were approved as mailed.
CORRESPONDING SECRETARY Helen Lightbody reported on letters received from Ft.
Worth Clean City regarding a "Recycling Forum" and from Rick Herold, Parks and
Leisure Dept. relative to the upcoming "Leisure Faire '90". Several newspaper
items were submitted regarding recycling and beautification projects.
TREASURER. REPORT- Marge Crow reported that the balance at our last meeting was
$17.44 and it currently is $5004.59.
VOLUNTEER ROLL CALL - Dotty McKinney reminded members that due to the holidays
not all volunteer hours have been turned in. We need to keep these current.
LAWN & GARDEN SHOW - Rick Herold told the Committee that this event will be named
"Leisure Faire '90" this year and will include a conglomeration of activities. The
Lawn & Garden portion will be a two-day event. Friday, 3-30-90, experts will be
doing seminars and Saturday, 3-31-90 there will be a discussion on Tree Planting
by the Texas Dept. of Agriculture, KLIF will be broadcasting with Dr. Jim Humphries &
David Wade will give demos on "Vegetable Cooking". It will be held at the new
Midway Park Center providing more indoor space. There will be some 40 booths.
Both "BEE" and Parks & Leisure Dept. will have a booth. Members were asked to
come to the next meeting with some ideas for the "BEE" booth.
EULESS TRASH-OFF- This event was ordinarily scheduled in conjunction with the
Great Texas Trash-off but since the dates conflict with our "Leisure Faire '90" we
are rescheduling for April 6 and 7. It will be a two-day event this year in which
City Departments, Schools, Churches and businesses who would prefer to participate
on a Friday afternoon could do so and all other areas could participate on Saturday.
Jay Heilman and Marland Ernest will coordinate the trashoff.
10K Run - The "BEE" Committee will continue to be a sponsor for the 10K Run as we
have in previous years.
KTB ANNUAL MEETING - Will be held in El Paso, June 27,28 and 29. Continental is
offering some discounted rates now.

CHRISTMAS PROJECT (12 Days Before Christmas) - Jay Heilman reported that the
project was well received and suggested that we attempt to add something new to
this project each year. Irene Rosecrans and Dee Heilman volunteered to work on
this project.
MAYOR'S NEWSLETTER - Will be appearing regularly in the "Leisure Times".
CHRISTMAS TREE RECYCLING - Bob Perry reported that the City Garbage Company,
TU Electric, Parks Dept. , and BEE Committee members worked together on this project.
Some 2650 trees were mulched. Master Fibers provided 13-gallon plastic bags for
use to give anyone wanting to take home mulch. Small pecan trees were given to
those bringing trees if they wanted them. Remainder of the mulch will be used in
City parks and flower beds. The Committee decided to continue project next year.
Some changes were recommended. It was suggested that information on City projects
be provided to the Information Desk at the City so that they can properly respond
to citizen inquiries.
"YARD OF THE MONTH" - Bernina Deloach commented on her progress with proposed new
ideas on this program. There are some areas which need further research. Other
awards were discussed. Marland Ernest volunteered to work on the "Business" award.
Some discussion was held relative to awarding prizes for Xmas decorating.
RECYCLING -- This project has taken quite a "set-back" since the City relocated
the Center. Citizens complained that the bins were unsightly, location was not
easily accessible. Area was not swept clean with considerable broken glass and
possible nails from materials being dumped in the dumpster. Recycling is a special
volunteer effort by citizens, who were used to a clean, secure and attended area.
Rather than take the risk of getting flat tires, the time to transport it to
Raider, not being assisted in unloading materials many citizens are opting to just
let the trash pick up everything and put it into the landfill. No record is
currently available as to comparison of amounts of materials received and/or
moneys received.
There was little objection to the relocation of the dumpster - but many complaints
on the lack of consistent information on residential items that could be taken to
the dumpster. The $1 charge which seemed reasonable was not spelled out as to
type of material or quantity. 48 bags of leaves would be picked up at a residence
but if it was taken unbagged to the dumpster the charge could be varied amounts.
A concern of major importance to the Committee is what effect this will have on
illegal dumping in the City. The $1 fee now charged would gradually be seen to
increase to a point where it would be simpler to dump along streets and in vacant
areas.
A suggestion was made that we conduct our meetings at the Simmons Center. A check
of activities that may conflict will be looked into.
Irene Rosecrans displayed numerous items she crocheted using plastic bags, wood,
and other materials which would normally be turned into the landfills.
The meeting was adjourned at 9:00 P.M.
