HomeMy WebLinkAbout2018-05-22 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, May 22, 2018 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, May 22, 2018, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Council Members Jeremy Tompkins, Linda Eilenfeldt, Harry Zimmer, and Salman Bhojani. Council Member Tim Stinneford arrived at 4:41 p.m. Mayor Pro Tem Eddie Price was absent due to a prior commitment. During the Precouncil meeting: Mayor Linda Martin welcomed Council Member Salman Bhojani to his first meeting as a City Council member. r Council Member Jeremy Tompkins advised that he enjoyed attending the water university event held on May 10, 2018, and commended Assistant to the City Manager Betsy Deck for her efforts in making a wealth of free information available to residents. Mayor Martin expressed her appreciation to her fellow City Council members for attending the Tarrant County Mayor's Roundtable hosted by Euless on Thursday, May 17, 2018. Additionally, she expressed her appreciation to Deputy City Manager Bob Freeman and Assistant City Manager Chris Barker for attending the Euless Citizens Police Academy graduation the same evening. City Manager Loretta Getchell made several announcements: • Staff members are currently attending the funeral of retired Lieutenant/Paramedic Kip Smith and will be in attendance during the Regular Session; • Tuesday, May 22, 2018, TxDOT public meeting for the State Highway (SH) 121 shoulder widening project, 6 to 8 p.m., Trinity High School; • Friday, May 25, 2018 through Sunday, May 27, 2018, Edible Book Contest, Mary Lib Saleh Euless Public Library; • Saturday, May 26, 2018, Aquatic Park opens for the summer season; • Monday, May 28, 2018, City offices closed in observance of Memorial Day; • Friday, June 1, 2018, Incognito—A Rock Around the Park Concert, 7 to 9 p.m., Texas Star Pavilion; • Monday, June 4, 2018, Weekly summer day camps for children six to 14 begin; • Monday, June 11, 2018, Crime Control and Prevention District (CCPD) public hearing and budget adoption; • Monday, June 11, 2018, Special called City Council meeting to accept the CCPD budget; and • Monday, June 11, 2018, City Council budget worksession. City Manager Getchell reviewed the regular agenda. Council Minutes Page 2 of 8 May 22, 2018 City Manager Getchell introduced Sandy Lancaster, Environmental Program Manager, Dallas/Fort Worth International Airport. Ms. Lancaster introduced Robert Horton, Vice President of Environmental Affairs, Francisco Rodriguez, Board and Owner Cities Relations Specialist, and Sam Tan, Environmental Project Manager. Ms. Lancaster provided an overview of a runway maintenance project as well as changes to flight patterns and potential noise. City Manager Getchell introduced Fiona Allen, Northern Regional Manager, Trinity River Authority (TRA). Ms. Allen provided an overview of TRA's water system, functions, and projects. Additionally, she discussed a proposed 2018 bond sale which would fund necessary improvements to TRA's water treatment facilities. Police Chief Mike Brown presented the quarterly Police Department update for the period ending March 31, 2018, and provided statistics including response times, crimes against persons, property crimes, and new employees. Finance Director Janina Jewell presented the Financial update for the period ending April 30, 2018. CLOSED SESSION The City Council convened into closed session at 6:31 p.m. for deliberation regarding the following: The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Cresthaven Addition Personnel matters as authorized by Section 551.074 of the Texas Government Code related to: • Crime Control and Prevention District Mayor Martin recessed closed session at 6:40 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF CERTIFICATE OF ELECTION City Attorney Wayne Olson administered the Oath of Office to Harry Zimmer, elected Council, Place 5. State Representative Rafael Anchia, District 103, administered the Oath of Office to Salman Bhojani, elected Council, Place 6. Mayor Linda Martin presented each with a Certificate of Election. ITEM NO. 2. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE Finance Director Janina Jewell introduced Office Technician-Payroll Carrie Redwine. Carrie was accompanied by her mother, Adele, father, Jim, brother, Kevin, sister-in-law, Melissa, niece, Erica, and members of the Finance Department. Mayor Martin presented Carrie with a plaque commemorating her selection as Employee of the Month for June. ITEM NO. 3. PRESENTATION OF SCHOLARSHIP RECOGNITION TO CAMERON MURPHREE City Manager Getchell recognized Cameron Murphree as the recipient of a scholarship awarded by an anonymous donor to a City of Euless employee's child. She highlighted excerpts of Cameron's essay and presented him with a one thousand dollar scholarship. Cameron was accompanied by his father, Todd, mother, Amy, sister, Mackenzie, and brothers, Cole, Collin, and Cy. ITEM NO. 4. SELECTION OF MAYOR PRO TEM Council Member Eilenfeldt motioned to nominate Council Member Tim Stinneford to serve as Mayor Pro Tem. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. Council Minutes Page 5 of 8 May 22, 2018 CONSENT AGENDA (items 5 through 8) Mayor Martin asked Assistant City Manager Barker to read each item into the record. Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 5 through 8. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 5. APPROVED REJECTION OF BID NO. 007-17 On April 2, 2018, bids were opened for roofing system replacements at Ruth Millican Center, Fire Station No. 2, and Old Fire Station No. 2. Four bids were received with all bids exceeding the budgeted amount. Staff requested that the City Council reject all bids received. ITEM NO. 6. AUTHORIZED APPROVAL OF A JOB ORDER CONTRACT Authorized approval of a Job Order Contract (JOC) with Simon Roofing and Sheet Metal, 1380 East Highland Road, Macedonia, Ohio, for roofing system replacement and restoration through The Interlocal Purchasing System (TIPS). The JOC will provide for the replacement of the roof system at the Ruth Millican Center, and the roof restoration of Fire Station No. 2 and Old Fire Station No. 2. The estimated expenditure is $258,018. ITEM NO. 7. AUTHORIZED PURCHASE OF EMERGENCY MEDICAL SUPPLIES Authorized the purchase of emergency medical supplies from Bound Tree Medical, LLC, 3221 East Arkansas Lane # 145, Arlington, Texas, through an interlocal agreement with the City of Cedar Hill, Texas, for the period of March 1, 2018 through February 28, 2019. The agreement allows for two additional one year renewals. The vendor will provide the requested medical supplies to the City's EMS at the agreed upon contracted price and in the agreed upon quantities set forth by the contract documents. The estimated expenditure is $70,000. ITEM NO. 8. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of May 8, 2018, and the special called meeting of May 14, 2018. Council Minutes Page 6 of 8 May 22, 2018 REGULAR AGENDA ITEM NO. 9. APPROVED SITE PLAN NO. 18-02-SP Senior Planner Stephen Cook presented the item to the City Council and advised that the applicant, M&M Gateway, LP, is seeking to construct two flexible industrial buildings intended for leased industrial/commercial uses in the 1440 block of Westpark Way. The buildings, set at 9,880 and 7,800 square feet, will be internally subdivided to allow offices and storage/workspace for several businesses. Both buildings will have brick facades that meet the masonry standards. The roll up doors to the individual leased spaces face internally to the site and do not face the public right-of-way. The Planning and Zoning Commission considered the item on May 15, 2018, and recommended approval of the Site Plan by a 7-0-0 vote. Council Member Tompkins motioned to approve Site Plan No. 18-02-SP, for Commercial Development proposed to be located on 0.916 acres on International/Regional Industrial Complex Block E, Lot ER to be addressed as 1440 Westpark Way. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2193 City Manager Getchell advised that Ordinance No. 2193 would provide for the payment of hotel occupancy taxes on the full retail rate paid by occupants of the facilities. This ordinance would not increase the existing hotel occupancy tax rate. Council Member Bhojani motioned to approve Ordinance No. 2193, amending the City of Euless Code of Ordinances Chapter 78, "Taxation", Article IV, "Hotel Occupancy Tax", Section 78-121, "Definitions", Section 78-122 "Levy of tax; rate; exemptions", and Section 78-123 "Collections". Mayor Pro Tem Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. APPROVED BOARD AND COMMISSION APPOINTMENTS Mayor Martin advised that the City Council must consider appointments to the Animal Shelter Advisory Board, the Crime Control and Prevention District, and the Euless Non- Profit Industrial Development Authority to fill vacancies created by the retirement of former Council Member Perry Bynum. PUBLIC COMMENTS Mike Utzman, 316 Calvary Drive, Euless, expressed his congratulations to Council Member Zimmer and Council Member Bhojani on their election. Additionally, he discussed his concerns regarding the traffic lights at Westpark Way and State Highway (SH) 183. City Manager Getchell advised that she has been in contact with TxDOT regarding this issue and will keep him apprised. ITEM NO. 11. REPORTS City Manager No report given. Community Challenge. At 2:00 p.m. every Monday in June and July, there will be performance and educational events with Professor Brainius on June 4. ITEM NO. 12.
