EULESS CITY COUNCIL
Tuesday, November 27, 2018
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, November 27, 2018, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt,
Harry Zimmer, and Salman Bhojani.
During the Precouncil meeting:
Mayor Linda Martin wished Finance Director Janina Jewell a happy birthday.
Council Member Linda Eilenfeldt expressed her appreciation to Assistant to the
City Manager Betsy Deck as well as the Police and Fire Departments for
organizing a visit to the Euless 9/11 Memorial on Friday, October 26, 2018, for
Medal of Honor recipient SFC Sammy Lee Davis and Captain Guy Dennis, a
former Vietnam War POW.
Council Member Jeremy Tompkins advised that he and City Manager Loretta
Getchell attended the Diabetes Awareness 5K and 1 K Fun-Run on Saturday,
November 17, 2018, and it was a great event.
City Manager Getchell reviewed the regular agenda.
Risk Manager Connie Scott presented the proposed updates to the City's
Americans with Disabilities Act (ADA)Transition Plan including completed projects
and projects that have been scheduled for future years. She advised that the
proposed plan will be presented for City Council consideration at the December
11, 2018 City Council meeting.
Discussion ensued regarding ramps and curbs and the cost benefit of large
projects.
Finance Director Janina Jewell presented the Financial update for the period
ending September 30, 2018 (pre-audit.) Additionally, she advised that the City
Council will be asked to consider approval of a bond issuance for the 2019 Street
Reconstruction project at the December 11, 2018 City Council meeting.
CLOSED SESSION
The City Council convened into closed session at 6:34 p.m. for deliberation regarding the

Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to any of the matters listed on the agenda and to seek legal

PLEDGES OF ALLEGIANCE
Council Member Eddie Price led the pledges of allegiance to the flags of the United States
and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
DECEMBER
Library Director Sherry Knight introduced Library Assistant Denise Olson. Denise was
accompanied by her husband, Daniel, and Library Board Chair Barney Snitz.
Mayor Martin presented Denise with a plaque commemorating her selection as Employee
of the Month for December.
ITEM NO. 2. PRESENTATION OF CERTIFICATE OF APPRECIATION FOR
VOLUNTEER SERVICE FOR THE EULESS ANIMAL SHELTER
Mayor Martin presented Juanita Francisco with a certificate in recognition of her many
years of volunteer service to the Euless Animal Shelter. Juanita was accompanied by
friends and members of the Animal Control Department.
CONSENT AGENDA (items 3 through 6)
Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 3
through 6.
Council Member Bhojani seconded the motion.

ITEM NO. 3. APPROVED AWARD OF BID NO. 010-18
Approved award of Bid No. 010-18 and authorized the City Manager to enter into a
contract for Public Works Facility Pavement Improvements to G Rod Construction, 1204
Old Base Road, Aurora, Texas. The estimated expenditure is $159,336.
ITEM NO. 4. APPROVED AWARD OF BID NO. 002-19
Approved award of Bid No. 002-19 for the purchase and installation of one emergency
standby generator for the Public Works building to Olsen Electric Service, Inc., 802
Gemini Avenue, Duncanville, Texas. The estimated expenditure is $61,942.

ITEM NO. 5. APPROVED A JOB ORDER CONTRACT
Approved a Job Order Contract (JOC) with GFC Contracting, 3816 Binz-Engleman Road
#B125, San Antonio, Texas, for general maintenance repairs at the Texas Star
Conference Center. Products and services are provided through the BuyBoard
Cooperative Purchasing Network JOC program #520-16. The estimated expenditure is
$112,600.

