JA"a9.'+t 1�^rsd '�rw tj YOUR MUNICIPAL GOVERNMENT IN EULESS ' Euless, operating der the Council-Manager form of government, is a. "home rule ity governed by the Mayor and five Council persons. Every even numbered year three members of the Council ' are elected for;two year terms; every odd numbered year the Mayor and other two- members are likewise elected for two year, terms. All members serve without compensation. Soon after the newly elected Councilpersons take office each year, one of the five mem- bers is chosen by the Council as Mayor Pro Tem to preside at meetings in the absence of the Mayor. The City Manager is appointed by the Mayor & City Council to carry out policy and administer the various programs of the City. He is the chief administrative officer. The City Attorney, City ' Secretary, City Judge, City Engineer, and City Health Officer are also appointed by and responsible to the City Council. All other officials and department heads are appointed by and responsible to the City Manager. COUNCIL AGENDA AND PROCEDURE ' At each regular meeting the Council follows an Agenda which is prepared the.preceding Friday in the Office of the City Manager. Copies of the, Agenda are delivered to the Council prior to the ' meeting and are available to the public in the Council Chamber before and during the meeting. . CITIZEN PARTICIPATION ' The Council desires an Citizen be an o ortunit 'to address The Y PP Y the Council on any matter except those which might be in-litigation { at the time the Citizen desires to be heard. In order that each Citizen have an equal, opportunity to be heard, it is requested that they 1 contact the City Secretary no later than Thursday afternoon prior ' to the next regular Council meeting and ask that they be listed on the Council Agenda. The Citizen will be recognized by the Mayor and beasked to come to the visitor's microphone and give their name and address for official minutes. During the course of Public Hearings, equal time opportunity will be given to both proponents and opponents of the matter being heard. ' A maximum time limit may be imposed in order that other items on the agenda also be heard at a reasonable hour. t I ACTIONS r Business presented to the Council is .disposed of by one of the following actions: Ordinance . . . ' An Ordinance is a legislative enactment by the City Council. It must be in written form when introduced and by Charter requirement it is necessary that it be voted on at two separate meetings unless by the ' E unanimous act of the City Council, such Charter requirement is sus- pended. Ordinances which impose a penalty take effect after being published for ten days. All other ordinances take effect immediately ' upon their passage and execution by the Mayor. Resolution. . ' A Resolution is a formal written action of the City Ooun.cil relating to ministerial, administrative or executive matters. The.City Council l proceeds by resolution on matters of a temporary character and ' matters having reference to the ordinary and current affairs of the City. Resolutions require a single reading and become effective upon their passage and execution by the Mayor. 4 Motions. . . A Motion is an informal action of the City Council which authorizes ' or disapproves various proposed or suggested action on the part of the City Administration such as authorizing the City Manager to advertise for bids for the purchase of new equipment for the Street ' Department. i Public Hearings. . . _ ' State Statutes require that public hearings be held beforsa certain action may be taken by a City such as the rezoning of property or the annexation of new territory. Public notice is given in the Iocal ' newspaper prior to any such hearing and all hearings are set for a specific hour. The Council procedure on public hearings is to hear first from the proponents of the proposal and then from those in ' opposition and finally a period not to exceed five minutes is allowed the proponents for rebuttal. All interested parties who wish to speak at a public hearing are requested to come to the front microphone and give their name and address for the benefit of the City Secretary's records prior to addressing their remark to the Council. She has also notified Duane Gage, Tarrant County Historical Commission, and their representative may also be there. We're arranged for the two flags to be raised on that morning, so everything should be ready. Also, attached is a rough proclamation which Mrs. Harrison sent to me. McCormick: About a month ago I met with various community leaders from throughout the Northeast Area and the United Way to discuss the need to develop a plan of action for improving the delivery of social services in our area . I was most en- couraged by the broad representation and the concensus reach- ed that we should pursue a proposal to undertake an assess- ment of human needs in the northeast sector . Minutes of our April 6 meeting are enclosed . The rapid growth we have experienced has brought expected stress on all our institutions , the community and family . I am sure you will agree we should involve our Communities in addressing any social problems that may exist . The quality of life must encompass assurances that family and individual needs be met . Our job is to make sure they are being met . I am asking you to participate with me on the United Way Northeast Human Service Needs Assessment Project . A Steering Committee will be established to oversee the project , and it is essential that a broad spectrum of community leadership be involved . I trust you will serve . Charles Brinkley CB : ls Encl . 