OF THE
EULESS CITY COUNCIL
Tuesday, April 24, 2018
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:34 p.m. on Tuesday, April 24, 2018, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Eddie
Price, Council Members Tim Stinneford, Jeremy Tompkins, Linda Eilenfeldt, Harry
Zimmer, and Perry Bynum.
During the Precouncil meeting:
➢ Mayor Linda Martin expressed her appreciation to Council Member Harry Zimmer
for attending the Sikh Temple Grand Opening on Saturday, April 21, 2018, and
said she was impressed with the facility. Additionally, she advised that the 6Stones
Community Powered Revitalization (CPR) event held Friday, April 20, 2018, and
Saturday, April 21, 2018, was wonderful and included more youth volunteers than
she had ever seen.
Director of Public Works and Engineering Hal Cranor advised that 160 youth
volunteers assisted in cleaning the City's creeks.
➢ Council Member Jeremy Tompkins advised that he enjoyed attending Water
University on Thursday, April 19, 2018.
➢ Mayor Martin announced that the May 8, 2018 City Council meeting will be Council
Member Perry Bynum's last meeting as a City Council Member and a reception
will be held at 6:00 p.m. to recognize his 11 years of City Council service.
• Mayor Martin announced that she will be hosting the Northeast Leadership Forum
(NLF) Mayor's Roundtable on Thursday, May 17, 2018, at 6:00 p.m. at Texas Star
and encouraged the City Council members to attend.
➢ City Manager Loretta Getchell made several announcements:
• New Human Resources/ Risk Administrator Donny Beasley began work last
week;
• She met with Nepalese community members on Thursday, April 19, 2018;
• Director of Public Works and Engineering Cranor is still monitoring the issue of
excess water along Ash Lane;
• North Tarrant Express (NTE) is studying the traffic flow at the intersection of
Westpark Way and State Highway (SH) 183 and is working to present a
proposal to TxDOT the week of May 7, 2018, to improve the intersection;
• Monday, April 23, 2018 through Tuesday, May 1, 2018, Early Voting for the
City of Euless General Election;
• Saturday, April 28, 2018, Trinity GAP Walk-a-Thon, Trinity High School, 10:00
a.m.;

• Saturday, May 5, 2018,
o Election Day, Mary Lib Saleh Euless Public Library, 7:00 a.m. to 7:00
p.m.;

➢ Deputy City Manager Bob Freeman announced that the Euless Police Department
Honor Guard will hold a Peace Officer Memorial Service on Wednesday, May 2,
2018, at 9:00 a.m. at the Euless 9/11 Memorial.
• Library Administrator Sherry Knight introduced Kiera Elledge, Hurst-Euless-
Bedford Independent School District (HEB ISD) STEM and School Libraries
Coordinator, who shared information regarding the HEB Reads! Community
Summer Learning Initiative for Hurst, Euless, and Bedford. She reported on the
mission, goals, and results of last year's program. The 3rd Annual Kickoff Event
will be held Saturday, May 5, 2018, in the Pennington Field parking lot from 10:00
a.m. to 1:00 p.m.
Director of Public Works and Engineering Cranor introduced Zac Thomason,
National Client Services Manager, Infrastructure Management Service (IMS) to
present the pavement condition index (PCI) update. Mr. Cranor advised that the
PCI is reviewed every four years.
Mr. Thomason advised that the City owns and maintains 137 centerline miles of
road and stated that the roads are rated at 76 PCI indicating they are in very good
condition. He discussed the tools use to rate the streets, examples of other cities
pavement condition results, and the philosophy for selecting and prioritizing
streets for rehabilitation.
Discussion ensued regarding the benefits between different types of street overlay
materials as well as previous street improvements.
➢ City Manager Getchell reviewed the regular agenda.
• Assistant to the City Manager Betsy Deck provided the Drowning Prevention
update and advised of the 2018 goals including a proposed life vest loaner station
and increased social media presence. She mentioned public education events
including the Mayor's Fitness Fair and Library story time.
• Director of Planning and Economic Development Mike Collins presented the
Development update, including commercial and residential development.
The City Council recessed Precouncil session at 6:40 p.m.

