Sustaire,spokesman for a group of anonymous citizens financing the campaign,said the purpose of"Shop Euless"is to raise more sales tax revenue ,- for this city.The mayor has predicted at least three lean years before residential and commercial de- velopments come onto the tax rolls. "We're not asking people to spend extra,just to spend it in Euless,"said Sustaire."If they drive to another city to shop for taxable items that could be purchased here,they're not only shorting the city" they are shorting the businesses. Sustaire explained Euless residents driving a few extra miles to save dimes may be penny-wise, but pound foolish. First, he said, if Euless residents would spend ' more in the city's businesses,the stores'sales vol- ume would increase and they,in turn,could lower ' prices because they wouldn't be forced to charge the maximum to make a profit.Second,residents could save gasoline and wear-and-tear on their cars by shopping in town. And third,shopping in Euless could prevent the city from raising ad valorem taxes to provide the same level of service,he said. "If you're not picking money up through a sales tax, then you'll pick it up through some other system,"he said."We as a people don't realize if we spend $50 in Dallas, we're supporting Dallas and not our hometown." Sustaire used Hurst,with its lucrative Northeast Mall,as an example of the revenue a one-cent sales tax can raise. Hurst received $158,684 from its sales tax last month,bringing it up to$2.275 million since Janu- ary,said Sustaire.Euless collected$42,680 in sales tax last month,bringing its 1981 total to$529,612,he said. Hurst's annual sales tax receipts provide that city"more than our ad valorem tax roll and almost as much as what we collected with our ad valorem and sales tax together," Sustaire said. Even differences between patrol cars are noted byofficers.Where Euless police officers cruise the streets in Plymouths,Hurst patrol officers handle Ford LTDs. "It's very minor to you and I,but it makes quite a difference to an officer," said a Mid-Cities shop foreman."It has to do with professional pride." But, Hurst and Euless maintain a high level of respect.Officals say it's been that way for several years now. "Our relationship with Hurst is excellent,"said Johnnie Wilson, Euless' police chief. "In quite a few cases such as burglaries, we're ready to ex- change information that might help them clear up cases.And,they in turn call us when they've made an arrest which might help us.We borrow informa- tion and equipment from them and they do the same. "We try to keep a working relationship with all the departments not only Hurst," Wilson said. "When we need help,they cover us,"said Joe M. Watson,Hurst police chief."It's worked well in the past and I don't see any reason for it to stop." Overall,Euless'police force includes 51 employ- ees, 37 sworn officers. The department has nine patrol cars available for duty. Currently,a starting Euless patrol officer earns E $1,313 a month, topping out at$1,542. A sergeant earns$1,816. I'd like to see the best paid force in the Metro- plex,"Wilson said."But I know the city has bounda- ries and we have to work within those guidelines. I'm happy with the salaries now because I feel the city is aware of our needs. "I strongly feel that citizens around here are getting their moneys worth of police protection," he said. Crime in Euless centers on residential and busi- ness burglaries. Thefts are also common and the department handles its share of assualts. In Sep- tember,the police officers recorded$81,963 worth of stolen property, the department recovered $33,722.Monthly,police handle between 270 to 330 actual offenses. Violent crimes are virtually nonexistent,the last homicide was recorded in December 1980.One to two rapes are reported each month. "We don't have the ghetto crimes that exist in Fort Worth or Dallas because of the make of the city.There are very few poverty areas in Euless," said Lt.Richard Clark."With the airport near and quite a few highways leading into the city,we have quite a bit of transients. L "With the officers and cars we have now,we're not at any critical point,but the city still has some room to grow,especially in the northern half of the city," he said. Wilson said the idea of blending all the depart- ments together has been kicked around a few times,but he doesn't ever see it happening. "I don't see the residents going for that,"Wilson said."They want to have their own department to identify with." "I don't every see it happening,"said John Scott, Euless fire chief."One central department in this ; area wouldn't work because residents want their own departments." Euless has 28 fire employees,including the fire chief and marshal.Unlike Hurst and Bedford,Eu- less has no volunteers in its department.Fire offi- cals have three firefighterson duty every 24-hours, off 40. Starting pay for a firefighter is$1,313.A lieuten- ant earns$1,816. The city has two fire stations, one located in central Euless,the other in the southern half of the city.Scott said a third proposed station for north- ern Euless is in the works. "Growing pains,"Scott said. "All the growth is going on in the north and we have to be ready to protect residents out there." The department owns four pumpers with 1,000 gallons-of-water capablity and more.The oldest is a 1973 model. One aerial ladder, one rescue squad unit and a 1,000 gallon tanker for grass fires are also available to the fire department. Grass fires do dot the city from time to time,but Scott says its nothing serious.. ! "We're scared of the wood shingles,"Scott said. "We do have quite a bit of apartments and homes with them." In Euless, all apartments are required to have smoke alarms.Homes built after 1976 are required to have the detectors. 7 No station in the Mid-Cities could handle a major blaze alone and Scott quickly points out the benefit of mutual-aid with Hurst and Bedford as well as other cities.