9w11 /fin Vowli fence v2QcVf �y� .�e2a�ic,� Luncheon for Key Civic Leaders Northeast Sector Tarrant County April 6, 1982 Diamond Oaks Country Club - Charles Brinkley, Chairman - Purpose of Meeting The purpose of the luncheon meeting, chaired by Charles Brinkley, Chairman of the Board of Northeast National Bank and United Way volunteer, was to identify a nucleus of community leadership from the Northeast Sector willing to work with United Way in developing a plan of action for improving the delivery of services in the northeast area. Attendance Twenty-eight persons signed the attendance list, including represen- tatives from two area banks, five city councils, two school districts, two hospitals , two chambers of commerce, three churches, the Mid-Cities Task Force on Social Concerns and the American Association of Retired Persons. Also present were a county commissioner, a state representative, and reporters from three area newspapers. Summary of Proceedings Following introductions of all present and a statement of purpose for the meeting, Charles Brinkley introduced the three speakers: (a) Wick Alexander, an orthodontist and former city council member from Arlington who is currently chairman of the Arlington Human Services- Project (AHSP) , spoke about the evolution of that project since 1979 through four phases: (1) problem identification through an community- wide needs assessment; (2) a period during which identified needs were narrowed down to one major area of focus -- child and youth issues in Arlington; (3) a phase during which recommended solutions to youth and child care issues were generated; and (4) the current stage of implementation and ongoing planning. Dr. Alexander stressed the leadership role of the Arlington community both in provision of dollars and volunteer hours in collaborating with the United Way and private foundations in funding and orchestrating the various phases. 2 ' (b) Glenn Wilkins, Vice President and General Manager of the United Way of Tarrant County, focused on the changing ' profile of Tarrant County as reflected in 1980 census data. He drew particu.lar attention to areas in which the North- east Sector is experiencing growth substantially different from the county as a whole. (c) Rene Moquin, Director of Planning and Allocations at United Way, outlined what a needs assessment of the north- east sector would entail : OBJECTIVES: 1. To determine the current level of human services in the Northeast Area. 2. To determine the need for additional human services in the Northeast Area. 3. To determine barriers which exist in the delivery of human services in the Northeast Area. 4. To review and develop priorities and short and long term service objectives for the Northeast Area. 5. To inform the Northeast Area of human service needs. 6. To establish a community mechanism responsible for ongoing planning, coordinating, developing, evaluating and advocating for human services in the Northeast Area. METHODOLOGY: 1. Needs Assessment Phase 2. Priority Setting 3. Address Priority Problem Areas 4. Implementation Plan Next, Charles Brinkley called for questions and reactions. There was acknowledgment that transportation for the elderly and provision of emergency assistance by churches are two areas of need already apparent. Following a brief discussion, during which no opposition to the idea of undertaking a needs assessment was voiced, eleven individuals expressed willingness to serve on a Steering Committee for the purpose of overseeing the development of a proposal to undertake a needs assessment in the northeast sector. Next Step A steering committee will be recruited to ensure broad representa- tion from the northeast sector. It will reconvene in the near future to consider alternative approaches to conducting a needs assessment and to oversee the development of a proposal . My office has been deluged with these cards so I appreciate knowing where they originated . The balanced budget amendment , as you probably know, is very close to completion in the Senate, where it will probably pass , and will probably be taken up in the House of Representatives . The public outcry in support of the bill is so strong that I think it stands a fair chance of passing . I 'm supportive of the balanced budget concept and I think Congress should take a long , hard look at this particular bill . If Congress does not act , there is a chance that the states will call for this amendment or for a constitutional convention. Since the idea is basically a good 'one , I think the House and Senate should take care of it here in Washington. I also wanted you to know how much I 've appreciated your support since my election in 1978 . I regret that you won ' t be in my district after the redistricting takes place , but yo,u should know that I ' ll always be here if you need me. Please don ' t hesitate to call on me at any time .
