CRIME CONTROL AND PREVENTION DISTRICT
MINUTES OF BOARD MEETING
June 8, 1999
CALL TO ORDER
A meeting of the Crime Control and Prevention District (CCPD) Board was called to order
by Barney Snitz on Tuesday, June 8, 1999, at 3:10 p.m. in the Municipal Building
Conference Room, 201 North Ector Drive, Euless. Board members present included:
Mayor Mary Lib Saleh, City Council Members Carl Tyson, Glenn Porterfield and Katie
Edwards, Citizen Member Barney Snitz and staff members, Deputy City Manager Gary
McKamie, Acting Police Chief Bob Freeman, Director of Finance Loretta Getchell and City
Secretary Susan Grim. Board Members Ron Shields and Lou Baum were not present.
APPROVAL. MINUTES OF JUNE 23, 1998 MEETING
Upon motion by Mayor Mary Lib Saleh and second by Council Member Katie Edwards, the
minutes of the June 23, 1998, meeting were approved as presented by unanimous vote.
PUBLIC HEARING, FISCAL YEAR 1997-1998 BUDGET
Barney Snitz opened a public hearing to receive input on the Crime Control and Prevention
District Budget for Fiscal Year 1999-2000.
Acting Chief Freeman distributed a comparison of the Fiscal Year 1998-1999 and Fiscal
Year 1999-2000 budgets. He reported that the budget for Fiscal Year 1999-2000 again
contains funding for 3 officers and an assistant chief. He noted that $196,000 for mall
contingency and $30,000 for part-time salaries, budgeted in previous years, has been
transferred to debt service in FY 2000 for the new police facility.
Deputy City Manager McKamie pointed out that the budget for the first offense counseling
has not been utilized as much during FY99, because the City has been receiving free
counseling for first offenders. They would like to maintain the budgeted amount in the next
year in case the free counseling is no longer available.
Director of Finance Loretta Getchell recommended the Board amend their Fiscal Year 1999
budget to increase total expenditures of the Crime Control and Prevention District to
$1,495,000 with $510,000 thereof to be allocated to the Police Facility Construction Fund.
The transfer is the amount of excess funds from the CCPD FY98 budget.
Council Member Tyson asked what the impact would be on the CCPD budget with the loss
of sales tax from the Grapevine business that incorrectly paid sales tax to the City of Euless
for a number of years. Director of Finance Loretta Getchell said the repayment would be
,... deducted form future receipts and that it would not be as great an impact as the City's
general fund, because the CCPD had not been in existence during the entire time the tax
was required to be repaid.

Council Member Porterfield asked when the CCPD tax would need to be renewed by the
voters, and Gary McKamie stated the election would need to be held in 2000.
Gary McKamie reported that the last payment on the radios would be in FY2000. A year of
upgrades would be required, after which those funds could be directed toward the building
fund for the new Police facility.
Council Member Porterfield asked what evaluation had been done to report the results of
the Crime District's existence. Council Member Tyson commented that periodic reports
were submitted to the Board in the past. Deputy City Manager McKamie stated that the
reports would be reinstated.
There were no proponents or opponents present and Mr. Snitz closed the public hearing.
SCHEDULE NEXT MEETING
The next meeting of the Crime Control and Prevention District was scheduled for Tuesday,
June 22, 1999 at 3:30 p.m. for the purpose of voting on the Fiscal Year 1999-2000 budget.
ADJOURN
There being no further business, the meeting was adjourned at 3:55 p.m.