Mayor Pro Tern Eddie Price led the pledges of allegiance to the flags of the United States
and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL
Finance Director Janina Jewell introduced Office Technician-Accounts Payable Jodie
Dunn. Jodie was accompanied by her husband, Chris, father, Jerry Reitman, mother,
Nancy Reitman, brother, Jeremy Reitman, sister, Jamie Reitman, nephew, Jackson
Reitman, and members of the Finance Department.
Mayor Martin presented Jodie with a plaque commemorating her selection as Employee
of the Month for May.

ITEM NO. 2. PRESENTATION OF PROCLAMATION
Council Member Bynum presented a proclamation to Parks and Community Services
Director Ray McDonald, proclaiming April 27, 2018, as Arbor Day.
Mayor Martin announced the upcoming Arbor Daze event on Saturday, April 28, 2018, at
Midway Park.
ITEM NO. 3. PRESENTATION OF PROCLAMATION
Mayor Martin presented a proclamation to members of the Serpents Motorcycle Club,
proclaiming May as Motorcycle Safety and Awareness Month.
ITEM NO. 4. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING MARCH 31, 2018
Finance Director Jewell presented the quarterly financial report for the period ending
March 31, 2018.
CONSENT AGENDA (items 5 through 7)
Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 5
through 7.
Council Member Bynum seconded the motion.

ITEM NO. 5. AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT
FOR THE PURCHASE OF OFFICE SUPPLIES
Authorized the City Manager to execute a contract with Office Depot for the purchase of
office supplies through the National Intergovernmental Purchasing Alliance (IPA)
Company. The City Council approved membership in National IPA on December 8; 2009.
This is a unit price contract and the actual annual expenditure will be determined by actual
quantities ordered and the estimated expenditure is $75,000. This contract is valid
through October 18, 2019.

ITEM NO. 6. APPROVED RESOLUTION NO. 18-1530
Approved Resolution No. 18-1530, denying Oncor Electric Delivery Company's
Distribution Cost Recover Factor (DCRF) application filing, PUC Docket No. 4823,
seeking an increase in distribution revenues and authorizing the City to join with the
Steering Committee of Cities Served by Oncor (OCSC) to evaluate the filing. The
resolution authorizes the City to join with the OCSC to evaluate the filing, determine
whether the filing complies with law, and if lawful, to determine what further strategy,
including settlement, to pursue.

REGULAR AGENDA
ITEM NO. 8. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 18-
03-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2189
Mayor Martin opened the public hearing at 7:18 p.m.
Director of Planning and Economic Development Collins presented the item to the City
Council and stated that Univest Properties/Euless Lodging, is seeking to develop a 173
unit hotel which will be dual-branded with the Hilton TRU and HOME2 Suites products.
The northern portion of the hotel designated as Hilton TRU will include 79 rooms. The
HOME2 Suites, all-suite extended-stay portion will include 94 rooms. There will be a
single primary guest entrance into a shared lobby and check-in area, serving as the
central command for both properties. The Planning and Zoning Commission held a public
hearing on April 3, 2018, and recommended approval of the Specific Use Permit by a 6-
0-0 vote with the following conditions:
1) The Specific Use Permit is tied to the Business Owner: Euless Lodging;
2) The Specific Use Permit is tied to the Business Name: Hilton TRU/HOME2Suites;
3) The hotel will be designed and constructed to accommodate no more than 94
extended stay units;
4) The hotel will be inspected by the City of Euless based on applicable provisions of
the City of Euless Property Maintenance Code. Information about hotel inspection
standards is provided to the owner and operator; and
5) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Since the Planning and Zoning Commission met to consider its recommendation, staff
and the applicant have had further discussions related to the conditions established by
the Commission. Staff is recommending that the City Council consider approval of the

