MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:30 p.m. for consideration of scheduled items in the
Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

ITEM 1 APPROVAL OF MINUTES for called meeting of August 2, 2005
Commissioner Bynum made a motion to approve the minutes for August 2, 2005 as
presented. Commissioner Huffman seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Huffman, Portugal,
Bynum and May
Nays: None
Abstention: None
The motion carried (6-0-0).

ITEM 2 CASE #05-03-ZC — PUBLIC HEARING REGARDING A ZONING
CHANGE AND CONSIDER A RECOMMENDATION REGARDING AN
ORDINANCE
Receive public input regarding a request for a Zoning Change of J.E. Field
Survey, A-540, Tracts 1A6, 1A6A, 1A6A1 and portion of Tract 1A7 from R-
1 (Single Family Detached Dwelling District) zoning to R-1 L (Single Family
Limited Dwelling District) zoning and consider a recommendation
regarding an Ordinance. This property is located on W. Glade Rd.
Chairman McNeese opened the public hearing.
Mike Collins, Director of Planning and Development, gave a brief overview of the case.
The applicant is Les Tietz and he is requesting a categorical zone change from R-1 to
R-1 L on a parcel of land that is located in the vicinity of the southeast corner of Baze
Rd. and Glade Rd. on approximately 2.4 acres. The zoning of property that is located to
the west side of Baze Rd. is a Planned Development allowing R-1 L with zero lot lines.
Located to the south and east are developed subdivisions that are zoned R-1A. The
principal differences in the R-1 and R-1 L deals with the minimum lot size which would
be from 7500 square feet to 5500 square feet, the front yard set back reduced from 25
to 20 feet, the side yard set back being reduced from 9 feet to 5 feet which would allow
5 foot on both side yards with a minimum dwelling unit of 1700 square feet in R-1 L
which would be consistent with what is required with R-1.
Chairman McNeese asked for the applicant or applicant's representative to come
forward for comments.
Les Tietz, 505 W. Glade Rd., Euless, stated his family owns this property and they have
known this property would eventually need to be developed. He also stated that due to
the difficult configuration of the property it was not possible to bring forth a decent
development with the purchase of the property to the west. However, Dr. Hartland has
agreed to allow him to purchase a portion of her site that he needed to bring forth a
decent plan for development and in order to slightly increase the size and the depth of
the lots.
Chairman McNeese asked for any proponents/opponents to come forward for
comments. Seeing none the public hearing was closed.
There was no discussion among the commissioners.
Commissioner May made a motion to approved case #05-03-ZC. Commissioner
Portugal seconded the motion. The vote was as follows:

ITEM 3 CASE #05-04-ZC — PUBLIC HEARING REGARDING A ZONING
CHANGE AND CONSIDER A RECOMMENDATION REGARDING AN
ORDINANCE
Receive public input regarding a request for a Zoning Change of B.
Harrington Survey, A-808, Tract 1B1 from R-1 (Single Family Detached
Dwelling District) zoning to R-1L (Single Family Limited Dwelling District)
zoning and consider a recommendation regarding an Ordinance. This
property is located on 705 W. Glade Rd.
Chairman McNeese opened the public hearing.
Mike Collins, Director of Planning and Development, gave a brief overview of the case.
The applicant is Steve Symonds and the property is approximately 1.6 acres located on
Glade Rd. This property is surrounded by R-1A to the south and to the west. There is
an existing residence zoned R-1 to the east as well. This zone change request is a
categorical zone change from R-1 to R-1 L unlike the previous case, the applicant did
not submit a conceptual layout. It is conceivable that if this property were to be
developed as R-1 L the primary egress/ingress would be directly off of Glade Rd. and
some type of cul-de-sac would be constructed in which the homes would be front entry
garages.
Chairman McNeese asked for the applicant or applicant's representative to come
forward for comments.
H.N. Symonds, 3136 Woodland Heights Cir., Colleyville, stated he was co-owner of the
property in question on Glade Rd. The purpose for the request is they feel this would
be a better purpose for this particular piece of property with the minimum of 1700
square foot homes and 5500 square foot lots. The property is currently surrounded by
duplexes. They would build these homes according to the city requirements.
Chairman McNeese asked for any proponents/opponents to come forward for
comments.
Michelle Parker, 705 Argon Ct., Euless, stated she and other neighbors wanted to know
if there would be a street cut through their neighborhood for this development, what type
of homes would be built in this development, and what will the value be of the new
homes.
Ron Young, Director of Public Works, stated it would not be conceivable for them to cut
through on Argon and most likely the entrance would be off of Glade Rd. with a cul-de-

sac at the end. But since this is a zoning request they do not know at this time what the
plans are for the development. Those issues are dealt with in the platting phase.
Chairman McNeese explained they have not seen any plans for the development at this
time and, due to this being a zone change request; they would not be able to answer
those questions at this time.
Chairman McNeese closed the public hearing.
Commissioner Portugal thanked the neighbors for coming forward and asking their
questions and voicing their concerns but explained what their decision had to be based
on the appropriateness of the land use for this case.
Vice Chairman Grove expressed his concerns for how the property owner could make
this property economically viable but it was not a reason to deny this zone change
request.
Commissioner Bynum stated he just wanted to make sure the citizens understood what
the process was for this case.
Commissioner May made a motion to approve case #05-04-ZC. Vice Chairman Grove
seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Grove, Commissioners Portugal, Bynum
and May
Nays: Commissioner Huffman
Abstention: None
The motion carried (5-1-0).
