The meeting was called to order by Chairman Marge Crow. The minutes of the meeting
held May 15, 1989 were approved as written.
Corresponding Secretary Helen Lightbody received a Newsletter from Clean City Fort
Worth which is published several times throughout the year and covers the progress,
new ordinances and projects of their beautification committee. Several newspaper
articles were also provided the Committee regarding "Recycling", Waste Management's
participation in recycling projects and an article on illegal dumping. Helen gave
the plaque to the Committee which represented BEE's 3-year participation in the
Lion's 10K program. The plague was provided by the Recreation Department. We will
be in the process of updating the address list of the Committee. Helen mentioned
we need to assure that "BEE" has some input into our next publication of "Leisure
Times." Marge Crow mentioned that she received a note acknowledging receipt of
the plant sent to Mrs. Dick Hight.
Treasurer Patsy Phillips inquired as to whether our check for the Lion's 10K had
been sent. It will be forwarded asap. The treasury balance as of August 21, 1989
is $1775.33 and includes a deposit of $142.80 for aluminum cans and $50 for landscape
timbers. Discussion was held regarding our accounting regarding the recycling project.
Marge Crow mentioned that she had talked with Mr. Hickerson and he will establish a
separate account on recycling monies. This fund will reflect the initial donation
of Southwestern Bell, monies received from recycled materials and monies paid out
for salaries for attendant, etc.
OLD BUSINESS:
Dedication of Berm: No further information was available at this time.
George McKinney and Marge Crow attended a meeting of the Bedford Park & Recreation
Board at the request of Doug Rivers. They asked many questions regarding our
recycling and "BEE" projects.
North Richland Hills is interested in our beautification projects and will meet with
Bob Phillips to provide them more information on purchase of trees, our growing
nursery and assist them in acquiring the plants they need.
NEW BUSINESS:
Marge Crow mentioned that Larry Lightbody has volunteered to update some 1000 "BEE"
brochures by placing a self-adhesive label over the old City telephone numbers and
reflecting the new number for assistance in areas of Environmental Health, Code
Violations, Stray animals, Illegal dumping and grass complaints. He will also see
that these are placed in different areas throughout the City. They are currently
displayed at the Library, Water Department and Administrative offices of the City
and hopefully we will be able to display them at the new Recreation Center. They
are also displayed at the HEB Chamber of Commerce and Simmons Center.

Awards Barbecue - Bob Phillips suggested that we have the barbecue inside this year "1
preferable at the Ruth Millicen Center. It was suggested that invitations be sent to
those judging the "Yard of the Month" and Mr. Shiflet from the Service Center who has
worked so cooperatively with our Recycling project.
Projects for Coming Year - The Xmas project will be foremost at this time. We need
to plant trees at the new Community Center. One for BAHAI ( which was donated earlier
this year), one each in recognition for their contributing efforts for Dick Hight and
Betsy Bloxom.
COMMITTEE REPORTS:
"Yard of the Month" - Abby Deloach reported that two signs had been stolen. She felt
that the cost of mailing letters and expenditures were high and proposed several changes
for the forthcoming year. The pictures were quite expensive, a lot of work and should
probably be discontinued. She mentioned that the City of Hurst has a different approach
on this type program which involved the businesses of Wolfe Nursery providing a 1st
Place prize of $50 and Calloway Nursery providing the 2nd and 3rd Place prizes. Hurst
nominates the yards to be considered and Wolfe Nursery does the final judging. She
would like to approach Euless nurseries for similar participation. She felt that
perhaps we should drop the month of August for judging yards and consider offering an
award in December for Xmas decorating. The monthly letter is costly and time consuming
and should be discontinued. Newspaper coverage is good. Abby was commended on her
excellent efforts and urged to continue with her suggestions to improve the program.
Recycling - Bruce Simpson presented the Committee with a breakdown which reflected
costs, monies collected and quantities of materials handled (newspapers, cans, computer "1
paper and glass). To date we have received $1135.38. A lot of accounting is involved.
Newspaper is highest in volume. Aluminum cans provide better returns. Computer paper
would pay well if we had more. It can be shredded also when received for recycling.
Some materials were not delivered to proper areas, but the project is progressing and
corrective measures are being considered to alleviate some of the problems. We now
have a phone at the Center and could use an outdoor buzzer. He suggested that we need
to approach businesses to cooperate on aluminum can and other collections. We are
almost six months into the program and no cans to date have been collected from the
City offices. Bob Perry and Bruce Simpson have done much work on this project and
feel it will continue to progress but we need support from our businesses, our citizens
and adjoining communities. Hours at the Service Center now allow Tim to work sometimes
on Monday and take Thursday off. Bob Perry made a can crusher for use at the Center
which allows for more cans being processed with each pickup. Bob and Bruce commented
that the success of the program is largely due to the efforts of Mr. Shiflet. The
"BEE" truly appreciates his patience and cooperation.
We need a new brochure on Recycling which provides more recent information and corrects
the map to make easier location of the Center. We also need a big sign at the Center.
The current sign is too small to provide for good visibility, especially for those
trying to locate it for the first time.
Publicity - Marge Crow mentioned that Mid Cities News has done a good job of promoting
our programs. They had a picture of Tim using the new can crusher and a follow-up story
on the Recycle Center. They also had pictures of the work done at the Millicen Center
by the Special Education students under Jay Heilman's supervision. The "BEE recognizes
that good publicity is essential in promoting our projects successfully.

Houston-Annual Convention - Alice Ernest gave a review of our annual convention
held in Houston this year. The programs were printed on recycled paper. An Anthropol-
ogist from the Univ. of Arizona informed attendees that the waste products are not
decomposing near to our projected rates. Newspapers have been found in landfills with
very old dates that still were legible. She feels people are beginning to understand
that changes need to be made - not just environmentalists or special groups, but
citizens, businesses and industry in packaging. The meeting was very motivational and
ideas were shared. At our Waste in Place breakfast, an idea was shared by Greenville.
George McKinney being present at the presentation is already taking steps to incorporate
it in our WIP program. This is one reason we urge committee members to attend these
conventions - to get ideas, learn from surrounding areas and share our knowledge with
others. Marge Crow did a program on "Recycling" at this convention.
George McKinney received a SUPER"O.P." SCHNABEL AWARD. His entry was so superior
that a separate new category was assigned to him. It was heartwarming to see him
receive this award.
Litter Control/Landscaping - Bob Phillips displayed the kit that will be provided to
WIP teachers. They will be very helpful in assisting teachers in this program.
They will have easy reference to materials and will not have to research for these
materials individually. George McKinney and other members assembled the kits.
Bob mentioned that he is currently in the Simmons Center. His office is available
to "BEE" for any meetings on projects. He has one flower bed on Hwy. #10 that needs
a volunteer. Bob Perry volunteered to work that flower bed temporarily till another
volunteer is assigned.
`, Xmas Project - Marland Ernest reported on the progress of the Smas project. Lucille
Johnson is assisting in the artwork. We hope to start work on this project soon as
the holidays are only a couple months away.
