MINUTES OF BOARD MEETING
APRIL 3, 1996
A meeting of the Crime Control and Prevention District (CCPD) Board was called to order
by President Ron Shields at 5:05 p.m. in the Municipal Building Conference Room 1, 201
North Ector Drive, Euless. Board members present included: Mayor Mary Lib Saleh, City
Council Members, Katie Edwards, Carl Tyson and Glenn Walker, Citizen Members Lou
Baum, Ron Shields and Barney Snitz and staff members, Police Chief Gary McKamie,
Captain Harland Westmoreland, Captain Rod Davis and Captain Joey Ziemian of the
Police Department, Finance Director Diana Ortiz and City Secretary Susan Crim.
APPROVAL OF MINUTES OF FEBRUARY 13, 1996 MEETING
Upon motion by Glenn Walker and second by Mary Lib Saleh, the minutes of the
February 13, 1996, Crime Control and Prevention District Board meeting were approved
by unanimous vote.
APPROVAL OF FY 1995-96 CRIME CONTROL AND PREVENTION DISTRICT BUDGET
Police Chief McKamie reviewed the proposed FY 1995-96 Crime Control and Prevention
District Budget, pointing out the changes made since the original draft as follows:
-Crime prevention line item increased
-Storefront will not be as expensive as initially projected
-Mall contingency reduced since mall announcement has been delayed.
Other small adjustments have been made due to the revision in expected revenue
receipts.
Lou Baum stated he would like to see 3-4 cell phones budgeted along with extras for the
mobile unit such as a generator, bathroom facility, refrigerator, microwave, awning, bay
window, storage space when not in use and diesel power instead of gasoline power.
Carl Tyson asked about a contingency fund. Chief McKamie stated that since this is the
first time they have prepared a budget, they are unsure of actual revenues and
expenditures. Any excess funds will be used for items such as a satellite dish or other
extras that have been cut at this time.
Chief McKamie also pointed out that the possibility of a joint police facility with the City
of Bedford may cause the City of Euless to relook at some needs such as computers.

Chief McKamie explained the First Offender counseling program, which is a cooperative
effort among the cities of Hurst, Euless and Bedford. It is anticipated the program will
begin in July when the curriculum has been approved. The City of Hurst is now funding
it. We have worked with the Family Services organization in the past, but the
opportunities to use them were limited.
Upon motion by Glenn Walker and second by Mary Lib Saleh, the FY 1995-96 budget
covering the months of April through Septemer, 1996, was approved by unanimous vote.
DISCUSSION OF PROPOSED FY 1996-97 BUDGET
Chief McKamie reported that he is recommending portions of the debt retirement be
moved from the FY 1995-96 budget to the FY 1996-97 budget.
Lou Baum asked about police security in the parks in the summer. Chief McKamie stated
that the cadet program will do some of it.
Lou Baum asked about the video mug shot expenditure. Chief McKamie explained that
this device is digital photography equipment used in line ups and at crime scenes.
Chief McKamie said the FY 1996-97 budget will be voted on by this Board at their June
meeeting. He encouraged all Board members to study it extensively and be sure all
questions are asked before it is sent to the City Council. According to State law, the City
Council is not allowed to make any changes. If changes are recommended after it has
been presented to the City Council, it must be sent back to the CCPD Board for revision.
NEXT MEETING SCHEDULED
The next meeting of the CCPD Board was scheduled for Wednesday, June 12, 1996, at
5:00 p.m. in the Municipal Building Conference Room 1.
