HomeMy WebLinkAbout2011-09-12 Historical Preservation Committee Minutes September 12, 2011 CALL TO ORDER Chair, Bill Golden, called the meeting to order at 10:02 a.m. The meeting was held at City Hall at 201 North Ector Drive, Euless, TX. MEMBERS PRESENT Leah Bennett, Perry Brockmeyer, Michele Burger, Joe Cannon, Weldon Cannon, Barbara Collier, Iris Elliott, Gary Fieldsend, Betty Fuller, Beth Gathings, James Gathings, Bill Golden, Norma Lively, Don Martin, David Massey, Council Member Donna Mickan, Gary Parker, Helen Payton, Faye Stinneford, Helen Voss and Mavy Wright. RECOGNITION OF VISITORS Council Member Leon Hogg Jan Bellamy STAFF PRESENT Michael Davenport, Recreation Superintendant Ofa "Mary" Faiva-Siale, Projects Coordinator Ray McDonald, Director of Parks & Community Services Gary McKamie, City Manager Betsy Deck, Communications/Marketing Manager APPROVAL OF MINUTES Weldon Cannon made two corrections on page 3, item #4, first and third bullet: he noted that the Bear Creek Cemetery Association asked for a "one-way" sign to go on the highway and the copies of the Mid- Cities Daily News are from 1962 to 1997, not 1960 to 1997. Helen Voss made a motion to approve the minutes with the corrections, Mavy Wright seconded the motion. Motion approved. TREASURER'S REPORT Treasurer, Barbara Collier, reported a beginning balance of$6,376.14. There were no expenditures and $17.40 was acquired from the donation jar. The current balance is $6, 393.54. DOCENT'S REPORT/RECRUITMENT 1. The following people served as docents on July 5 and 7 when the City's summer camp program toured Heritage Park: Michele Burger, Gary Parker, Barbara Collier, Jan Bellamy, Council Member Donna Mickan and Bill Golden. There were twenty students on July 5 and about eighty on July 7. 2. Michele Burger, Helen Payton, Barbara Collier, Perry Brockmeyer and Bill Golden volunteered as docents during open house on Saturday, July 9, 2011. There were twenty-one visitors. HPC MTG 091211 Page 1 3. Gary Fieldsend, Bill Byers and Bill Golden volunteered as docents during open house on Saturday, August 13, 2011. There were eight visitors that day. 4. Michele Burger, David Massey, Veva Lou Massey and Jan Bellamy volunteered as docents during open house on Saturday, September 10, 2011. 5. Open house on Saturday, October 8, 2011 is on the same day as the Greek Festival. After a brief discussion, the following people volunteered to docent: Gary Fieldsend, Betty Fuller, Joe Cannon, Iris Elliott, Barbara Collier, Council Member Donna Mickan, David Massey, Mavy Wright(if she can get off work) and Bill Golden. Staff will block off parking spaces for open house. STATUS OF CURRENT PROJECTS 1. Acquisition Sub-committee: • Betsy Deck loaned a dark green/blue dress that belonged to her Great-great-great-grandmother, Elizabeth Johnson Hargrove to the Committee. Betty Fuller made a motion to accept the loan and Council Member Donna Mickan seconded the motion, motion approved. Betty Fuller and/or Mavy Wright will acquire a mannequin to display the dress on. A loan form was given to staff for the dress. A photo will be taken at a later time. • Gary McKamie discussed the policy (see attached) between the City and the Euless Historical Preservation Committee pertaining to the City owned facilities and historical artifacts acquired and managed by the Committee. An artifact was given away by a member and the City Manager strongly urged the members to realize that once an item is donated to the Committee the City owns that property. The Committee must acquire permission from the City to give away and/or sell any item belonging to the City. After some discussion, Don Martin made a motion to endorse the policy and rules discussed by the City. Faye Stinneford seconded the motion, no one opposed, motion approved. • Bill Golden noted that the Committee will not accept donation of items to store and garage sale off. He strongly urged any member with items stored at the Fuller House to remove said items. The kitchen will be cleaned out and all items not a part of the collection will be disposed of. • Bill Golden donated several old Better Homes and Gardens magazines. A donation form has been submitted to staff. • Faye Stinneford reported that a donation form has been completed for her friend's dresser and Bill Byers has the form. • Donation form and photos of the bedroom suite Council Member Leon Hogg donated have been submitted. He also donated buttons relevant to Euless. His donation form has been submitted. • Helen Payton donated a mattress and twin bed. All required paperwork has been submitted. • Bill Golden donated four lanterns as well as a frame with photos of old Camp Bowie and the McCormick barn along with a write up. Donation forms have been submitted for the items. • An old brochure of Western Hills Inn was acquired for the museum. Betty Fuller asked if this brochure could be displayed with the Cribb's "stuff." 2. Library History Wall: Betty Fuller reported that the artist is slowly but surely working on the tiles. 3. Photography Subcommittee: It was discussed and decided that the subcommittee will he combined with the Evolving History subcommittee. Don Martin asked to be removed from this subcommittee. 4. Website/Library Photo Display: Gary Fieldsend has a lot of new pictures to upload to Flickr. He will redo the Library display photo soon. HPC MTG 091211 Page 2 5. Evolving History Subcommittee: Barbara Collier acquired copies of newspaper articles pertaining to Euless from 1963 to 2011. A disc of the copies was given to staff'for the Committee's files. 