CRIME CONTROL AND PREVENTION DISTRICT
MINUTES OF BOARD MEETING
January 12, 2010
CALL TO ORDER
A meeting of the Crime Control and Prevention District (CCPD) Board was called to order
by President Ron Shields on Tuesday, January 12, 2010, at 3:00 p.m. in the Conference
Room in City Hall, 201 North Ector Drive, Euless.

ELECTION OF OFFICERS
Upon motion by Don Martin and second by Mayor Mary Lib Saleh, Council Member Leon
Hogg was elected Vice President by unanimous vote.
APPROVAL, MINUTES OF JUNE 8, 2009
Upon motion by Council Member Leon Hogg, and second by Council Member Perry
Bynum, the minutes of the June 8, 2009 meeting were approved as presented by
unanimous vote.
HELD PUBLIC HEARING AND APPROVED RESOLUTION NO. 10-06CCPD
President Shields opened the public hearing to receive input regarding the authorization
and imposition of the one-fourth of one percent Crime Control and Prevention District

(CCPD) sales tax on receipts from the sale, production, distribution, lease or rental of,
and the use, storage, or other consumption within the district of gas and electricity for
residential use, as provided by Section 321.1055 of the Texas Tax Code. Director of
Finance Vicki Rodriquez stated that this tax is currently imposed on all other taxable
goods and services, but when the legislation was originally passed allowing cities to
create crime control districts, they exempted the tax on residential gas and electric
utilities. During the recent legislative session, a bill was passed that allows crime control
districts to impose this tax on these utilities. In order for the Euless Crime Control and
Prevention District to collect the sales tax on residential gas and electricity use, the Board
of Directors is required to adopt a resolution, after which the State Comptroller will begin
notifying the gas and electric utilities. The imposition of the tax will begin on July 1, 2010.
Ms. Rodriquez confirmed that commercial use of gas and electric utilities is already being
taxed. There being no proponents or opponents, President Shields closed the public
hearing.
Council Member Glenn Porterfield moved to approve Resolution No. 10-06CCPD
authorizing the imposition of the Crime Control and Prevention District Sales and Use Tax
at the rate of one-fourth of one percent on gas and electricity for residential use. The
motion was seconded by Don Martin and carried by unanimous vote.
FINANCIAL UPDATE
Director of Finance Vicki Rodriquez stated that the estimated revenue in the Fiscal Year
2009-2010 budget for the Crime Control and Prevention District budget had been based
on nine months collection of tax on residential gas and electric utilities. The interpretation
at the time of budget preparation had been that the tax would be collectable sooner in the
fiscal year. It is now evident that we will only receive one third of what was budgeted. In
addition, our sales tax collections continue to be less than the prior year, and are
currently down 18% year-to-date. In light of these projected revenue shortfalls, we are
continuing to hold a current police officer vacancy, and the Police Department is holding
departmental expenditures where possible. We will continue to watch this budget very
closely as the year progresses.
City Manager Gary McKamie reported that the City is continuing hiring freezes throughout
the City. He said the construction sector is where the sales tax revenue is suffering the
most. He reported that the Glade Parks development project is delayed, so we may not
be able to budget revenue from it in Fiscal Year 2010-2011.
Deputy City Manager Loretta Getchell stated that the City ended Fiscal Year 2008-2009
with an increase in the fund balance, despite being down significantly in revenue,
because they held expenditures and positions in all areas. It is hoped that this cushion
will help with any shortfall that might be experienced in the current fiscal year.
City Manager McKamie reported that residential starts are continuing strong, although
commercial real estate is not doing as well.

Police Chief Mike Brown welcomed Iris Elliott to the Board and thanked the Board
Members for their service. He reported that he recently hired two police officers, one with
experience, which is unusual. He said that ordinarily they hire new graduates that must
be trained. Chief Brown stated that in the coming months they will implement the
Commercial Motor Vehicle Inspection Unit, which will assist in inspecting commercial
vehicles that travel through the City of Euless. In the past there has not been adequate
inspection of these vehicles, and they believe this program will make the roadways of
Euless safer. This program will be funded through seized drug funds.
