MINUTES
A regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 5:30 p.m. on October 16, 2018 in the Council Chambers
of City Hall, 201 North Ector Drive. Those present included Chairman Richard McNeese,
Vice Chairman LuAnn Portugal, and Commission Members: Curtis Brown, Ronald
Dunckel, Steve Ellis, and Warren Wilson.
During the Pre-Session Meeting:
> Senior Planner Stephen Cook reviewed the regular agenda.

Development Update.
PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — COUNCIL
CHAMBERS
The Euless Planning and Zoning Commission continued their meeting in the Council
Chambers at 6:34 p.m. for consideration of scheduled items.

ITEM 'f. APPROVED PLANNING AND ZONING MINUTES
Commissioner Wilson made a motion to approve the minutes for the regular meeting
of October 2, 2018.
Vice Chairman Portugal seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Brown, Dunckel, Ellis, and Wilson.
Nays: None
Abstention: None.
Chairman McNeese declared the motion carried. (6-0-0)
ITEM 2. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 18-
12-SUP AND RECOMMENDED AN ORDINANCE
Chairman McNeese opened the public hearing at 6:39 p.m.
Senior Planner Stephen Cook gave a brief description of the case. The applicant is
requesting a new Specific Use Permit for an 800 square foot pet grooming business
located at 801 E. Mid-Cities Boulevard, Suite 600. Previously, Chic Tails Pet Boutique
and Spa was at this location. The applicant intends to purchase the Chic Tails Pet
Boutique business and rebrand the business. Pet grooming requires a Specific Use
Permit in order to gauge the appropriateness of a business, which may cause a nuisance
to surrounding residential properties due to the noise of barking animals.
The location is an in-line retail shopping center,which currently houses a real-estate office
and a dry cleaning store. Adjacent uses are a self-service car wash and a convenience
store. Undeveloped property containing a gas well pad site exists to the north.
The applicant proposes to continue operating the pet grooming business within typical
business hours only.There will be no overnight boarding of animals within the facility. The
new owner has stated that there will be a rotating number of pets in the facility, and
estimates that there could be between 2-4 animals on a slow day, and between 4-6 on
Fridays and Saturdays.
In addition to the spa services, there will be a small retail element to the business of selling
pet grooming products and animal toys.
The in-line retail site has adequate parking to hold the demand of the business.
The Development Services Group has reviewed the application and has found that it
complies with the City of Euless regulations.

Staff recommends approval with the following conditions:
a. Tied to the business owner, Ms. Autumn Fuller; and,
b. Tied to the business name, Autumn's Pampered Pets; and,
c. No animals may be kenneled overnight within the facility; and,
d. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated
Chairman McNeese asked if the applicant wished to address the Commission.
Autumn Fuller, of 801 E. Mid-Cities Blvd. Ste. 600, stated that she has been in the
grooming industry for 14 years, animal safety is her priority, and she is excited for this
opportunity.
Chairman McNeese asked to hear from any proponents/opponents who wished to speak.
Seeing none, Chairman McNeese closed the public hearing at 6:40 p.m.
Commissioner Wilson and Chairman McNeese welcome Ms. Fuller to the City. Chairman
McNeese expressed that he was impressed with the applicant's experience and is looking
forward to her business developing.
There were no further questions or comments presented by the Commission.
Commissioner Ellis made a motion to recommend approval of Case No. 18-12-SUP for a
Specific Use Permit on Villages of Bear Creek Addition, Block 2, Lot 8, 801 E. Mid-Cities
Boulevard, Suite 600 of a Pet Grooming Use in the Community Business District (C-2)
zoning with conditions as presented.
Commissioner Dunckel seconded the motion with the modification to the ordinance. The
vote was as follows;
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Brown, Dunckel, Ellis, and Wilson.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (6-0-0)

ITEM 3. ADJOURN
Mike Collins stated that this meeting was Tesla Harlan's last meeting with the City and
expressed that she would be missed by the department.
There being no further business, the meeting was adjourned at 6:44 p.m
