that donation by stating that it was
to be used in such a way that Southwestern Bell would receive some
recognition and also that it would not just benefit the City of
Euless. She stated that the committee then came up with ideas of how
to utilize that funding and when the program of using handicapped
students Southwestern Bell did give their approval.
Leon Hogg said that previously some funding to the BEE Committee who
used handicapped students in the clean up of Ruth Millican center came
from ARC.
Leon Hogg stated that funds in the BEE Committee account amounted to
$2,158.30. , and in another account for the BEE Committee is $7,589.47,
which came from recycling bins at the City Garbage location and Leon
Hogg reported also a little over $2,000.00 in another BEE Committee
account. Rick Herold reported that another check had been deposited
from recycling bringing that total to over $8,000.00.
Mr. Hart requested that a plan be presented for a budget for the next
year, and that the monies in all accounts was not to be considered BEE •
money, but rather it was City of Euless money.
Rick Herold said that in checking with the City Secretary the BEE
Committee is not an appointed committee and is therefore considered to
be a citizen's committee and does not fall under the normal rules set
up for Boards and Commissions.
Helen Lightbody suggested putting the program on hold because the
committee had recently gone through leadership changes and that the
present members were not organized nor working together. She said
that the present members had not been with the organization for six
years and some did riot understand the program. Helen Lightbody said
that "part of the program is public awareness and you cannot make
other people aware of things if you don't know it yourself."
A motion was made and seconded to support the 1991 Summer Work Program
for Disadvantaged Youths. A discussion was held with Tom Hart stating
that it was his understanding that $3,000.00 could be allowed for this
program. In the discussion it was mentioned that if the BEE Committee
withdrew its offer to support the summer program that some adverse
publicity could result. Randy Marsh said he was not aware of any
discussions of that type and the young people and their parents are
totally grateful that these disadvantaged young people would have the
opportunity to learn to work with others.

Leon Hogg brought up that even though there were discussions on this
issue that it was not down in black and white that there was a
favorable vote of the majority showing in the minutes of the
committee. Leon Hogg asked the question about travel expense to and
from the job and Randy Marsh said that those expenses as well as the
insurance would be handled in an other area and the City of Euless and
the BEE Committee would not be involved in that issue.
Helen Lightbody asked who would be responsible for determining what
tasks the students would perform and if the Senior Citizens would be
included. Randy Marsh explained that he and Rick Herold would
coordinate the program and if they saw a need for including a
beautification project for the Senior Citizens they would work out
that phase of the program. Randy Marsh stressed that the primary
function of the program was to beautify Euless. Marland Ernest stated
that he could find no problem with proceeding with the program and
Rick Herold said as long as it was funded he would be able to work out
the plans.
Publicity was discussed and Randy said Gary Terry was willing to
handle the publicity for the program. There is to be four students
and two adults working on this program under the direct supervision of
Rick Herold. Helen Lightbody wanted to know if the students would be
from Euless and Leon Hogg requested Randy Marsh to get a list of the
names and addresses of those who would be working on the program.
Dee called for a vote. Alice Ernest abstained from voting as she has
not been active with the committee for a few months. Tom Hart asked
those members that did not vote if they would support those who did
vote in favor of the 1991 Summer Work Program for Disadvantaged
Youths. They agreed to offer their support to the BEE Committee.
Tom Hart asked Dee Heilman, Chairperson for the BEE Committee if
should would prepare a budget for the next year. He also stated that
he felt that Council would continue to support BEE programs. He said
that he personally would also support the BEE Committee programs, but
would like to be informed im advance of the plans the committee has
and would like to see them as soon as possible. Dee stated that the
committee would not have another meeting until the third Monday in
August and it would be about that time that plans on the committee
would be given to him.
Leon Hogg said that he had discussed the BEE Committee with Parks and
Recreation Board and that they would set up some guidelines for the
Committee, and also have a representative present at the BEE meetings.
Dee Heilman called for further remarks or discussion. There being
none the meeting was adjourned.
These minutes were prepared by Irene Rosecrans at the request of Dee
Heilman, as the regular corresponding secretary had expressed several
meetings past, a desire to be relieved of that responsibility due to
other commitments.
