A RESOLUTION AMENDING THE 1999 MASTER THOROUGHFARE
PLAN OF THE CITY OF EULESS.
WHEREAS, on March 9, 1999, the City Council of the City of Euless adopted
Resolution No. 99-1013, establishing the City of Euless Master Thoroughfare Plan; and
WHEREAS, the City of Euless Master Thoroughfare Plan designated South Main
Street as a Principal Arterial thoroughfare requiring 100 feet of right-of-way; and
WHEREAS, the City of Arlington Thoroughfare Development Plan showed
Ballpark Way as an extension of South Main Street; and
WHEREAS, the City of Arlington has amended their Thoroughfare Development
Plan to remove Ballpark Way from Green Oaks Boulevard to the north City Limits of
Arlington; and
WHEREAS, the extension of South Main Street into the City of Arlington as a
Principal Arterial thoroughfare will not occur; and
WHEREAS, without the extension of Ballpark Way from the City of Arlington,
South Main Street does not need to be designated as a Principal Arterial thoroughfare;
and
WHEREAS, additional thoroughfares have been identified as arterial or collector
roadways and should be designated as such in the Master Thoroughfare Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EULESS, THAT:
SECTION 1. The designation of South Main Street from State Highway 10 to
South Pipeline Road as a Principal Arterial thoroughfare be changed to a Minor Local
Arterial thoroughfare.
SECTION 2. Item 2 on Page 15 of the Master Thoroughfare Plan be amended to
read as shown on Exhibit A.
SECTION 3. Page 19 of the Master Thoroughfare Plan be amended to read as
shown on Exhibit B.
SECTION 4. The Master Thoroughfare Plan be amended to include Page 21a to
read as shown on Exhibit C.
SECTION 5. This resolution shall become effective immediately from and after
its passage as provided by the Euless City Charter and the laws of the State of Texas.
ADOPTED AND APPROVED at the regular meeting of the Euless City Council
on the 27th day of September 2011, by a vote of 7 ayes, o nays, and o
abstentions.

EXHIBIT A
2. North Main Street—Type C and Type DA
Main Street is a major north-south arterial facility connecting Euless to Grapevine
and Arlington, with important linkages to S.H. 360, S.H. 183, S.H. 10 and Trinity
Boulevard. North of S.H. 10, Main Street has been constructed as a 5-lane
undivided facility with a two-way left-turn lane (TWLTL). The ultimate design
standard is recommended to be 4 lanes divided north of Harwood Road and to be 6
lanes divided south of Harwood Road to S.H. 10. The ultimate right-of-way standard
for the section north of Harwood Road should be 85 feet. The right-of-way standard
for the section of North Main from Harwood Road to S.H. 10 should be 100 feet with
consideration given to providing additional right-of-way at major intersections to
incorporate free right-turn lanes.
South Main Street—Type DB and Type DC
South of S.H. 10, Main Street exists as a 4-lane undivided facility. The ultimate
design standard is recommended to be a five (5) lane undivided facility (four (4) 12-
foot wide lanes and a continuous two-way left-turn lane) within an 80-foot wide right-
of-way.

10. Rio Grande Boulevard —Type DA
Rio Grande Boulevard is an important north-south connection between Glade
Road and Cheek-Sparger Road (Mid-Cities Boulevard) west of S.H. 121: The
northern portion of Rio Grande Boulevard is currently constructed to its
recommended design of 4-lanes divided. The minimum standard is 4-lane
divided in a minimum right-of-way of 80 feet.
11. Gateway Boulevard —Type DA
Gateway Boulevard is an important north-south connection between Glade Road
and Mid-Cities Boulevard east of S.H. 121. This thoroughfare is currently
constructed to its recommended design of 4-lanes divided in a minimum right-of-
way of 80 feet.
12. Brazos Boulevard —Type EB/EC
Brazos Boulevard is an east-west connection between Heritage Avenue and S.H.
121. This thoroughfare is important for access and circulation for planned
intensive land uses on adjacent properties. The minimum right-of-way width is
60 feet.
13. Centurion Boulevard —Type DA
Centurion Boulevard is an existing east-west connection between S.H. 121 and
Gateway Boulevard. This thoroughfare is important for access and circulation for
commercial and apartment uses on adjacent properties. The minimum right-of-
way width is 80 feet.
It should be recognized that South Pipeline Road, which is now a minor low-volume
east-west roadway located in the extreme southern edge of Euless, could become a
minor arterial in the future. Current traffic volume projections do not support its adoption
as a designated arterial at this time; however, future updates of the Master
Thoroughfare Plan could ultimately include such an amendment. Future land
development and transportation facilities (i.e., the D/FW Railtran Line, Trinity Toliway,
Trinity Boulevard extension, etc.) in the South Pipeline Road corridor will dictate the
future function and design requirements for this roadway.

11. Trojan Trail —Type EC
Trojan Trail is an existing east-west collector connecting F.M. 157 and Ector
Drive. This roadway serves a senior high school and an elementary school. The
minimum right-of-way standard is 60 feet.
12. Summit Ridge —Type RES
Summit Ridge is an existing residential collector connecting Lakewood Boulevard
to Trailwood Drive. Since this roadway is a functional collector, no additional
right-of-way is required.
13. Monterey Boulevard —Type EC
Monterey Boulevard is an existing north-south collector connecting West Pipeline
Road and Sotogrande Boulevard. This roadway serves multiple apartment
communities. The minimum right-of-way standard is 60 feet.
14. Sotogrande Boulevard —Type EC
Sotogrande Boulevard is an existing east-west collector connecting El Camino
Real and Monterey Boulevard. This roadway serves multiple apartment
communities. The minimum right-of-way standard is 60 feet.
15. El Camino Real —Type EC
El Camino Real is an existing north-south collector connecting West Pipeline
Road and S.H. 10 via Rickel Park Drive. This roadway serves multiple apartment
communities. The minimum right-of-way standard is 60 feet.
16. Kynette Drive —Type RES
Kynette Drive is an existing residential collector connecting Wilshire Drive and
Evans Drive. Since this roadway is a functional collector, no additional right-of-
way is required.

17. Texas Star Parkway—Type DC
Texas Star Parkway is an existing business collector connecting S.H. 10 and
South Pipeline Road. This north-south roadway serves vital commercial and
industrial traffic for multiple properties and provides needed circulation and
access. The minimum right-of-way standard is 80 feet.