Planning and Zoning Commission recommendation, with the following amendments that
are contained in the portions of the conditions found in 3 and 4:
1) The Specific Use Permit is tied to the Business Owner: Euless Lodging;
2) The Specific Use Permit is tied to the Business Name: Hilton TRU/HOME2 Suites;
3) The hotel will be designed, constructed and operated to accommodate no more
than 94 extended stay units;
4) The hotel will be inspected by the City of Euless and maintained in accordance
with applicable provisions of the City of Euless Property Maintenance Code.
Information about hotel inspection standards is provided to the owner and
operator; and
5) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents of the case.
Nick Patel, 1212 Corporate Drive, Suite 350, Irving, Texas, representating the applicant,
provided additional information and design details regarding the proposed hotel.
Additionally, Alen Hinkley, Vice President, Univest Properties, and Cheralyn Armijo, PE,
Glenn Engineering, were present to address any questions.
Mayor Martin asked to hear from any opponents of the case. There being none, Mayor
Martin closed the public hearing at 7:28 p.m.
Council Member Stinneford inquired about extended stay reservations as it relates to the
collection of Hotel Occupancy Taxes.
Mr. Patel confirmed that the room is associated with a specific guest during their stay and
Hotel Occupancy Taxes will be collected as required by law.
Council Member Eilenfeldt inquired if the breakfast area will be one shared space for all
guests
Mr. Patel advised that there will be two different breakfast areas offering different types
of food that guests of each side of the hotel will be allowed to utilize.
Council Member Bynum inquired as to the number of hotels owned by Mr. Patel or his
company and the plan to retain the hotels long term.
Mr. Patel confirmed that this is a new type of hotel and their goal is to provide a high level
of customer service. Additionally, Mr. Patel stated that they currently own 10 to 12
properties with two under construction.
Council Member Tompkins motioned to approve Ordinance No. 2189, a request for a
Specific Use Permit for a Hotel on 3.054 acres, located within the B. Harrington Survey,

Abstract No. 808, Tract 3D, and L. Franklin Survey, Abstract 513, Portion of Tract 4D,
2550 S.H. 121 in the Texas 121 Gateway District (TX-121) with amendments to the
conditions as recommended by staff.
Council Member Eilenfeldt seconded the motion.

ITEM NO. 9. HELD PUBLIC HEARING AND APPROVE RECOMMENDED
ADDITIONAL PROJECT SELECTION FOR THE 44th YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROJECT FOR FISCAL YEAR 2018-2019
Mayor Martin opened the public hearing at 7:33 p.m.
Director of Planning and Economic Development Mike Collins explained that a public
hearing was held on February 13, 2018, by the City Council to examine proposing a
wastewater line replacement project within an eligible Census Block Group. The
previously approved project is a wastewater line rehabilitation approximately 1,040 feet
in length and is located along the rear property line of homes facing onto W. Huitt Lane,
Jefflyn Court, Cannon Drive, Martha Street, and Reaves Court, Oakwood Terrace East
Blocks 3, 4, and 9.
Since conducting the first public hearing, the City was notified that additional funds have
become available for this upcoming project year. Therefore, staff proposes to reconstruct
an additional approximate 790 linear feet of wastewater line as grant funds allow. This
additional line is a separate line from the initial project, but is located in the same
neighborhood. This line is located along the rear property line of homes between Cannon
Drive and Henslee Drive.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:35 p.m.
Council Member Bynum motioned to approve the recommended additional project
selection for the 44th year Community Development Block Grant(CDBG) project for Fiscal
Year 2018-2019 for a 790 linear foot wastewater line rehabilitation along the rear property
line of homes between Cannon Drive and Henslee Drive.
Council Member Stinneford seconded the motion.

Mayor Martin encouraged everyone to attend the Arbor Daze event on Saturday, April 28,
2018, from 10:00 a.m. to 9:00 p.m. at Midway Park and enjoy new activities including a
City-wide scavenger hunt of the City's parks as well as a hot dog eating contest.
Additionally, Mayor Martin announced that early voting for the May 5, 2018 City of Euless
General Election began Monday, April 23, 2018, and will continue through Tuesday; May
1, 2018, and announced the candidates as they are listed on the ballot:

She asked City Secretary Kim Sutter to provide the dates and times of the remaining days
