ATTENDEES: Alice & Marland Ernest, Dotty & George McKinney,
Patsy & Bob Phillips, Marge Crow, Helen Lightbody, Gary Barber,
Bruce Simpson and Bob Perry
The meeting was called to order by Chairman Alice Ernest. Mr. Bob Perry was
introduced to the Committee. Mr. Perry gave a brief resume of his background.
He mentioned he was proud of our work and programs.
Minutes of the October meeting were reviewed and a motion was made by George McKinney
and seconded by Marge Crow that they be approved as written. The motion was carried.
Volunteer hours were submitted to Dotty McKinney and the method of reporting these
hours was reviewed,
(A few minutes were devoted to recognition of Dotty and George McKinney having
their wedding anniversary this night. They were commended for their attendance and
their efforts on behalf of the "BEE".)
Corresponding Secretary Helen Lightbody reported that she had updated the address
list which is used mainly for mailouts of the "BEE" Committee. She sent letters of
invitation to all volunteers, members, staff personnel and all who worked with the
"BEE" this past year - to attend our annual awards barbecue. Some time was devoted
to making additions and corrections to our address and volunteer list to assure that
no one is omitted from our records. Mrs. Lightbody purchased a tape recorder for
use by the "BEE". She mentioned that since we now have some 2500 "BEE" brochures
available, anyone needing them should contact her.
Treasurer's report given by Patsy Walips showed a balance last month of $292.02.
Assuming we have the $5000 for this year and having paid some expenses including
signs, beef brisket for the barbecue, film, etc. , we now have a balance of $5020.57.
Bob Phillips reported that he and Patsy made a 30 minute presentation to some 52
3rd Graders at Oakwood Terrace Elementary School. The "BEE" brochure was handed
to the students and reviewed by Bob Phillips. They reported the meeting was worth-
while and interesting. Similar meetings should be encouraged in the future.
Marge Crow, Historian, reported that she received pictures of the awards barbecue.
She requested that all newspaper items, clippings, include the date from the paper
showing when it was published. She also mentioned that anyone interested in
reviewing our scrapbook for the past year may take it home with them since we do
not have time at our meetings to do so.
Bob Phillips reported that on Highway #10 we had some changes in volunteers and
he is hopeful that we will get volunteers to keep up the flower beds better this
year. He has removed the lantana which is a hybrid variety and does not stand
freeze. Each year he makes cuttings from the existing lantana to be used the
following year. All of this lantana has been started from the purchase of one
hanging basket several years ago.

Bob Phillips presented the landscaping plan which is being proposed at the location,,
of Airport Freeway from Highway 157 to Ector. Plants will be purchased from our
City Greenhouse. Irrigation is being considered. It was mentioned that we will be
getting more coverage with our funds because (1) we are not having the cost of a
landscape architect, (2) we will be getting more plants utilizing our own nursery
and (3) labor will be included at no cost. A presentation will be made of this
project at a regular or called meeting. It will be presented via slide pictures
on a computer with VCR. This will show how the area looks now, the way it will look
when first planted and then project to the appearance when plants reach maturity.
Primary plants being used will be pampas grass, red oak trees and crepe mrytles.
Chairman Ernest commented that one reason our organization has been so successful
was because from the very beginning we have done a lot with very little. This is
what impressed KTB,Inc. this year. We had a working budget of $5000 and we made
that go a long way with lots of "in-kind" support from volunteers. Many cities
participating in this beautification program had paid clientele and were supported
by big businesses and Chambers of Commerce. This is what our volunteer organization
is all about.
The presentation of this project will be presented to the Highway Department and
be approved by them and the "BEE" Committee prior to initiation.
Mrs. Lightbody suggested that as we continue to promote projects within the City,
we need to carefully consider and evaluate the maintenance needed not only now
but as the projects progress in the future. She cited some concerns of maintenance
and whether we can comfortably manage this within the Park Dept. budget. The loss
of some 6 large plants out of 10 planted on Main Street, the lack of rain each -1
summer creating a water problem and the current workload of the Park Dept. need to L
considered. If we lose many plants and maintenance is not applied, we not only
lose the cost of the plants but the volunteers will lose interest in devoting their
time to the project and citizens and businesses viewing the project will not be
encouraged to participate.
Bob Phillips reported that his area of responsibility now included the maintenance
of Highway #10, the "Adopt Main Street" project and the new landscaping project.
He also mentioned that we will have a new water truck available for his use.
Marland Ernest mentioned that a free workshop was being held October 30 by the
NCTCOG in Arlington. The subject included recycling and law enforcement. The
agenda looked good and members were urged to attend.
Gary Barber reported that the CR Team met with Bob Phillips and "BEE" committee
on October 3. Due to conflicting activities such as Octoberfest, they did not
have a good turnout, however he had plans to do much work of Main Street and will
be alternating two weekends a month starting November 7 to work on Main Street
from Mid Cities Blvd. toward Glade Road. He will be working closely with Bob
Phillips on this work.
Gary Barber mentioned that the "BEE" committee could develop a "HOT SPOT" list
which could show areas in Euless that need attention and could be accomplished
on a one-time basis. Many volunteers would like to assist our program but would
like it to be a one-time effort as they can not take on a continuous project.

The "Hot Spot" list is an area we will address in the near future.
Chairman Ernest mentioned that the "Adopt a Highway" program by the State Highway
Department had been discontinued for a period of time this year to make some needed
changes. They encountered several problems, such as politicians adopting a spot
so that they could place their signs on them, groups with political interest were
wanting to adopt a spot, etc. The Department did complete their review and we are
now required to resubmit our desire to be a part of Highway system. We are un-
officially

officially still doing what we should be doing in compliance with the program but
we must resubmit our intention to continue. The regulations and requirements were
read to the Committee and they contained more restrictive measures than heretofore.
After discussion and review by the Committee (Our Group being "BEE" and Euless Park
Department) a motion was made by Marland Ernest and seconded by George Mckinney
that we resubmit our intention to continue with the Adopt-a-Highway program.
The motion was unanimously carried.
The meeting was adjourned at 10:30 PM.
