HomeMy WebLinkAbout2018-10-09 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, October 9, 2018 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, October 9, 2018, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, Harry Zimmer, and Salman Bhojani. During the Precouncil meeting: Mayor Linda Martin wished a happy birthday to Council Members Harry Zimmer and Linda Eilenfeldt, City Secretary Kim Sutter, and Executive Secretary Diana Cole. Additionally, she introduced Community Outreach Coordinator Kathryn Rotter with Tarrant County Judge Glen Whitley's office. y Council Member Salman Bhojani advised that he attended the United Way Annual Report luncheon on Wednesday, October 3, 2018. Council Member Jeremy Tompkins advised that he attended both the Texas Junior Angler Fishing event and Junk in the Trunk community garage sale event on Saturday, October 6, 2018. Mayor Martin advised that she attended the Tarrant County Mayors Council on Monday, October 1, 2018, and expressed her appreciation to Council Member Tompkins for attending the meeting as well. Additionally, she recently attended National Night Out on Tuesday, October 2, 2018, and the Safe Haven Domestic Violence Summit, and the Nepali Community meeting held Thursday, October 4, 2018. City Secretary Kim Sutter provided an update on the Boards and Commissions appointment process and advised that interviews are tentatively scheduled to be held with the City Council on Monday, October 22, 2018. City Manager Loretta Getchell advised that the traffic signals along Mid-Cities are scheduled to be updated on Tuesday, October 23, 2018, improvements to Heritage Avenue are complete and the street has been reopened. Cheek-Sparger Road west of Heritage Avenue will be closed over the next month for street overlays. Additionally, she advised of several upcoming events: • October 2018, Fire Department Clown Program presentation at Euless elementary schools; • Wednesday, October 10, 2018, Total Wine Ribbon Cutting, 6:00 p.m.; • Thursday, October 11, 2018, HEB Chamber Luncheon, State of the Cities, 11:00 a.m.; • Thursday, October 11, 2018, JPS Clinic Ribbon Cutting, 4:30 p.m.; Council Minutes Page 2 of 8 October 9, 2018 • Thursday, October 11, 2018, Trinity High School Homecoming Parade, 6:00 p.m.; • Saturday, October 13, 2018, Aga Khan Foundation Walk/Run, 8:00 a.m., • Monday, October 15, 2018, Tongan Committee meeting, 6:30 p.m.; • Friday, October 19, 2018 and Saturday, October 20, 2018, Community Powered Revitalization (CPR) Fall Blitz; and • Library Think Tank tour will be rescheduled to a future agenda. City Manager Getchell reviewed the regular agenda. Director of Parks and Community Services Ray McDonald advised of recent community events including the Texas Junior Anglers Fishing event and the Junk in the Trunk Community Garage Sale. Police Chief Mike Brown presented recent Police Department community events including National Night Out held Tuesday, October 2, 2018, and the Police Department Open House held Saturday, October 6, 2018. Additionally, he presented pictures displayed in the Police station honoring fallen Euless officers, Michael Williamson and David Hofer. Fire Chief Wes Rhodes presented recent Fire Department community events including National Night Out and the 2018 Fire Safety Clown show being performed at Euless elementary schools during the month of October for fire prevention month. City Manager Getchell expressed her appreciation to the Police Department in response to two recent calls involving suicidal individuals and commended the officers who were able to intervene and assist in ensuring the individuals received the necessary medical attention. Finance Director Janina Jewell presented the Financial update and advised that car rental tax collections was up five percent over the same period last year (August 2018). Additionally, on the October 23, 2018 City Council agenda, the City Council will be asked to consider the issuance of Euless Development Corporation (EDC) revenue bonds for improvements to Carr Park. City Manager Getchell presented the Transportation update and advised that City staff is scheduled to meet with TxDOT to discuss concerns regarding emergency access to the managed lanes along State Highway (SH) 183. CLOSED SESSION The City Council convened into closed session at 5:54 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas Government Code related to any of the matters listed on the agenda and to seek legal Council Minutes Page 3 of 8 October 9, 2018 advice related to Open Government Training and pending or contemplated litigation or a settlement offer, including: • Kimberly O'Dell, individually and as next friend of L.O. v. PRESENTATION OF EMPLOYEE SERVICE PINS Library Administrator Sherry Knight introduced Senior Librarian/Reference Eric Terry. Eric was accompanied by members of the Library Department. Mayor Pro Tem Stinneford presented Eric with a service pin commemorating his 5 years