REGULAR AGENDA
ITEM NO. 7. HELD PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 18-04-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2210
Mayor Martin opened the public hearing at 7:11 p.m.
Director of Planning and Economic Development Mike Collins presented the item to the
City Council and advised that the applicant, QuikTrip Corporation, intends to purchase
and redevelop the property currently occupied by Euless First United Methodist Church
between East Airport Freeway and East Euless Boulevard, east of North Main Street. The
property would be subdivided into five commercial tracts, with a sixth lot created where a
billboard currently stands. A QuikTrip convenience store with fuel sales would be built on
the lot at the hard corner of Main Street and State Highway (SH) 10. The remaining lots
would be marketed to other commercial users. Additionally, the Planning and Zoning
Commission held a public hearing on November 6, 2018, and recommended approval of
the Planned Development by a vote of 7-0-0.
Mayor Martin asked to hear from any proponents of the case.
Lauren Montgomery, JJH Consultants, 4447 North Central Expressway, Dallas, Texas,
expressed her appreciation to staff for their assistance during the planning and approval
process and was pleased to bring a new QuikTrip location to Euless.
Mark Compton, 606 Creekside Drive, Euless, Texas, advised that this development would
be in his neighborhood and concurs that QuikTrip is a great company for the property. He
expressed concern regarding the sale of the extra lots in relation to the neighboring
developments.
Mr. Collins advised that a site plan would be required to come before the City Council for
consideration of the remaining lots.
Mayor Martin asked to hear from any opponents of the case. There being none, Mayor
Martin closed the public hearing at 724 p.m.

Council Member Tompkins inquired about access to the property for southbound traffic
on Main Street.
Ms. Montgomery advised that QuikTrip would be open to discussing further with staff.
Council Member Bhojani advised that this would be the fifth QuikTrip store to open in
Euless.
Council Member Eilenfeldt motioned to approve Ordinance No. 2210, requesting to
change the zoning on 6.614 acres in the Solomon Huitt Survey, Abstract No. 705, Tracts
3C1, 3D, and 4, and Jones-Ladenberger Addition, Block 1, Lot 1 located between East
Airport Freeport and East Euless Boulevard, east of North Main Street, Texas Highway
10 Multi-Use (TX-10) zoning district to Planned Development (PD) zoning.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, Zimmer, and Bhojani

Mayor Martin declared the motion carried.
ITEM NO. 8. WITHDRAWN BY APPLICANT — PUBLIC HEARING FOR
SPECIFIC USE PERMIT NO. 18-11-SUP AND FIRST AND FINAL
READING OF ORDINANCE NO. 2211
Mayor Martin advised that the applicant submitted a letter to withdraw their application for
a specific use permit at this time.
ITEM NO. 9. APPROVED SITE PLAN NO. 18-12-SP
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that the applicant, M Laxmi Hospitality, LLC, on behalf of Four Points
by Sheraton, intends to construct a 67,525 square foot, five-story, 100 room full service
hotel. The Riverwalk Planned Development zoning allows by right a full service hotel
within the T5c subdistrict which is located along East Harwood Road. In accordance with
discussions with adjacent property owners, the City has requested and the developer has
incorporated certain modifications to the site and design of the project in an effort to
mitigate several concerns expressed by adjoining property owners. Additionally, the
Planning and Zoning Commission considered the Site Plan on November 6, 2018, and
recommended approval by a vote of 7-0-0.
Gregory Schneck, 911 Red Maple Road, Euless, registered his opposition but chose not
to address the City Council.

Philip Malachowski, 1005 Mountain Laurel Drive, Euless, registered his opposition to the
development and advised that he has requested additional shrubbery be installed as a
privacy measure as well as the elimination of two parking spaces along the southeast
side of the property.
Council Member Eilenfeldt motioned to approve Site Plan No. 18-12-SP, for Commercial
Development proposed to be located on two (2) acres to be platted as Cadence Capital
Addition, Block A, Lot 2, 970 East Harwood Road.
Mayor Pro Tem Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, Zimmer, and Bhojani

ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2209
The Federal Emergency Management Agency (FEMA) recently revised the countywide
Flood Insurance Study (FIS) report and Flood Insurance Rate Map (FIRM) for Tarrant
County, Texas and Incorporated Areas. In order to remain eligible for the National Flood
Insurance Program (NFIP), Chapter 38, "FLOODS", was updated to include language
addressing Recreational Vehicles and amending the new effective date to March 21,
2019.
Council Member Bhojani motioned to approve the first and final reading of Ordinance No.
2209, amending the City of Euless Code of Ordinances, Chapter 38, "FLOODS".
Council Member Tompkins seconded the motion.

Price, Eilenfeldt, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 11. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL
COURT JUDGE
Council Member Price motioned to approve the extension of the contract for Municipal
Court Judge Lacy Britten for a one-year term to expire December 31, 2019.
Council Member Bhojani seconded the motion.
