HomeMy WebLinkAbout1997-06-10 CCPD Minutes CITY OF EULESS CRIME CONTROL AND PREVENTION DISTRICT MINUTES OF BOARD MEETING June 10, 1997 CALL TO ORDER A meeting of the Crime Control and Prevention District(CCPD) Board was called to order by Vice President Lou Baum at 3:15 p.m. in the Municipal Building Conference Room, 201 North Ector Drive, Euless. Board members present included: Mayor Mary Lib Saleh, City Council Members Carl Tyson, Glenn Walker and Katie Edwards, Citizen Members Lou Baum and Barney Snitz and staff members, Police Chief Gary McKamie, Police Captain Bob Freeman and City Secretary Susan Crim. Board Member Ron Shields was not present. APPROVAL, MINUTES OF JUNE 19, 1996 AND JUNE 25, 1996 MEETINGS Upon motion by Mayor Mary Lib Saleh and second by Council Member Glenn Walker, the minutes of the June 19, 1996 and the June 25, 1996 meetings were approved as presented by unanimous vote. REPORT OF CRIME CONTROL AND PREVENTION DISTRICT GOAL ATTAINMENT Captain Bob Freeman discussed the goals contained in the Two Year Crime Control Plan. The goal of strengthening neighborhoods by decreasing crime and enhancing a greater sense of security has been addressed by: >Two officers have been hired to staff District 2, creating additional police presence in that district and decreasing response time. >New public safety radio system acquired which expanded capabilities to communicate. >Increased officer participation in block watch meetings and school meetings and greater emphasis on business surveys. >Increased code enforcement of junked vehicles and firearm sales from homes. The goal of reducing juvenile crime and victimization has been addressed by: >Implementing First Offender Program. >Currently in process of developing a Police Cadet Program to be implemented when space is available. >Considered Teen Citizen Police Academy when space is available. The goal of increasing community involvement in crime prevention efforts has been CRIME CONTROL AND PREVENTION DISTRICT MINUTES JUNE 10, 1997 PAGE 2 addressed by: >Increased crime watch meetings, security surveys, insurance surveys, tours, people contacts, bike registration, H.E.A.T. registration, juvenile programs, townhall programs and adult programs. The goal of providing safety and security in an expanded parks systems has been addressed by: >Secured grants to provide additional personnel when expanded parks system opens. >Purchased vehicle to assist officers in patrolling park system. >Added bicycle officers. Board Member Edwards asked Chief McKamie if the Citizens on Patrol program will be expanded and he replied that it will be. Chief McKamie reported that State Representative Todd Smith introduced a bill in the legislature this year that would lengthen the time a crime control and prevention district can exist. After the initial 5 years, it would allow a city to extend the existence of the district, with approval of the voters, for 20 years rather than 5 years. PUBLIC HEARING, FISCAL YEAR 1997-1998 BUDGET Vice President Baum opened a public hearing to receive input on the Crime Control and Prevention District Budget for Fiscal Year 1997-1998. Chief McKamie reported that the budget for Fiscal Year 97-98 is very similar to the budget for Fiscal Year 96-97. He announced that Bob Freeman had been promoted to Captain and the department will function with four captains in lieu of an Assistant Police Chief. Chief McKamie pointed out that the line item for Crime Prevention was increased to $15,000 in order to increase the Citizens on Patrol program. He reported that 6 in-car videos have been purchased this year and that program is now complete. Chief McKamie stated that the City recently received a grant from the Federal government in the amount of $70,000 to fund lap top computers for the officers. The City's match of funds will come from the Asset Forfeiture Fund Account. Chief McKamie reported that the City received funding under the Crime Bill Grant for eight officers, and he therefore will not be requesting additional officers in the Crime Control and Prevention District budget for Fiscal Year 1998. Chief McKamie reported that the canine budgeted in the current fiscal year has been purchased and is being trained. He also said the mobile storefront has been purchased and is being renovated and should be online by the end of this fiscal year. He stated the CRIME CONTROL AND PREVENTION DISTRICT MINUTES JUNE 10, 1997 PAGE 3 Summer Day Camp program is currently in progress with 30 fourth and fifth graders enrolled. Chief McKamie mentioned that City Manager Tom Hart would like to look at the balance of the funds for the Crime Control and Prevention District Budget at the end of Fiscal Year 96- 97 to use a small part of the excess for compensation needs. There were no other proponents or opponents present and Vice President Baum closed the public hearing. CONSIDERATION OF FY 97-98 BUDGET Mayor Saleh motioned to table approval of the Crime Control and Prevention District Budget to the agenda of the June 24, 1997 CCPD Board meeting to adhere to State law that it must be presented to the City Council within 10 days of the Board's approval. Mr. Snitz seconded the motion and it carried by unanimous vote.