of service with the City. Texas Star General Manager Glenda Hartsell-Shelton and Golf Superintendent Scott Boven introduced Golf Course Field Tech II Todd Stinson. Mayor Pro Tem Stinneford presented Todd with a service pin commemorating his 10 years of service with the City. Director of Planning and Economic Development Mike Collins introduced Senior Planner Stephen Cook. Stephen was accompanied by his father, Douglas, mother, Elizabeth, girlfriend, Cobi Wilson, and members of the Planning Department. Mayor Pro Tem Stinneford presented Stephen with a service pin commemorating his 10 years of service with the City. Police Chief Mike Brown introduced Police Sergeant Edgar Hurtado. Edgar was accompanied by his wife, Monica, daughter, Cecilia, son, Paul, and members of the Police Department. Mayor Martin presented Edgar with a service pin commemorating his 20 years of service with the City. Police Chief Brown introduced Police Sergeant Scott Peterson. Scott was accompanied by his wife, Corrie, daughter, Kynleigh, father, Tom, stepmother, Susie, stepmother's grandson, Jackson, and members of the Police Department. Mayor Martin presented Scott with a service pin and clock commemorating his 25 years of service with the City. Library Administrator Sherry Knight introduced Circulation Supervisor Carolyn Hoaldridge. Carolyn was accompanied by her son, Jared, his fiance, Kayla Coburn, and members of the Library Department. Mayor Martin presented Carolyn with a service pin commemorating her 40 years of service with the City. ITEM NO. 2. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION AWARD Finance Director Jewell announced that the Government Finance Officers Association (GFOA) has awarded the City of Euless the Certificate of Recognition for Budget Preparation. The award is presented to those who have been instrumental in their government unit achieving a Distinguished Budget Presentation Award. Finance Director Jewell stated that this is the 27th consecutive year the City has received the award, which is looked upon favorably by other communities. The award recognizes that the budget document is understandable to the community, acts as a planning document and as a guide into the new budget year for staff. She acknowledged the entire Finance Department for their assistance in the budget preparation process. Council Minutes Page 5 of 8 October 9, 2018 ITEM NO. 3. PRESENTATION OF CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING AWARD Finance Director Jewell accompanied by Assistant Finance Director Jackie Theriot and Budget/Treasury Manager Diana Ayala announced that the Government Finance Officers Association (GFOA) has awarded the City of Euless a Certificate of Achievement for Excellence in Financial Reporting. Ms. Jewell presented the certificate to Mayor Martin and advised that this is the 31St consecutive year the City of Euless has received this award. Additionally, she recognized Assistant Finance Director Theriot and her staff for their hard work in achieving this recognition. CONSENT AGENDA (items 4 through 13) Mayor Martin asked Assistant City Manager Barker to read each item into the record. Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 4 through 13. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 4. AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT FOR THE PURCHASE OF OFFICE SUPPLIES Authorized the City Manager to execute a contract with Office Depot for a one year period for the purchase of office supplies through the National Intergovernmental Purchasing Alliance. This is a unit price contract and the actual annual expenditure will be determined by actual quantities ordered. The estimated expenditure is $75,000. ITEM NO. 5. AUTHORIZED PURCHASE OF AN AMBULANCE MODULE AND CHASSIS Authorized the purchase of an ambulance module from Mac Haik Dodge Chrysler Jeep, 11000 North Freeway, Houston, Texas, and chassis from Frazer, Ltd., 7227 Rampart Street, Houston, Texas, through the Houston Galveston Area Cooperative Purchasing Program (HGAC). This purchase is for a new ambulance module and truck chassis to replace unit #895, a 2012 Ford chassis and attached 1999 Frazer module. Frazer, Ltd. has provided a trade-in allowance of $30,000 for the retired unit, which is also reflected in the quoted price. The estimated expenditure is $244,802. AUTHORIZED PURCHASE OF A LOADER/BACKHOE Authorized the purchase of a loader/backhoe for the Public Works Department from Associated Supply Company (ASCO), 2019 Airport Freeway, Euless, Texas, through the BuyBoard Cooperative Purchasing Program. The estimated expenditure is $120,405. ITEM NO. 7. AUTHORIZED PURCHASE OF GROUNDS MAINTENANCE EQUIPMENT Authorized the purchase of grounds maintenance equipment for the Parks Department from Professional Turf Products, L.P., 1010 North Industrial Boulevard, Euless, Texas, through the BuyBoard Cooperative Purchasing Program. The estimated expenditure is $95,812. ITEM NO. 8. AUTHORIZED