EULESS CITY COUNCIL
Tuesday, November 13, 2018
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:34 p.m. on Tuesday, November 13, 2018, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Harry Zimmer,
and Salman Bhojani. Council Member Linda Eilenfeldt was absent due to a prior
commitment.
During the Precouncil meeting:
Mayor Linda Martin expressed her congratulations to Council Member Jeremy
Tompkins and his daughter, Branique, who was married on Sunday, November
11, 2018. Additionally, she announced that Council Member Linda Eilenfeldt
welcomed her first grandchild on Monday, November 12, 2018.
Council Member Tompkins advised that he volunteered on Saturday, November
3, 2018, for Household Hazardous Waste Collection (CRUD) Day and had a great
time.
Council Member Zimmer advised that Parks Superintendent Dan Dearborn hosted
the Euless Garden Club and presented a program about rain barrels and water
conservation.
Council Member Salman Bhojani advised that he, Council Member Tompkins,
Council Member Eddie Price, and Assistant to the City Manager Betsy Deck
toured the Arlington Landfill on Friday, October 26, 2018, and stated that he was
impressed with the operations.
City Secretary Kim Sutter provided each Council Member a copy of the upcoming
2019 calendar.
Information Services Director Scott Joyce advised of changes to the Council
Chambers audio and the City's email system.
Director of Public Works and Engineering Hal Cranor introduced new Civil
Engineer Stephen Moore.
Director of Parks and Community Services Ray McDonald announced the 2018
Christmas Parade of Lights scheduled to be held Saturday, December 1, 2018,
and advised that each Council Member is welcomed to ride in the parade.
City Manager Loretta Getchell reviewed the regular agenda.
Fire Chief Wes Rhodes presented the Fire Department update, including total
response times, annual dollar loss, total runs over a five-year period, call volume,

Fire Marshal Office activities, Hurricane Michael deployment, Fire Prevention
Week Clown Show, Trunk or Treat, Annual Live Fire Training, and the MDA Fill
The Boot Campaign. Additionally, he announced that Battalion Chief John O'Brien
has announced his plans to retire.
➢ Director of Public Works and Engineering Hal Cranor presented the quarterly
Public Works update, including private developments, city improvement projects,
water and sewer maintenance, and staffing.
Additionally, in response to the recent rainfall, he presented an update relative to
the city's maintenance of drainage creeks. He stated that the main goal is to
remove debris that threatens the stability of the City's structures and infrastructure.
➢ Finance Director Janina Jewell presented the Financial update and advised that
car rental tax collections was down 16 percent and sales tax was down eight
percent over the same period last year (September 2018).

The City Council convened into closed session at 5:30 p.m. for deliberation regarding the

Assistant City Manager Chris Barker gave the invocation.
PLEDGE OF ALLEGIANCE
Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Fire Chief Wes Rhodes introduced Firefighter-Driver/Paramedic Brad Walton. Brad was
accompanied by his wife, Kelly, daughter, Mallory, son, Miller, and members of the Fire
Department. Mayor Martin presented Brad with a service pin commemorating his 10
years of service with the City.
Police Chief Mike Brown introduced Technical Services Manager Gary Gregg. Gary was
accompanied by his wife, Cathy, and members of the Police Department. Mayor Martin
presented Gary with a service pin commemorating his 10 years of service with the City.
Police Chief Brown introduced Public Service Officer Celia Carrillo. Celia was
accompanied by members of the Police Department. Mayor Martin presented Celia with
a service pin commemorating her 15 years of service with the City.
ITEM NO. 2. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION
POSTER WINNERS
Fire Inspector Ken Rawlinson gave a brief history of the Fire Safety Poster Contest and
introduced the grand prize winners for each grade level:

Mayor Martin and Fire Chief Rhodes presented each grand prize winner with a certificate,
their poster, and a goody bag.
CONSENT AGENDA (items 3 through 10)
Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 3
through 10.
Council Member Tompkins seconded the motion.