6. Ruth Millican Subcommittee: • Scheduled to have a meeting on Friday, September 16, 2011. • Bill Golden reported that the display cases have been moved from Fuller House to the Ruth Millican Center. The cases from the Police Department have also been delivered. Castors have been installed on six of the cases. Helen Voss indicated the need for additional cases, after a brief discussion, Helen Voss made a motion to spend up to $750 per case (or cheaper if at all possible) to purchase up to four more cases. Leah Bennett seconded the motion, no one opposed, motion approved. The question about payment for purchases made by the Committee was asked. Ray McDonald indicated that the members can provide the City with an invoice from where the expenditure was incurred and the City will submit the proper paperwork to have the bill paid. • Helen Voss reported on the progress of the mural project. Council Member Donna Mickan noted that funds for the mural project should be discussed due to timing and schedule of the school district. Helen Voss indicated the need for funds in order to purchase supplies for the project. Mrs. Voss made a motion to spend up to $1,000 for supplies for the mural. Faye Stinneford seconded the motion. No one opposed, motion approved. 7. Historical Marker Program: Weldon Cannon has written the narrative for an application to get a Euless Marker for the Arch N. Cannon House. It may be done by the October meeting. 8. Oral History Project: Gary Fieldsend would like to begin recording for the project. Betty Fuller reported that she has an oral history recording of Jimmy Payton she would like to include in the Committee's archives. Helen Voss and Betty Fuller offered to help with the project. CHAIRMAN'S REPORT 1. Bill Golden reported and/or discussed the following: • The barn door and additional lighting in the barn will be worked on. • Reported that the wallpaper is peeling off of the wall at various places inside the Fuller House. There are also cracks in the ceiling and walls. Staff will look into fixing the problems. • Several attempts have been made to contact the owners of the Blue Jay with 110 responses. • Reported that a mattress and foundation was purchased for one of the beds at the Fuller House. • Thanked the staff for their hard work and support of the Committee's projects. STAFF REPORT 1. Michael Davenport reminded the Committee about Heritage Park Christmas. It will be on Saturday, December 10, 2011 between 1 — 5pm. Committee docents will need to be scheduled. OTHER REPORTS 1. Michele Burger invited the members to join her co-ed tap dancing class at the Senior Center. 2. Faye Stinneford has tickets for the Citizen's Police Alumni Association fundraising if anyone would like to buy tickets. In addition, the Citizen's Fire Academy is also having fundraisers at the new Senior Center. She also discussed additional fundraising at Schlotzsky and Fuzzy's Taco. 3. Helen Voss inquired and encouraged the acquisition of Sam Harrington's military artifacts soon. HPC MTG 091211 Page 3 • 4. David Massey discussed donating a military uniform. 5. Betty Fuller indicated that a closet inside the Fuller House contains a file cabinet with Committee files. ADJOURNMENT David Massey made a motion to adjourn the meeting. Mavy Wright seconded the motion. Motion approved. The meeting adjourned at 11:56 a.m. Respectfully submitted by Ofa "Mary" Faiva-Siale, Projects Coordinator City of Euless Parks & Community Services HPC MTG 091211 Page 4 Policy between the City of Euless and the Euless Historical Preservation Committee pursuant to the use of the Ruth Millican Center, a building owned and operated by the City of Euless, located at 201 Cullum Drive: FACILITY: The City hereby grants permission to the Euless Historical Preservation Committee to use the Ruth Millican Center on an exclusive basis as a Historical Museum. During the operation of the museum, the Historical Preservation Committee agrees to use the building in its current condition for said operation only, and further agrees that any modification or change to the building from its current condition requires approval from the City. Further, it is understood and agreed to that no rental or other uses of the building without authorization from the City is allowed. The City will provide all utilities as well as routine maintenance of the interior and exterior of the building. The City will provide facility keys to select members of the Historical Preservation Committee as determined by the current Committee Chairperson and the Director of Parks and Community Services. The Chairperson is responsible for training designated key holders on proper entry to the facility and securing the facility when exiting. Being a City facility, all necessary insurance including property and casualty will be provided by the City for the duration of this agreement. DONATIONS/ARTIFACTS: Although acceptance of donated items is generally determined by the Historical Preservation Committee, certain qualifications apply and are agreed upon by the Committee and the City as follows: • Items should be relevant to the history of the City of Euless • Items should be in acceptable condition • All donations will become the property of the City of Euless • In a collaborative effort between the City and the Historical Preservation Committee, all donated property will be inventoried and maintained by the City • Disposal of donated property must be approved by the City and done so in accordance with both city policy and state law under the direction of the Parks & Community Services Department Cash donations made to the Euless Historical Preservation Committee will be received and expended at the sole discretion of the Committee. The City will assist with this process upon the request of the Chairperson if the Committee so desires and will be facilitated by the Director of Parks & Community Services and/or the Director of Finance.