PURCHASE OF AN INTEGRATED CAMERA SYSTEM Authorized purchase of an integrated camera system from Axon Enterprises, Inc., 17800 North 85th Street, Scottsdale, Arizona, and through the Texas Department of Information Resources and entering into a five-year agreement for the system. The Euless Police Department is beginning the third year of a five-year contract with Axon Enterprises, Inc. for their body worn camera system. The department has evaluated a new system that will provide full integration of cameras and equipment used by police officers. The proposed contract includes a partial year credit for the year. In addition, it includes an upgrade of body worn cameras after two and a half years. The estimated expenditure over five years is $703,403.82 and the estimated expenditure in FY2019 is $110,964.70. ITEM NO. 9. APPROVED RENEWAL OF BID NO. 013-16 Renewed Bid No. 013-16 fora janitorial services contract to Global Building Maintenance, Inc., 2001 West Northwest Highway, Suite 130, Dallas, Texas. The bid provided for an initial contract for a period of one year with an option to renew for three additional one- year terms. This request represents the second of the three optional renewals. The estimated annual expenditure is $109,996. ITEM NO. 10. APPROVED RENEWAL OF BID NO. 009-17 Renewed Bid No. 009-17 for new plumbing installations, plumbing maintenance and repair services to Concord Commercial Services, Inc., 11400 Long Street, Balch Springs, Texas. The bid provided for an initial contract for a period of one year with an option to renew for three additional one-year terms. This request represents the first of the three optional renewals. The estimated annual expenditure is $60,000. ITEM NO. 11. APPROVED RENEWAL OF RFP NO. 011-13 Renewed RFP No. 011-13 with American Municipal Services, 3724 Old Denton Road, Carrollton, Texas, for Utility Billing and Municipal Court collections services. The initial contract was awarded by the City Council on October 22, 2013, for an initial three-year period beginning November 1, 2013, with an option to renew for three additional one-year Council Minutes Page 7 of 8 October 9, 2018 terms and thereafter, automatically renew for successive periods of one-year periods, unless either party gave prior notice of termination. This is the third of three additional one-year renewal options. ITEM NO. 12. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract (JOC) with ABM Building Services LLC, 4100 Amon Carter Boulevard #112, Fort Worth, Texas, for HVAC services through The Interlocal Purchasing System (TIPS). This contract will allow for the maintenance, repair, and procurement of equipment and services needed to maintain, and or replace HVAC systems and components throughout the year. Products and services are provided through the TIPS JOC program #1012116 and will be on an as needed basis. The estimated expenditure is $65,000. ITEM NO. 13. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of September 25, 2018. REGULAR AGENDA ITEM NO. 14. APPROVED SITE PLAN NO. 18-13-SP Director of Planning and Economic Development Collins presented the item to the City Council. He advised that Marshall Realty LTD, representing Bottlecap Alley restaurant, is seeking to construct a 5,781 square foot Bottlecap Alley restaurant. The site is located north of the Goodnight Trail entrance from the State Highway (SH) 121 frontage road. The Planning and Zoning Commission considered the item on October 2, 2018, and recommended approval of the Site Plan by a 6-0-0 vote. Council Member Eilenfeldt motioned to approve Site Plan No. 18-13-SP, for Commercial Development proposed to be located on 1.29 acres platted as Glade Parks Addition, Block C, Lot 4, 2411 State Highway 121. Council Member Bhojani seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 15. AUTHORIZED CITY MANAGER TO EXECUTE SETTLEMENT AGREEMENT Council Member Tompkins motioned to authorize the City Manager to execute the settlement agreement related to Kimberly O'Dell individually and as next friend of L.O. v. City of Euless as discussed in closed session. Council Minutes Page 8 of 8 October 9, 2018 Council Member Bhojani seconded the motion. PUBLIC COMMENTS No public comments. ITEM NO. 17. REPORTS City Manager City Manager Getchell expressed her appreciation to City staff and the Finance Department in particular for their commitment in preparing the annual budget. City Attorney No report given. City Council Council Member Zimmer expressed his appreciation to the Finance Department staff for their continued efforts throughout the year. Mayor Martin announced a special event, "A Special Open House About Quanah Parker" with guest speaker Lance Tahmahkera, Quanah Parker's Great-Great Grandson, who will give a presentation about the life of the famous Comanche chief. The event will take place during the monthly Euless Heritage Museum Open House on Saturday, October 13, 2018, from 1:00 to 5:00 p.m. ITEM NO. 18.
