ATTENDEES: Alice and Marland Ernest, Patsy and Bob Phillips,
Carolyn Park, Helen Lightbody, Dottie and George McKinney,
Marge Crow, Althea Staks, Karen Kennedy, Wadette Matthews,
and visitor - Bruce Simpson
The meeting was called to order by Chairman Alice Ernest at 7:00 P.M. Copies of the
KTB Update were provided for all attendees by Helen Lightbody.
A motion was made by Carolyn Park and seconded by Marland Ernest to approve the
minutes of our March 16th meeting. The minutes were approved unanimously.
Patsy Phillips gave the Treasurer's report. She stated that we had a balance of
$3525.86 as of last March 16. Some bills were paid for supplies for Karen Kennedy's
library display, posters and supplies for Marge (scrapbook), film, and Euless Service
Center leaving a balance of $3492.12. We sold the Euless Park Dept. 33 timbers at
$2.00 ea. totalling $66.00 and 20 bags of bark at $2.50 each totalling $50.00. We
now have a balance of $3608.12.
Chairman Ernest announced that the KTB Inc's Twentieth Anniversary Meeting will be
held June 30 - July 2. Discussion was held reviewing the various options of the
Seminar. Since this is an excellent way for new and old members to become more aware,
knowledgable and see what other cities are doing on this program, it was felt that
everyone that could attend was urged to do so. The registration fee for this event
would be paid for by the "BEE". Hotel and other events such as "Six Flags" will be
at the expense of the participants. Forms were filled out at this meeting for those
who felt that they could attend and turned in to Treasurer Patsy Phillips. Deadline
for entry to seminar will be June 1.
Since we have had so many workshops and effort devoted to our entry form which will
be hand carried to Austin April 30, it was felt that a noon meeting during the the
month of May would be more desirable. This meeting will concentrate on evaluating
the work we have done this past year and determine what we will do next year.
Corresponding Secretary Helen Lightbody reported that she had typed a rough format
on the brochure we are working on. A letter of thanks to Paul Baggerly, Texas Power
and Light for his work and that of his staff in providing the artwork/typesetting
for this brochure. They did an excellent job and we are proud of the result. A
letter was also written from the "BEE" to the City of Euless Street and Public
Utilities Department for their excellent work on "SPARKLE WEEK". The cooperation
by City departments in many areas has been very rewarding.
Chairman Ernest explained the content of the brochure, copy of which was shown, and
explained the background in attempting to get this project going. The brochures will
be in two colors and we have ordered some 2500 copies at a cost of approx. $260.00.
These will be handed out to newcomers who apply to have water turned-on, in-service
training at HEB Schools, mail outs, youth groups, etc.

Marge Crow reported that many workshops were held on preparation of the scrapbook. She
gathered much of the material and with assistance of Carolyn Park and Alice Ernest and ..1\
others, she feels we now have a good scrapbook for our entry this year. Pictures from
the Saturday TARRANT CO. TRASH OFF and the tree project near McCormick Park will be
added. Wadette Matthews is doing all the handwriting for the scrapbook. The Committee
certainly appreciates the much dedicated work on this Scrapbook.
Carolyn Park - Publicity, reported that we have had some PSA Storer coverage on Channel
10. We had two small articles in newspapers on "Sparkle Week". The schedule was sent
out with Mayor's Newsletter. She talked with a reporter relative to Texas Trash Off
day. A suggestion was made that we also contact our local Euless Newspaper regarding
our trash pick up. News releases of Texas Trash Off were to be sent in by the State
Hwy.Dept. Channel 5 had PSAs regarding Texas Trash Off.
Mr. Phillips reported that he talked to Channel 5 and they indicated that they would
talk to newspapers. We have TREE CITY, USA award this year and we have gone by the
Tree Ordinance in working on a project near McCormick Park. The residents in that area
have all purchased a pear tree from the City nursery and a tree will be planted in the
boulevard in front of each residence. We have sold some 15 trees. We are trying to
get everything along the treescapes planted with one type (pear) tree which will bloom
(white) in Spring and is non-bearing. All neighbors chipped in for two who were unable
to afford the trees. All areas have been staked and with assistance from Michael Chance
and others, it was gratifying to see this neighborhood involved in this project. Most
trees were of li" caliber. The project will enhance the appearance of the area, put
money back to the City and certainly increase property values. The "BEE" is proud of
the efforts made by this area. Mr. Phillips also stated that he talked to the State
Highway Department and indicated that approx. 150 people will appear for litter pick-up
this Saturday. The Highway Dept. will provide orange jackets, highway signs to slow
traffic and bags for collecting the trash. We propose to pick up trash on Highway #10
and Main Street and any other area time will permit. All of the Highway #10 plants
for the beds have been planted. We need to work to keep these beds going and become
established. Mr. Phillips mentioned that we have many landscape timbers available
for purchase at $2.00. They are treated 8' timbers and can be purchased from the
greenhouse. Checks should be written to the City of Euless. Funds received from
these timbers will be returned to the "BEE" since it was purchased from our account
last year.
Althea Staks passed a letter of information around which she sent to Youth Group
Leaders telling them about Tarrant County Mess Busters. Approx. 10 groups will
participate this Saturday. Total number will be provided for our entry form later.
Suggestions were made by her as to getting some pictures taken and the possibility of
having some youth groups meet at the Simmons Center after the litter pickup. Several
Leaders have already had their groups picking up trash on different occasions and
this will be a good opportunity for the youth to see older people participating.
Emblems were sent out with letters to leaders. Althea suggested that an areathat
needs to be cleaned up is Fuller-Wiser Road at Glade Road.
Marland Ernest reported that much time was spent in providing information in our
Entry Form regarding enforcement. He reported that he had a good positive feeling
about the progress made by the Police Department and the City of Euless. He made
numerous personal contacts with city personnel and noted that the response in our
Entry Form will reflect the positive attitude of our City toward enforcement. He
has given some thought to future projects such as instituting a program whereby first -,
time juvenile traffic violators could work off their fines by picking up litter, etc.
Some cities are 'currently doing this with success and we would like to pursue it
further.

It was recommended that we keep all City Departments aware of what we are doing
on beautification. It takes a combined effort to get results. We could not have
accomplished our goals this year without the efforts of many of the City Departments.
This is obvious by the numerous categories that were completed on our official
Entry Form and reflects positive participation by the City and other areas. We
need to continue to get this support.
The Waste-in-Place program has been very successful. As a result of the cooperation
of Donna Hibbitts and many others, we feel we are gaining good public relations in
many areas. Donna mentioned that the fact that we presented this project as a
HEB activity instead of just the City of Euless was impressive to her. The joint
efforts of the three cities can in many ways be worthwhile to all. The beautification
program can only benefit from the activities we had this past year - starting with
the children in school, youth posters, Arbor Day, Tree City USA recognition and the
special slide presentation.
A special thanks to Dottie McKinney for providing sweets and coffee at each of our
meetings. Her job in keeping a record of volunteer hours has also been appreciated.
Mention was made that of the handful of committee members, we seem to get 100%
participation and cooperation. This coupled with the various groups that assisted
us makes us feel that the project has been very worthwhile. Much has been
accomplished and much more will be accomplished in the future. We hope our entry
wins the award this year - but if we do not there is reward in the achievements thus
far.