ITEM NO. 3. AUTHORIZED MAYOR TO EXECUTE AN AMENDMENT TO AN
INTERLOCAL AGREEMENT WITH THE CITY OF BEDFORD
Authorized the Mayor to execute an amendment to an Interlocal Agreement with the City
of Bedford relating to traffic signal maintenance at the intersection of Cheek-Sparger
Road and Rio Grande Boulevard originally approved in October 2014. This amendment
to the agreement replaced Article II, Section 8 with the following language: `The cities
agree that Bedford will operate and maintain all traffic signals constructed at the
intersection of Cheek-Sparger Road and Rio Grande Boulevard at its sole cost." The City
of Bedford City Council approved the amendment at their October 23, 2018 regular
meeting.
ITEM NO. 4. AUTHORIZED CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT
Authorized the City Manager to execute a Professional Services Agreement with Spooner
and Associates, Inc., 309 North Byers Street, Euless, Texas, for topographic and
professional surveying services associated with the FY2018 Street Reconstruction

Project (PS1802). Project PS1802 will reconstruct portions of these streets in concrete
and in compliance with current City standards:
• Bear Creek Parkway from Mid Cities Boulevard to Harwood Road;
■ Ash Lane from Fuller Wiser Road to State Highway 360,
■ Fuller Wiser Road from State Highway 183 to Harwood Road; and
■ Midway Drive from just east of International Boulevard to just west of Fuller Wiser
Road
The estimated expenditure is $57,479.
ITEM NO. 5. AUTHORIZED PURCHASE OF RECORDS MANAGEMENT
SOFTWARE
Authorized the purchase of Laserfiche records management software from MCCi. MCCi
is an approved, value-added reseller of Laserfiche products through the BuyBoard
purchasing program. This purchase is an upgrade to the City's current installation and will
provide enhanced services and additional licensing options. The estimated expenditure
is $78,663.27.
ITEM NO. 6. AUTHORIZED PURCHASE AND INSTALLATION OF VARIOUS
FLOORING TYPES FOR THE FAMILY LIFE CENTER
Authorized the purchase and installation of various flooring types for the Family Life
Center in the recreation center lobby, hallway, activity rooms, and upstairs track from
Gomez Floor Covering, Inc., 1130 Inwood Road, Dallas, Texas, through the BuyBoard
Cooperative Program. The estimated expenditure is $89,717.95.
ITEM NO. 7. AUTHORIZED PURCHASE AND INSTALLATION OF VARIOUS
AMENITIES RELATED TO THE JA CARR PARK RENOVATION
PROJECT
Authorized the purchase and installation of various types of playground equipment and
amenities related to the JA Carr Park renovation project from Whirlix Design, Inc., 1761
International Parkway, Suite 125, Richardson, Texas, through the BuyBoard Cooperative
Purchasing Program. The estimated expenditure is $487,665.
ITEM NO. 8. AUTHORIZED PURCHASE OF PARK FURNISHINGS RELATED
TO THE JA CARR PARK RENOVATION PROJECT
Authorized the purchase of various park furnishings related to the JA Carr Park renovation
project from K. Hanes, Inc. dba BJ's Park and Recreation Products, 4003 Briar Lane,
Magnolia, Texas, through the BuyBoard Cooperative Purchasing Program. The estimated
expenditure is $58,093.60. The remaining budgeted funds of $809,406.40 will be used
for additional project purchases.

ITEM NO. 9. AUTHORIZED PURCHASE OF BUNKER GEAR AND SELF-
CONTAINED BREATHING APPARATUS SUPPLIES
Authorized the purchase of bunker gear from Casco Industries, Inc., 1517 West Carrier
Parkway #118, Grand Prairie, Texas, through an interlocal agreement with the City of
North Richland Hills, Texas. The City of North Richland Hills has awarded a contract to
Casco Industries, Inc. to provide bunker gear. The contract is effective through
September 10, 2019. Additionally authorized the purchase of self-contained breathing
apparatus (SCBA) supplies through Casco Industries, Inc. via a sole source exception.
Casco Industries, Inc. is the sole authorized distributor for MSA products in the State of
Texas. The estimated expenditure is $70,000.

REGULAR AGENDA
ITEM NO. 11. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Council Member Tompkins motioned to authorize the Mayor to negotiate and execute
conveyance documents for the purchase of property located at Ross Cannon Addition,
Lot 9, 109 Ross Avenue.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 12. APPROVED AWARD OF BID NO. 009-18
Assistant City Manager Barker advised that nine bids were received on October 11, 2018,
and reviewed by the architectural firm of Oxley, Williams, and Tharp as well as City staff.
JC Commercial, Inc., 1801 Lakepointe Drive, Suite 129, Lewisville, Texas, was the lowest
bidder and met all requirements. The estimated expenditure is $6,360,000 and the
estimated completion time is 365 calendar days from the start of project.
Council Member Zimmer motioned to approve award of Bid No. 009-18 for remodel of the
Mary Lib Saleh Euless Public Library to JC Commercial, Inc.
Council Member Bhojani seconded the motion.
