HomeMy WebLinkAbout2018-12-11 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, December 11, 2018 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, December 11, 2018, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Linda Eilenfeldt, Harry Zimmer, and Salman Bhojani. Council Member Eddie Price was absent due to a prior commitment. During the Precouncil meeting: Mayor Linda Martin expressed her appreciation to Texas Star General Manager Glenda Hartsell-Shelton and the Texas Star staff for hosting a wonderful Breakfast with Santa event on Saturday, December 8, 2018. She also thanked Director of Parks and Community Services Ray McDonald and staff for their work on the annual Christmas Parade of Lights — "A Very Texas Christmas" held Saturday, December 1, 2018. Council Member Salman Bhojani advised that he attended several recent events including the Euless Small Business Association (ESBA) appreciation dinner on Thursday, December 6, 2018, and the 6Stones Dashing for Hope and the annual Euless Police Christmas party held Friday, December 7, 2018. City Secretary Kim Sutter advised that she has provided each Council Member with 25 of the Council Christmas cards for their own use. Deputy City Manager Bob Freeman reviewed the regular agenda. y Director of Planning and Economic Development Mike Collins presented the Development update, including commercial and residential development. ' Police Chief Mike Brown presented the Police Department update for the period ending September 30, 2018, including response times, crimes against persons, property crimes, and new employees. Additionally, he shared information regarding the Euless Police Inspiring Champions (EPIC) program in Euless elementary schools and the recently installed gun range simulator. City Secretary Sutter advised that State Representative Jonathan Stickland has requested to meet with the City Council in January and provided dates for consideration. Additionally, she reminded the City Council of the the following meetings: • Monday, January 14, 2019, City Manager and City Secretary annual evaluation, City Hall, and • Saturday, January 26, 2019, Mid-Winter Work Session, Texas Star. Council Minutes Page 2 of 7 December 11, 2018 Assistant Finance Director Jackie Theriot presented the Financial update and advised that car rental tax collections was down six percent over the same period last year (October 2018) and overall collections year to date are down six percent. Assistant City Manager Chris Barker presented the Well Rehabilitation update related to the Far North Well and the Fuller Well and advised that staff is preparing to begin the bid process early in 2019 with construction tentatively scheduled to begin in late spring 2019. Additionally, he advised of grant funds from the Texas Water Development Board as well as working conditions and noise and light mitigation. Discussion ensued regarding 12-hour workdays versus 24-hour workdays and it was the consensus of the City Council to allow 24-hour workdays in order to expedite the projects. CLOSED SESSION The City Council convened into closed session at 6:25 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas Government Code related to any of the matters listed on the agenda and to seek legal advice related to pending or contemplated litigation or a settlement offer and personnel appointments. Mayor Martin recessed closed session at 6:35 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Linda Eilenfeldt led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JANUARY Fleet and Facilities Director Kyle McAdams introduced Facility Tech I Cody Grimes. Cody was accompanied by his wife, Sydney, and Facilities Supervisor Blake Cloud. Mayor Martin presented Cody with a plaque and certificate commemorating his selection as employee of the month for January 2019. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Director of Public Works and Engineering Hal Cranor introduced Public Works Field Tech II Brandon McAdams. Brandon was accompanied by his fiance, Cara Taylor, and Assistant Public Works Director James Whitt. Mayor Martin presented Brandon with a service pin commemorating his five years of service with the City. Human Resources-Risk Director Donny Beasley introduced Risk Manager/ADA Coordinator Connie Scott. Connie was accompanied by her mother, Lucy, brother, Mike, cousins, Les and Judy Bruno, son, Andres Ortiz, daughter, Sapphire Ortiz, and her girlfriend, Carolina Camereno, and members of the Human Resources Department. Mayor Martin presented Connie with a service pin commemorating her 10 years of service with the City. Police Chief Mike Brown introduced Senior Police Corporal Bryan Gardner. Bryan was accompanied by his mother, Lynette, father, Randy, wife, Candace, daughters, Lauren and Madilyn, son, Thomas, and members of the Police Department. Mayor Martin presented Bryan with a service pin commemorating his 20 years of service with the City. CONSENT AGENDA (items 3 through 5) Mayor Martin asked Assistant City Manager Barker to read each item into the record. Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 3 through 5. Council Member Tompkins seconded the motion. ITEM NO. 3. APPROVED AWARD OF BID NO. 008-18 Approved award of Bid No. 008-18 for the construction of the Reclaimed Water Line Extension, Phase III, and authorized the City Manager to enter into a contract with Joe Funk Construction, 11226 Indian Trail, Dallas, Texas. The estimated expenditure is $3,914,798.50. ITEM NO. 4. APPROVED AWARD OF BID NO. 001-19 Approved award of Bid No. 001-19 for the purchase and installation of pedestrian bridges at JA Carr Park, and authorized the City Manager to enter into a contract with North Rock Construction, Inc., 525 South Loop 288, Denton, Texas. The estimated expenditure is $174,675.71. ITEM NO. 5. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of November 27, 2018. REGULAR AGENDA ITEM NO. 6. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE CONVEYANCE DOCUMENTS Council Member Bhojani motioned to authorize the Mayor to negotiate and execute conveyance documents for acceptance of a parcel of land containing a total of approximately 3.7919 acres out of the J. Doss Survey, Abstract 441, City of Euless, Tarrant County, Texas (between Heritage Avenue and Brazos Boulevard) by a Special Warranty Deed. Council Member Eilenfeldt seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. APPROVED THE REVISED CITY OF EULESS AMERICANS WITH DISABILITY ACT (ADA) TRANSITION PLAN Mayor Martin advised that this update to the Americans with Disabilities Act (ADA) Transition Plan identifies items that have been completed during the past year and reflects changes and additional items that have been identified. Council Member Tompkins motioned to approve the revised City of Euless Americans with Disabilities Act (ADA) Transition Plan. Council Member Eilenfeldt seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 8. APPROVED RESOLUTION NO. 18-1539 Assistant Finance Director Jackie Theriot advised that Resolution No. 18-1539 authorizes the City Secretary to publish a notice declaring intention to issue certificates of obligation in an amount not to exceed $12,425,000 for street and water and wastewater improvements. The actual amount of debt issued may be less than but not more than the amount published. Mayor Pro Tem Stinneford motioned to approve Resolution No. 18-1539, authorizing publication of the Notice of Intent to Issue Certificates of Obligation. Council Member Bhojani seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Eilenfeldt, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. APPROVED APPOINTMENT OF BOARD OF DIRECTORS FOR TAX INCREMENT REINVESTMENT ZONE NUMBER THREE Council Member Tompkins motioned to approve the following appointments to the Tax Increment Reinvestment Zone (TIRZ) Board Number Three to a two-year term expiring January 1, 2021, and name Mayor Linda Martin as Chair of TIRZ Board Number Three. PUBLIC COMMENTS No public comments. ITEM NO. 11. REPORTS City Manager No report given. City Attorney No report given. City Council Council Member Bhojani wished everyone a happy and safe 2019. Mayor Martin announced the Salvation Army Mayor's Red Kettle Challenge to be held on Saturday, December 15, 2018, and advised that several Council Members and volunteers will be ringing the bell at Kroger on Main Street. She encouraged everyone to come by and participate as Euless competes against nine other cities to raise the most money. Additionally, she wished everyone a happy and safe Christmas and New Year.
